本文研究了由日最大波高系列估算设计极值波高时,相邻日最大波高间的相关性对极值预测的影响,从日最大波高系列遵从马尔可夫链的假定出发,考虑到国内外经常采用对数一正态分布的韦布尔分布拟合波高长期分布的现实,本文用解析法求解了对数一正态分布情况下的极值预测。同时,对解析法难以求解的非正态随机变量情况(如韦布尔分布),用计算机随机模拟方法求解其极值预测,用上述两种方法对北大西洋和北海有关日最大波高系列的预测  相似文献

This paper investigates the performance of a policy decision tool proposed for multi-objective decision under different policy interventions. This tool deals with the trade-off between mobility and equity maximization under environmental capacity constraints. Two system objectives, maximization of mobility and equity, are formulated in terms of the sum of total car ownership and number of trips, and the differences in accessibility between zones. Environmental capacities are based on production efficiency theory in which the frontier emission under maximum system efficiency is taken as environmental capacity. To examine the performance of the proposed model, three types of hypothetical policies (network improvement, population increase and urban sprawl) are formulated. Effects are simulated using data pertaining to Dalian City, China. Results show that the proposed model is capable of representing the trade-offs between mobility and equity based on different policy interventions. Compared with two extreme cases with the single objective of mobility maximization or equity maximization, the Pareto-optimal solutions provide more interesting practical options for decision makers. Taking the solution based on the maximum equity as an example, the policy of urban sprawl yields the most significant improvement in both emission and accessibility of the three scenarios.  相似文献

To support the development of policies that reduce greenhouse gas (GHG) emissions by encouraging reduced travel and increased use of efficient transportation modes, it is necessary to better understand the explanatory effects that transportation, population density, and policy variables have on passenger travel related CO2 emissions. This study presents the development of a model of CO2 emissions per capita as a function of various explanatory variables using data on 146 urbanized areas in the United States. The model takes into account selectivity bias resulting from the fact that adopting policies aimed at reducing emissions in an urbanized area may be partly driven by the presence of environmental concerns in that area. The results indicate that population density, transit share, freeway lane-miles per capita, private vehicle occupancy, and average travel time have a statistically significant explanatory effect on passenger travel related CO2 emissions. In addition, the presence of automobile emissions inspection programs, which serves as a proxy indicator of other policies addressing environmental concerns and which could influence travelers in making environmentally favorable travel choices, markedly changes the manner in which transportation variables explain CO2 emission levels.  相似文献

Carpooling is an effective solution to major environmental problems but it is insufficiently used, particularly in France. In order to increase carpooling, it is important to understand why people do or not carpool. This study, carried out a large sample of drivers, was aimed at (1) identifying whether or not people carpool, (2) investigating the factual data (e.g. socio-demographics, transportation accessibility) and motivational factors (e.g. attitudes regarding car use, public transportation, environment) upon which carpoolers and non-carpoolers differ, and (3) highlighting the main determinants of the practice of carpooling. An online survey was administered to 1207 French drivers (48% men, ages 19–87) recruited by means of a random-quota method. In our sample, 52.5% of the participants said they were using carpooling. Carpoolers and non-carpoolers were similar in terms of kilometers driven per year, distance to their workplace or schools/universities, and public transportation accessibility. Compared to non-carpoolers, carpoolers were more likely to be women, have children, have positive attitudes toward public transport, and be more environmentally aware. These results suggest various different strategies for increasing the number of carpoolers and the frequency of carpooling use by taking into account the gender of road users.  相似文献

The High Line is an elevated public park in New York City, transformed from an unused freight rail line. Pedestrians walking through Manhattan’s West Side can walk either on the High Line or on a footpath below. Using Manhattan as a laboratory, this paper offers a combined assessment of noise and particulate matter pollution for its pedestrians. Noise and PM2.5 levels were recorded simultaneously for two cases (i) pedestrians walking on a footpath alongside road traffic and (ii) pedestrians walking on the elevated High Line. Testing took places over three days in autumn 2014. Results were analysed to investigate if pedestrians using the High Line would have a lower pollution exposure to those using the footpath below. Results showed statistically significant differences between the upper and lower levels in exposure to both pollution types. In order to quantify the overall impact, results are expressed through a combined air–noise pollution index. This index indicates that the average reduction in PM2.5 and noise pollution along the High Line compared to the footpath below is approximately 37%.  相似文献

With the rapid expansion of the high-speed railway infrastructure in China, conflicts arise between the interests of local citizens living along the planned tracks and the national interests of governmental authorities and project developers. This paper addresses questions of why and how Chinese citizens mobilize for and participate in protests against high-speed railway projects and to what effect. To this end, a comprehensive study was conducted on the decision-making process, public opinions, and protest actions regarding the plans and site choices for the Beijing–Shenyang high-speed railway from 2008 to 2013, combining quantitative and qualitative methods. In general, local residents are supportive of high-speed railway project construction, but they contest the closed decision-making process and the poor design and siting choices for the track by governmental authorities and companies. After four years of resident protests through formal complaints, lobbying, protest demonstrations, organizing alternative opinion polls, and discussions with authorities, citizens were partially successful in changing the siting of the track, adding protective measures (e.g., tunnels and sound screens), and saving green belts. Two conclusions can be drawn from this case study. First, regardless of the growing legal requirements, public participation in major projects in China is far from a standard practice. Final citizen participation is often preceded by serious conflict. Second, with defined good governance boundaries, there is increasing room for public participation in environmental movements, which does influence final decisions.  相似文献
