Do Active Participation Measures Help Fishermen Retain Fishing Privileges?

In numerous fisheries management programs, managers have implemented measures to ensure that the benefits of the fishery accrue to those who are actively fishing. Although active participation measures are common in fisheries management, there has been limited research on these measures. This study highlights the variety of objectives that motivate the development of active participation measures and how they have been implemented. We examine the application of these measures in four case study fisheries management programs—the Alaska Halibut and Sablefish Individual Fishing Quota, the Pacific Coast Sablefish Permit Stacking, the Bering Sea and Aleutian Islands Crab Rationalization, and the Alaska State Limited Entry programs—and, based on the experiences in these programs, provide recommendations for instituting active participation measures in other management programs.     

Access System Framework for Regulating Offshore Wind Power in State Waters

Published research suggests the presence of a large wind resource off the U.S. coast. Although there is considerable interest among wind power developers in the coastal states, few projects have been proposed to date. A major factor constraining resource development is the lack of a regulatory framework to provide access to the ocean space and allocate property rights to the submerged lands where the wind turbines can be installed. Efforts to address this void began in 2005 at the federal level, but it has progressed unevenly and unsuccessfully since that time. At the state level, no coastal state has adopted a comprehensive and detailed regime to regulate, manage, and oversee this new ocean use in state waters. This article examines various approaches taken by coastal states to facilitate existing and emerging ocean uses and recommends a regulatory framework for installing offshore wind turbines in state waters.

新能源汽车租赁运营模式及风险研究

随着“十城千辆”示范推广工程、《新能源汽车财政补助资金管理办法》《汽车产业调整和振兴规划》,以及2010年6月颁布的《关于开展私人购买新能源汽车补贴试点的通知》的陆续启动,新能源汽车市场化推广工作全面启动。但截止到2012年年底,我国新能源汽车产销不超过3万台,个人购车量很少。租赁运营是目前解决新能源汽车市场化推广障碍的可行方案,目前北京、杭州、合肥、深圳等试点城市示范推广的成功证明了租赁模式的可行性。文中对租赁运营的各种模式、流程及风险进行了分析,以期对各地新能源汽车示范运营和市场化推广有一定借鉴作用。     

经营性租赁固定资产实物期权定价的研究

市场经济环境中不确定因素很多,机会与风险并存,客观上给期权定价理论的研究与应用提供了广阔的空间。实物期权定价理论在投资合同的成功应用,关键在于所投资的项目一般都具有初衷可以修改或决策可以延迟的特点。租赁一项固定资产其实就是一个潜在的投资项目,并且经营性租赁的固定资产,也具备上述特点。这样,此类固定资产就应该可以用期权定价理论为其定价。本文针对经营性租赁固定资产的续租决策的灵活性,运用看涨期权思想,将一项经营性租赁理解为若干实物期权的组合,引入Black-Scholes模型进行定价分析,探讨一种新的经营性租赁固定资产的估价方法。
