杨贤江的德育思想对当今大学生思想道德教育具有重要意义。学习和借鉴杨贤江的德育思想,引导青年学生树立正确的人生观、培养爱国主义情操、养成良好的行为习惯、培养良好的心理品质是大学生思想道德教育的重要内容。     

加快建设东南国际航运中心的对策研究

建设东南国际航运中心可考虑以厦门港为中心,福州港、湄洲湾港、温州港、汕头港为支撑的构架。提出了实现这一设想的9项措施,诸如科学规划统筹发展、加快港口基础建设、提升空港航运功能、促进临港工业发展、完善物流服务体系等。     

The tax treatment of company cars, commuting and optimal congestion taxes

In Europe, the preferential tax treatment of company cars implies that many employees receive a company car as part of their compensation package. In this paper, we consider a model in which wages and the decision whether or not to provide a company car are the result of direct negotiation between employer and employee. Using this framework, we theoretically and numerically study first- and second-best optimal tax policies on labour and transport markets, focusing on the role of the tax treatment of company cars. We obtain the following results. First, higher labour taxes and a more favourable tax treatment of company cars raise the fraction employees that receives a company car; congestion and congestion tolls reduce it. Second, in countries that provide large implicit subsidies to company cars, eliminating the preferential tax treatment of company cars may be an imperfect but quite effective substitute for currently unavailable congestion tolls. The numerical illustration, calibrated using Belgian data, suggests that it yields about half the welfare gain attainable through optimal congestion taxes. Third, the favourable tax treatment of company cars justifies large public transport subsidies; the numerical results are consistent with zero public transport fares. Finally, we find that earlier models that ignored the preferential tax treatment of company cars may have substantially underestimated optimal congestion tolls in Europe. The numerical illustration suggests that about one third of the optimal congestion toll we obtain can be attributed to the current tax treatment of company cars.

船舶与海洋工程产业是舟山全市工业的支柱产业。结合浙江省舟山群岛新区正式获批、暨"十二五"规划开局之年的背景,在分析舟山发展该产业的优势、弱势、机会和威胁的基础上,提出了发展的战略定位、目标和布局规划。详细阐述了在当前造船业国内低端产能过剩和国际竞争日益激烈的环境下,应如何针对市场趋势选择有发展前景的产品和服务作为重点建设项目,并给出了保障措施方面的若干建议。     

High-resolution synthetic monitoring by a 4-dimensional variational data assimilation system in the northwestern North Pacific

A data assimilation system is applied to the integrated monitoring of oceanic states in the northwestern North Pacific by combining a high resolution ocean general circulation model with an adjoint method. A comparison of assimilation results with observations shows that the system is better able to represent synoptic features of ocean circulation than do models or data alone. Furthermore, meso-scale features associated with frontal structures and eddies, which are often seen in the Kuroshio and Oyashio extension regions and the Sea of Japan, are better defined in the assimilation results. These features suggest that our 4D-VAR high-resolution data assimilation system is capable of providing time series data which satisfy the model physics and fit the observations, and hence the ocean state derived from our system has greater information content than that obtained from earlier methods.     

高职院校航海类学生职业能力培养探析

文章通过分析《STCW公约》马尼拉修正案中的变化对航海类学生的正反两方面的影响,提出了高职院校航海类学生职业能力培养的对策,对于全方位提升航海类高职生的职业技能具有十分重要的意义。     

The Prince Edward Islands pelagic ecosystem, south Indian Ocean: a review of achievements, 1976–1990

This review summarizes the main research findings of the multi-year oceanographic and biological studies conducted in the vicinity of the Prince Edward Archipelago during the period 1976 to 1990. The Prince Edward Islands represent a flow-through system on the mainstream of the Antarctic Circumpolar Current. Although there are no taxonomic differences between the pelagic communities of the upstream, inter-island and downstream regions, these mesoscale subsystems may operate differently. The mesoscale oceanographic and biological processes appear to be affected by the position of the Subantarctic Front (SAF) in the vicinity of the islands. Both the rich benthic community, which is supported by the local enhancement of primary production, and the strong advection of zooplankton/micronekton from the upstream region provide the food resources necessary for the survival of the huge community of land-based predators present on the islands. Collectively this is termed the ‘life-support system'. Future studies should concentrate on the meridional shifts in the position of the SAF and its influence on background productivity upstream and downstream of the Prince Edward Archipelago.
