抓住机遇精心组织全面推进"十一五"大规模铁路建设

“十五”期间,我国铁路以实施《中长期铁路网规划》为主要标志,展开了大规模、高标准的铁路建设,在扩大路网规模、提升工程标准、控制工程质量、规范建设市场、加强建设管理等方面取得了显著成绩。“十一五”是铁路跨越式发展的关键时期,也是大规模铁路建设最关键的阶段,要以确保建设规模和工程质量为重点,以扩大路网规模、优化布局结构,强攻客运专线、实现“一流的工程质量、一流的装备水平、一流的运营管理”为主要任务,充分利用和整合资源,结合技术引进和自主创新,加快构建一流技术标准体系,有序推进续转和新上项目,确保工程质量、安全、工期、投资。2006年是“十一五”开局之年,要加快前期工作,保证新项目如期开工,深化质量管理达标、工程分包专项治理和打击内业资料弄虚作假“三项治理活动”,加强安全专项整治,攻克征地拆迁、设计供图和技术问题,确保年度计划的完成。     

Tyre-force estimation by Kalman inverse filtering: applications to off-highway mining trucks

Kalman inverse filtering is used to develop a methodology for real-time estimation of forces acting at the interface between tyre and road on large off-highway mining trucks. The system model formulated is capable of estimating the three components of tyre-force at each wheel of the truck using a practical set of measurements and inputs. Good tracking is obtained by the estimated tyre-forces when compared with those simulated by an ADAMS virtual-truck model. A sensitivity analysis determines the susceptibility of the tyre-force estimates to uncertainties in the truck’s parameters.

On finite sample performance of confidence intervals methods for willingness to pay measures

This paper systematically compares finite sample performances of methods to build confidence intervals for willingness to pay measures in a choice modeling context. It contributes to the field by also considering methods developed in other research fields. Various scenarios are evaluated under an extensive Monte Carlo study. Results show that the commonly used Delta method, producing symmetric intervals around the point estimate, often fails to account for skewness in the estimated willingness to pay distribution. Both the Fieller method and the likelihood ratio test inversion method produce more realistic confidence intervals for small samples. Some bootstrap methods also perform reasonably well, in terms of effective coverage. Finally, empirical data are used to illustrate an application of the methods considered.     

State Wetland Protection: A Matter of Context?

Models of integrated management emphasize the role of the surrounding socioeconomic and political environment in influencing management choices for natural resources. In this study, we explore a model that examines the influence of socioeconomic and political variables on the wetland management programs of U.S. states. Logistic regression was used to identify environmental, socioeconomic, and political variables that explained variation in state wetland programs. The likelihood of strong planning, nonregulatory, regulatory, and overall programs increases as the importance of fisheries in the state increases (p < 0.05), but decreases as population density increases (p < 0.15). Furthermore, there is an increasing likelihood of stronger regulatory and overall programs as environmental group activity and industry importance increases (p < 0.05). These findings provide empirical evidence to support the contention that management approaches used in one state often must be adapted to fit the realities of another given state.     

Stakeholder Collaboration and Organizational Innovation in the Planning of the Deschutes Estuary Feasibility Study

Coastal managers have sought to enhance the collaborative inputs of stakeholder groups into management activities. Nonetheless, established organizational approaches have led to primarily consultative forms of engagement and constrained citizen involvement in formative activities. In Olympia, Washington, managers overseeing the Deschutes Estuary Feasibility Study (DEFS) implemented an innovative cooperative research planning initiative that diverged from conventional consultative processes. Stakeholders, rather than government officials, identified the research priorities for the socioeconomic component of this restoration feasibility study. This design method altered the traditional roles and responsibilities of different organizational actors, and the involvement of citizen groups in these formative activities changed the relationship between governmental and nongovernmental actors. Using conceptual frameworks from organizational sociology, this study develops insights into the behavior of the organizations involved with the DEFS cooperative planning effort, demonstrating how engaging stakeholders in formative research planning activities may foster new types of collaboration among coastal management organizations.

电动汽车SOC估算方法

由于电动汽车的电池组受到温度、充放电次数及电池老化等方面因素的影响,导致现有的剩余电量预测技术很难得到精确和可靠的结果。文章简要介绍现有的电池剩余电量估计的方法：安时计量法,电压测量法,内阻法,神经网络和模糊推理的方法及卡尔曼滤波法,并对这几种方法进行了实用性分析。表明卡尔曼滤波法是目前比较有价值的研究方向,且应用前景广泛。
