环境保护问题的法律调整模式分析

政府直接管制与基于市场的经济手段在环境公共政策的调整领域都有其有利的地位,环境政策的关键在于寻找市场调节与政府直接干预的均衡点,以达到环境保护与经济发展协调的目的。本文从外部性、公共产品、信息不对称三个使“市场失灵”的角度分析了环境保护问题的法律调整模式,认为解决环境问题需要“看得见的手”和“看不见的手”兼而用之。     

Regulating transport’s environmental impacts in a deregulating world

In recent years, a growing awareness of the environmental impacts of transport has played a major part in the shift towards policies to manage the demand for travel. As a result, a substantial increase in the role of public transport has been identified as necessary in any strategy towards more environmentally sustainable transport patterns. At the same time there has been a quite separate process of deregulation and the withdrawal of the state from the transport market. These two trends appear to represent potentially contradictory processes. This article draws upon two major studies that explore the relationship between increasing needs for environmental regulation and the privatisation of bus and rail services. It is shown that, as currently organised in Britain, the development of bus and rail services are inadequately linked to strategic environmental policymaking and, rather than being part of the solution to transport’s environmental impacts, there is a real danger that these ‘green’ methods of transport could slide into simply being part of the problem itself. It is concluded that privatisation and deregulation does not mean the end of the need for policy mechanisms, but they do mean that policy has to be implemented in a very different way.     

The operation of Swedish motor-vehicle inspections: efficiency and some problems concerning regulation

Efficiency in the operation of the Swedish motor-vehicle inspection monopoly was examined by analyzing data on all decision-making units related to production of inspection services during 1993. In addition, theoretically based arguments concerning some regulation problems are discussed. The results imply a fairly high level of technical efficiency, which might be explained by the extensive practice of yardstick-competition in the industry. The findings, based on a best-practice approach, do not indicate strong empirical evidence in support of a deregulation of the industry. However, the regulation problems discussed may provide motives for deregulation.

模糊控制在二次调节静液传动车辆中的应用

介绍一种二次调节静液传动车辆和其车速控制原理，并根据实际情况建立了整个系统的数学模型。提出一种带修正因子规则的模糊PID控制，分别用这种控制器和常规PID控制器对阶跃信号和车辆的15工况进行仿真分析。结果表明：采用模糊PID控制具有响应速度快，调节时间短等优点，更能满足实际车辆的驾驶要求。     

PBRRI： A Hybrid Peer-to-Peer Communication Model in Distributed Systems

In distributed systems independent agents need to interact with each other to accomplish their task. Modern peer-to-peer computing technologies always concern with enabling interaction among agents and help them cooperate with each other. But in fact, access control should also be considered to limit interaction to make it harmless. This paper proposed a proxy based rule regulated interaction (PBRRI) model. Role based access control is introduced for security concerns. Regulation rules are enforced in a distributed manner so that PBRRI can be applied to the open distributed systems such as Internet.     

航道整治工程软体排压载体的水力特性

软体排是航道整治工程中的基础结构,其水力特性直接影响航道整治工程的护滩效果。通过建立水槽模型,研究软体排压载体附近流场结构、回流区长度、近底流速、紊动流场、切应力等水力特性。结果表明,设置软体排压载体后,近底流速和回流区流速减小,上层流速和水流纵向紊动强度增加,近底层的切应力则明显减小。压载体的设置有利于调节近底水流流态、促进泥沙落淤,提高工程边滩守护效果。
