The goal of this study is to apply industrial park concepts to the development of aquaculture parks in public waters. The objectives are to identify the permitting process, relevant agencies, and legislation needed to facilitate development. Gulf of Mexico states are surveyed: private parks exist in Florida, but no public parks have developed yet; plans for parks exist in Mississippi, but lack of funding prevents development; no regulations prohibit parks in Alabama, although none currently exist; Texas regulations hinder development of parks; and an experimental park has been proposed in Louisiana, but regulatory gaps have delayed permit issuance. 相似文献

The Port of Los Angeles (Port) is the largest container port in the Western Hemisphere, and a catalyst for business activity and employment. Historically, the majority of the Port's workforce lived in the communities directly adjacent to the Port. However, in the latter half of the last century, jobs and economic activity began to shift away from the Port, causing public attitudes in the local communities to change. Instead of being viewed as the source of their livelihood, local residents began to view the port as a generator of environmental impacts and industrial blight. Formidable community opposition to Port growth and modernization ensued. Employment within the Port district peaked in the mid 20th century at 100,000. By 2009, the Port had only 12,700 jobs. To re-establish and maintain a long-term positive relationship between the Port and its neighbors, the Port needed to increase the numbers of local residents in the port on a daily basis. The Port looked beyond its traditional role of cargo handling, to leverage creation of new water-dependent job clusters. The strategy incorporates elements of the traditional cluster concept by proposing to co-locate and create synergies between technology developers, university researchers, and marine and maritime industries. 相似文献

An integrated programming model for storage management and vehicle scheduling at container terminals
In this paper, we study the optimization of yard operations, which are critical for the terminal efficiency. A linear mixed integer programming (MIP) model is proposed for scheduling different types of equipment and planning the storage strategy in an integrated way. We also investigate a nonlinear mixed integer programming (NLMIP) model to reduce the number of constraints and the computational time. A set of numerical results are carried out for the comparison between the linear model and the nonlinear model. Finally, we propose a genetic algorithm for the MIP model to illustrate how large scale problems can be solved and to show the effect of different factors on the performances of the optimization model. 相似文献

Separation from partner and family has been found to be one of the most significant causes of stress for seafarers, with separation from the family one of the most important ‘stress’ factors influencing a decision to reduce planned sea service. Drawing on in-depth interviews with seafarers' partners in the UK, China and India, this paper focuses on the impact of seafaring on family life, with particular attention given to the effects of differing conditions of service and the range of company support available to seafarers and their partners. The paper concludes that the negative consequences of seafaring can be minimized by such policies as shorter trips, continuous employment (rather than employment by voyage) and opportunities for partners and families to sail. Whilst these measures may have financial costs, these can be off-set by improved retention of seafarers and the avoidance of stress-related illnesses.
