关于履行《2006海事劳工公约》文件体系的构想

通过对《2006海事劳工公约》主要内容的研读,提出了我国履约的文件体系构想,一是以国家法律的形式,出台国家层面的法律文件,用明确的语言将海事劳工公约中涉及到需成员国承担的法律义务予以明确地规定;二是主管机关(认可的组织)出台一系列的管理条例,作为国家法律文件的补充,对组织的规范经营管理进行规定,对技术层面的问题提出具体要求,对审核、发证以及港口国检查等提出相应的规范;三是行业组织(海员工会)制定相应的管理规定,将国家的具体要求和主管机关的具体要求用规定的形式加以执行。     

新形势下加强高校内部审计的思考

高校内审是审计系统的重要组成部分,是单位实现自我监督、自我约束与自我调控的有效途径,也是加强高校管理的重要手段。本文阐述了内部控制制度在现代管理中的作用,分析了高校在市场经济环境中建立完善内部控制制度的必要性和紧迫性,讨论了内部审计在高校内部控制中的作用,并就如何开展好内部审计提出了一些见解。     

能力本位教育在高职高专英语教育中的应用

本文以能力本位教育思潮为基础,探索了如何在高职高专英语教育中改革教学内容,调整教学目标和模式等问题,以培养出适合企业需求的高职高专技术型人才。     

船员职业培训现状分析及发展趋势

面对数量庞大的船员培训量，为加强培训过程管理，各级培训机构先后建立了质量体系，但船员的素质参差不齐，存在的问题并不是一套质量体系所能解决的。本文通过从STCW78／95公约和国内外船员市场出发，分析了目前船员培训现状，展望船员培训的发展趋势，就如何应对船员培训国际化的问题进行了探讨。     

浅析海事通讯标准用语(SMCP)与航运安全的关系

国际海事组织(IMO)在2001年11月的大会上采纳了SMCP(standard marine communication phrases),即海事通讯标准用语。文章通过对SMCP主要内容的分析,指出了它们在保障船舶通讯安全方面所起的重要作用。     

Greening ports and maritime logistics: A review

This paper aims to examine the past and present research on ‘green ports and maritime logistics’ in order to identify established research streams and fertile research areas with potential for future investigations. Using rigorous bibliometric and network analysis tools, the paper completes a systemic mapping of the existing literature and identifies the key investigators, collaboration patterns, research clusters and interrelationships, and the “seminal research areas” that have provided the field with the foundational knowledge, concepts, theories, tools, and techniques. Major articles within each seminal research area are also identified. This will allow new researchers to quickly build understanding in a particular sub-field by reading these major articles. The findings obtained from the evolution of seminal research areas over time are important from both research and practice perspectives and can help the field grow in many dimensions.     

全球史视野下日本学界的明清东亚海域史研究——中岛乐章先生访谈录

随着中国“一带一路”倡议的提出,海洋史研究成为历史学界的研究热点。九州大学人文科学府东洋史领域的中岛乐章先生多年来致力于明清东亚海域史的研究,成果丰硕。他认为日本学者在研究东亚海域史时,不应局限于日本和亚洲其他国家之间的关系史,而应该将日本视作亚洲的一部分,突破原来日本学界日本史、中国史、朝鲜史、东南亚史等学科的区域研究壁垒,强调对日本、中国、朝鲜、东南亚等国家和地区之间互相交流的历史予以关注。此外,他强调将东、西洋史料结合起来,从全球史的宏观视野研究东亚华人、日本人、琉球人等的海上贸易、交流活动。     

中国传统文化对现代法制教育之影响探究

传统文化对现代法制教育的影响有两个大的方面:其一,中国"德主刑辅"的传统文化,使法律工具化,法律教育成为道德说教的附庸:其二,.中国传统文化注追求人际和谐,教育侧重法律的否定价值,而无法律信仰的培育。现代法制教育的目标和方向应当是培育公民信仰法律的价值观念和思维方式,从传统社会的权力文化向现代文明的权利文化的转换是法制教育的主题。     

新公约下的海上医疗救护培训探讨

为了提高培训质量,对新公约下海上医疗救护培训现状及存在的问题进行分析.从统一教材、题库、实训项目及考评标准中内容、要求及运用情况进行实证对比.结果显示教材过于专业化和理论化;题库缺乏综合性、全面性和实用性;实训内容简单;评估形式复杂.指出教材应简单通俗而不失弹性;题库应强化案例及技能练习;实训内容应够用实用;考评应兼顾学员综合表现.     

A hybrid heuristic strategy for liquefied natural gas inventory routing

As liquefied natural gas (LNG) steadily grows to be a common mode for commercializing natural gas, LNG supply chain optimization is becoming a key technology for gas companies to maintain competitiveness. This paper develops methods for improving the solutions for a previously stated form of an LNG inventory routing problem (LNG-IRP). Motivated by the poor performance of a Dantzig-Wolfe-based decomposition approach for exact solutions, we develop a suite of advanced heuristic techniques and propose a hybrid heuristic strategy aiming to achieve improved solutions in shorter computational time. The heuristics include two phases: the advanced construction phase is based on a rolling time algorithm and a greedy randomized adaptive search procedure (GRASP); and the solution improvement phase is a series of novel MIP-based neighborhood search techniques. The proposed algorithms are evaluated based on a set of realistic large-scale instances seen in recent literature. Extensive computational results indicate that the hybrid heuristic strategy is able to obtain optimal or near optimal feasible solutions substantially faster than commercial optimization software and also the previously proposed heuristic methods.
