铁路货运票据电子化的实施,畅通了铁路货运信息系统间数据交互,极大地提高了铁路货运服务效率与质量,在电子运单下如何开展铁路货运业务成为面临的重要问题。立足于既有铁路货运业务服务流程现状,分析研究货运业务服务流程中存在的客户办理手续复杂、作业人员结构欠佳和业务操作环节冗杂等问题。在优化原则的基础上,重点对既有受理发送业务服务流程和交付业务服务流程进行优化设计,以实现货运业务服务流程的优化效果,为铁路货运信息化和智能化发展提供决策依据。

International container design regulations and ISO standards: are they fit for purpose?

Increasing stack heights on container ships and growing volumes of high density cargo have increased the loads and stresses placed on containers, requiring an assessment of current container strength specifications. Growing adoption of terminal automation is also requiring greater standardisation in the codification and marking of containers. However, it is shown that there is widespread misunderstanding of the roles of the IMO and the ISO in regulating and promoting standards in the design, dimensions, ratings, coding, marking and strength of containers. In this paper the legal status of the IMO’s Convention for Safe Containers (CSC) and ISO standards is clarified, and a common container specification framework is developed to assess the extent to which international regulations and standards are aligned. The analysis identifies gaps and inconsistencies between regulations and standards and assesses the impact these have on operations and safety. The study highlights to policy makers anomalies arising from the recent inclusion in the CSC of direct references to ISO standards. Finally, in providing a comprehensive definition of container specifications the paper provides a knowledge base to promote theory building for applied researchers in the field of container technology and operations.

随着国家优化存量资源配置、能源结构调整、“公转铁”等政策的相继出台,以及浩吉铁路开通、唐呼铁路能力逐步释放,重载铁路运输需求分布发生变化,大秦铁路作为“西煤东运”的主要重载铁路运输通道,其需求情况也随之发生变化。在阐述大秦铁路上、下游行业发展和运输需求现状的基础上,从宏观经济、市场供需、竞争环境及铁路内部等方面分析影响大秦铁路煤炭运输需求的关键因素,结合大秦铁路煤炭运输需求关键影响因素,构建人工神经网络模型,预测大秦铁路煤炭运输需求。研究大秦铁路煤炭运输需求变化,对决策项目投入、保障货运增量具有重要意义。     

基于SWOT分析的广西铁路冷链物流发展探讨

近年来,全国日益增长的生鲜货物需求为广西铁路冷链物流提供了市场发展环境,同时也提出了更高的要求。在阐述国内外冷链物流、广西冷链物流以及广西铁路冷链物流发展现状的基础上,运用SWOT分析法,从内部、外部优势与劣势,机会和威胁角度分析广西铁路冷链物流状况,提出广西铁路冷链物流发展对策,即:加快铁路冷链物流设施设备建设,创新铁路冷链物流产品运输模式,搭建铁路冷链物流智慧平台,实现铁路冷链物流资源整合,建设铁路冷链物流人才队伍。     

The spatial productivity of transportation infrastructure

Transportation infrastructure services may cause an impact on the economy of the region in which they are located and, additionally, they are likely to have an impact on other regions. This effect has been labeled the spillover effect. In this study, the existence of direct and spillover effects of road, railway, airport and seaport infrastructure projects is tested by estimating a production function. Together with this primary objective, two common concerns in the literature are addressed: the lack of theoretical foundations for spatial econometrics models and the likely endogenous relationship between transport infrastructure and economic development. The estimated production function takes the form of a Spatial Durbin Model and is estimated using panel data from the 47 peninsular Spanish provinces by alternatively applying a Maximum Likelihood estimator and Instrumental Variables/Generalized Method of Moments estimators. According to the estimates, road transport infrastructure positively affects the output of the region in which the infrastructure is located and its neighboring provinces, while the remaining modes of transportation projects cause no significant impacts on average.     

新冠肺炎疫情下的沿海港口发展及供给侧调整方向

本文依据AIS航迹观测和实际调研情况,分析港口供给侧受新冠肺炎疫情影响、港口供给侧保障水平,发现本次疫情对我国全年港口吞吐量存在较小影响,但港口运输进入低速增长期。同时,从码头、通道、服务、政策四方面,提出了提高港口资源利用效率、促进运输结构调整、探索智慧港口发展与建设、优化审批流程等相关建议。     

Land use-transportation scenario planning: promise and reality

Land use-transportation scenario planning has become increasingly common in regional and sub-regional planning processes. The technique promises to provide citizens with opportunities to engage in constructive dialogue about the future of their communities, and to serve as a basis for assertive action to direct the course of that future. This study reviews 80 scenario planning projects from more than 50 U.S. metropolitan areas. The analysis reveals important gaps in the practice of scenario planning—particularly in the areas of public participation, methodology, and institutional structures—and recent efforts to address the shortcomings.
