公交滞站控制是防治公交串车的常用方法. 现有研究主要集中于公交滞站时间的优化,很少关注滞站点优化问题. 本文提出一种基于合作博弈的公交滞站点优化模型. 根据系统当前状态,模型首先预测当控制不同滞站点组合时该滞站点组合对公交串车率的改进;其次,以滞站点为博弈人,以滞站点组合及其对公交串车率的改进量为效用函数,构建合作博弈,分析滞站点的单独和联合控制效果,并用Shapley 值刻画滞站点的相对重要性. 通过在最有效的滞站点实施滞站控制,能够有效防治公交串车. 最后,通过仿真实验对滞站点的数量和位置的确定进行说明,模型能有效降低公交车头时距波动,减少公交串车率,最终减少乘客平均候车时间. 相似文献

ABSTRACTThe inspection of foreign ships in national ports is a critical measure in port state control (PSC), preventing substandard ships from entering national ports. Multifarious inspection items, limited inspection time and inspector manpower are challenging PSC inspection. This research applies data mining to analyze historical PSC inspection records in Taiwan’s major ports to extract potential valuable information for PSC onboard inspections. Using the Apriori Algorithm, the analysis identifies many useful association rules among PSC deficiencies in terms of specific ship characteristics, such as ship types, societies, and flags. The general rules identified show that the items ‘Water/Weathertight conditions’ and ‘Fire safety’ are significantly related. Besides, in the analysis of the various ship types, several different rules are found. After comparing the analysis of ship types and ship societies, it can be observed that the association rules for specific ship types, such as oil tankers, have a better effect than those for individual ship societies do. These identified rules can not only help inspectors effectively spot the associated deficiencies, but also improve the efficiency of PSC inspection. Abstract Citizen committees properly designed can strongly influence public policy. Examples are taken from the results of reports on marine affairs that citizen committees wrote in Hawaii, the U.S. Virgin Islands and Puerto Rico. Community acceptance and use of each report came about because (1) many members of the committees were in positions to act on the recommendations, (2) the recommendations were specific and called for actions other than studies, and (3) the governor of each area had asked that a report be drawn. Coastal managers have sought to enhance the collaborative inputs of stakeholder groups into management activities. Nonetheless, established organizational approaches have led to primarily consultative forms of engagement and constrained citizen involvement in formative activities. In Olympia, Washington, managers overseeing the Deschutes Estuary Feasibility Study (DEFS) implemented an innovative cooperative research planning initiative that diverged from conventional consultative processes. Stakeholders, rather than government officials, identified the research priorities for the socioeconomic component of this restoration feasibility study. This design method altered the traditional roles and responsibilities of different organizational actors, and the involvement of citizen groups in these formative activities changed the relationship between governmental and nongovernmental actors. Using conceptual frameworks from organizational sociology, this study develops insights into the behavior of the organizations involved with the DEFS cooperative planning effort, demonstrating how engaging stakeholders in formative research planning activities may foster new types of collaboration among coastal management organizations. 相似文献
