1700箱集装箱船压载水系统的设计

结合我公司建造的1700箱集装箱船的情况,介绍了该船关于压载水管理系统的一种设计方法--连续换水法(BWM-F).该方法在没有对原有船体结构进行加强,没有改变原压载管布置,没有改变原压载泵的技术参数的情况下,通过对每个压载舱增加一路排舷外管达到了更换压载水的目的,满足压载水管理系统的要求.

Commercial public bus transport services in Germany: How a market in motion struggles with its regulatory framework

After decades of stagnation, the competitive market for commercial public bus transport services in Germany is beginning to move. Nevertheless, compared to the total market volume, the number of cases where competition is observable remains small. An empirical analysis of competition in the commercial services market as compared to competition in the non-commercial services market confirms that entry barriers do exist. These barriers clearly impede competitive developments in this embryonic market, which relies on the market initiatives of operators to develop. The paper identifies a key entry barrier in the institutional framework: for potential market entrants, the overall uncertainty regarding competitive procedures for commercial services is significantly higher than usual in tendering procedures. This high uncertainty poses the main disadvantage for newcomers as compared to incumbents.     

Public regulation and passengers importance in port infrastructure costs

Because ports are conceived and designed mainly to be the transfer point of various types of freight, passengers tend to be forgotten in the analysis of port costs. In this paper first we investigate the importance of passengers in port infrastructure costs by means of a multi-output cost function estimated from 20 annual observations (1986-2005) for 26 Spanish Port Authorities. Results show that, although a passenger weights on average less than one tenth of a ton, he or she represents as much as two tons of solid bulk and about three tons of containerized general cargo in terms of marginal costs. Secondly, we compare the marginal costs of different cargoes with their price caps established by law. Results suggest that some type of second best pricing is induced by present regulation.

2013年9月为了保护环境,保障人体健康,防治大气污染,由中华人民共和国环境保护部与国家质量监督检验检疫总局联合发布《轻型汽车污染物排放限值及测量方法（中国第五阶段）》为国家污染物排放标准。本文对国Ⅳ标准与国Ⅴ标准的限值,与技术路线进行对比分析。     

A new regulation for the European public transport

Authority intervention in the public transport sector has a long history and has led to a growing corps of legal texts in European countries. These texts are often divergent, if not incompatible. This was no problem until the rather recent internationalization of the sector. With this internationalization, the European Commission decided to address this issue. This chapter describes what has led to the appearance of this new Regulation and the main steps on the 10-year long road that led to the adoption of the new Regulation. The chapter also formulates some comments on the results reached.
