Abstract

The issue of whether power plants should be located on Wisconsin's Lake Michigan shore or inland is addressed in this article. It is quite likely that sites for several large power plants will be needed before the year 2000. Available evidence on the comparative costs of condenser cooling indicates that there may or may not be substantial economies from locating these plants at lakeshore sites depending on site characteristics, fuel costs, and other variables. Environmental impacts of coastal and inland siting are surveyed and also appear to be highly site‐specific. Important issues arise with respect to the intense competition for coastal land and the aquatic impacts at both coastal and inland sites. A third alternative, that of utilizing sites that are in the coastal zone but set back from the water's edge, has some promising aspects, but data on costs are scarce and inconclusive. Conclusions center on the importance of not ruling out either coastal or inland locations in future efforts to identify suitable power plant sites, the need to review current water‐quality measures, and the need for further research on institutions to facilitate sound siting decisions.  相似文献

Climate change is predicted to have particularly challenging impacts throughout the Arctic. For instance, there is a great probability of sea ice melting, leading to increased vessel traffic and oil pollution. Eight major nation-states have vested concerns in the potential opening of Arctic sea routes. They each have pledged to take protective action through the Arctic Council. However, there is still a need to develop an international institution to simultaneously address Arctic marine pollution and protect the needs of these states. This article seeks to design a legally binding regime for oil pollution control in the Arctic. In creating this new regime, we shall utilize several shared design elements of historically effective international regimes and take advantage of the legal innovations of these agreements. Our new regime, entitled the Arctic Shipping and Environmental Management Agreement (ASEMA), will take into account both the economic and environmental interests of the parties involved.  相似文献

The paper analyzes Russian and European emission and dispersion models aimed at the estimation of road transport related air pollution on street and regional scale as exemplified with St. Petersburg, Russia. It demonstrates the results of model calculations of peak concentrations of main harmful substances (NОX, CO and PM10) along the St. Petersburg Ring Road at high traffic volume and adverse meteorological conditions (calm, temperature inversion) executed by means of a Russian street pollution model, and it evaluates the computed results against the measurements from monitoring stations. The paper also examines the ways of adaptation of the COPERT IV model – a software tool for calculation of air pollutant and greenhouse gas emissions from road transport on regional or country scale – to the inventory conditions of the Russian Federation, compares the COPERT IV numerical estimates with the national inventory data. It also reveals the obstacles and possibilities in the harmonization of the Russian and European approaches.  相似文献

This study compares the contributions to policy change made by two Regional Citizens’ Advisory Councils that participate in the environmental management of the marine oil trade in coastal regions of Alaska. Both councils are remarkably well-funded and long-enduring examples of citizen participation in environmental policy. This study finds that both councils have applied their substantial funding resources to make significant contributions to policy change (policy contributions) in the marine oil trade of coastal Alaska. This study also finds that both councils have greatly magnified their policy contributions through collaborative efforts with many other organizations active in the marine oil trade of Alaska. Therefore, the overall policy contributions of the councils result from the joint application of council resources and collaborative efforts.  相似文献

Two speed management policies were implemented in the metropolitan area of Barcelona aimed at reducing air pollution concentration levels. In 2008, the maximum speed limit was reduced to 80 km/h and, in 2009, a variable speed system was introduced on some metropolitan motorways. This paper evaluates whether such policies have been successful in promoting cleaner air, not only in terms of average pollutant levels but also during high and low pollution episodes. To do so, we use a quantile regression approach for fixed effect panel data, which allows us analyzing different scenarios (beyond the average levels). We find that the variable speed system improves air quality with regard to the two pollutants considered here, being most effective when nitrogen oxide levels are not too low and when particulate matter concentrations are below extremely high levels. However, reducing the maximum speed limit from 120/100 km/h to 80 km/h has no effect – or even a slightly increasing effect – on the two pollutants, depending on the pollution scenario.  相似文献
