Use of an ANP to prioritize managerial responsibilities of maritime stakeholders in environmental incidents: An oil spill case

While maritime pollution is often caused at the operational level, the causes can generally be traced back to shortcomings in the ship–shore interface and to poor communication among stakeholders. Here, the environmental responsibilities of maritime stakeholders are systematically analyzed and quantified using an analytic network process. This approach ensures that the most important dependencies and feedbacks among the responsibilities which is applied to a real marine situation (an oil spill) to validate the theoretical basis. A number of latent links between stakeholders’ responsibilities and the catastrophic impacts of the spill are identified.     

水下不同边缘扁平结构散射声场特性研究(英文)

鉴于实际中存在的水下扁平结构的边缘特点,也为研究不同边缘附加结构形式对其散射声场的影响规律,并为边缘衍射效应影响抑制机理与技术等奠定基础,本文通过采用边界积分方法和边界元数值计算技术,并结合水下目标散射强度估计和水声无源材料自由场测试等工程实际,对不同边缘结构形式的水下扁平结构在不同频率范围和空间几何配置条件下的散射声场分布规律开展了定量的研究与分析.研究结果表明:在发射声源与结构几何配置等条件一定的情况下,无论前向散射还是镜向散射,附加边缘结构扁平矩板结构散射声场在频域和空间分布趋势上与未附加边缘结构的基本一致,即低频段起伏较小,而中高频段则波动较为剧烈,与结构距离越近越剧烈,这在前向散射中表现得尤为明显,其与波贡献主要成分、附加边缘的结构类型、边缘结构附加方式、结构参数、声波相干作用和边缘重数等因素密切相关.

构建《2006年海事劳工公约》履约体系的思考

文中以《2006年海事劳工公约》为研究对象：首先从背景、内容、意义等方面入手综合研究海事劳工公约,进而针对我国现状引入PDCA管理理念,构建了相应的履约体系结构框架。最后遵循“计划（P）-实施（D）-检查（C）-处理（A）”的流程建立履约体系,为推进我国公约生效提供可行性方案。     

关于构建长江海事信息资源集成系统的思考

近年来,长江海事局信息化建设快速发展,各类现代监管及办公信息系统相继投入使用,一方面极大地提高了管理效能,方便了管理相对人,另一方面由于缺乏系统数据标准体系,造成了部分信息无法共享,形成一些信息孤岛,降低了信息系统辅助管理决策的水平。文中针对长江海事信息系统现状,对构建信息资源集成系统的原则及思路进行了探讨。     

The international legal instruments in addressing piracy and maritime terrorism: A critical review

This paper critically reviews four international legal instruments in addressing piracy and maritime terrorism - UNCLOS, SUA, PSI and the ISPS Code. Piracy on high seas is currently becoming key tactics of terrorist groups - many of today's pirates are also terrorists with ideological bents and a broad political agenda. The intertwining of piracy and maritime terrorism poses substantial risks for global markets, understanding that much of the world's energy and cargoes being shipped through pirate-infested regions like Southeast Asia. Through investigating the contributions and limitations of the stated instruments, several constructive recommendations are offered to improve their effectiveness in controlling and deterring piracy and maritime terrorism from threatening the well-being of the maritime industries in the post-2008 world.     

Applying SMC pricing in PPPs for the maritime sector

This paper investigates whether Short-run Marginal Cost (SMC) pricing is feasible to implement in seaports and with what type of consequences, e.g. concerning cost coverage. Answering these questions requires an analysis of the cost structure of seaports and especially of seaport calls, as well as of how the division of these costs over the different actors runs. As from the moment that this information becomes available, it can be analysed to what extent SMC pricing can be applied in Public-Private Partnerships (PPPs) within the seaport sector. Till now, mainly seaport infrastructure is involved, including the seaport entry from the open sea.

现有的航海英语教学大纲强调学科的知识结构,重视终期评价,这不符合高等职业教育以能力为本位,以就业为导向的理念.所以制定以提高学生英语能力为本位的航海英语课程标准是必要的.本文在交通职业教育教学指导委员会制定的航海英语课程标准的基础上,考虑了《STCW公约》2010马尼拉修正案的要求,对航海英语课程标准提出了几点建议.
