对过去15年欧盟进行的交通系统可持续性研究进行了回顾,明确了不足之处并详细阐述了未来的发展方向。介绍了可持续发展和可持续交通系统的概念,指出研究重点要实现影响因素指标的量化,使可持续交通系统评估具有可操作性。探讨了评估可持续交通系统的绝对尺度和相对尺度,利用实例对二者的评估作用进行了对比。通过回顾欧盟在可持续交通方面进行的第4次、第5次和第6次框架计划研究,指出未来的研究方向是以绩效指标为基础,改进现有评估系统或发展创新性的评估系统,以检测欧盟交通系统的可持续性。 相似文献

Landscape is an important public interest with social, cultural, ecological, and environmental dimensions. It is central to the formation of local cultures and contributes to human well-being. Some areas are protected by supranational agreements that have significant international value. The European Landscape Convention (ELC) calls for integrating landscape considerations into other policy areas such as motorway planning that may directly or indirectly impact the landscape. The key challenge is the integration of existing institutional backgrounds and governing traditions. This paper compares how two qualitative case studies managed landscape protection while planning motorways. Specifically, we examine two internationally protected areas – one in Hungary that focuses on nature and one in Sweden the focuses on culture – to consider how these areas were assessed during the planning of the new motorways. Analysing the cases through the theoretical lens of institutional interplay, we found that the main differences between the two cases can be attributed to the different governing traditions and interpretations of landscape. 相似文献

With a large number of railway development projects in Europe and worldwide, which once completed will be serving rail passengers of the future, this paper aims to take a step back and evaluate current railway systems performance. The objectives are to compare statistical data on various passenger-related parameters of the railway system in a number of selected European countries and draw conclusions on the level of their performance when compared to the European average.Analyses of publically available statistical data, extracted from the Eurostat service at a European level will allow for a comparison of various indicators which influence the performance of the railway systems from an infrastructure and operational perspectives. The analyses will also allow identifying key performance indicators for the accurate assessment of the rail systems.The paper will highlight case studies for various parameters which are important to stakeholders of the railways, including infrastructure managers, rail operators, policy makers and the end users. This knowledge will be to the benefit of today’s railway industry as well as the rail systems of the future, as it will show trends drew upon existing data which might continue in the future. 相似文献
