In this paper, we develop an innovative and comprehensive transport evaluation criterion to better account for equity considerations in transport project evaluation. This work explores transportation benefits from the consumer’s perspective to accessibility as a key benefit generated by any transportation project. To assess the full benefits of transportation project implementation for various consumers and calculate the improvement in accessibility, it is best to use Activity-Based Models (ABM). ABMs have two important advantages for equity analysis, which have not been utilized in the literature so far: first, ability to analyze results by various groups of the population; second, these models can utilize the Activity Based Accessibility (ABA) measure to estimate the overall benefits from transport investments and policies. The ABA measure allows one person to have different accessibilities for different choice situations, depending on his/her characteristics. We suggest including social and spatial factors in social welfare assessment by introducing the concept of accessibility gains to key social activities. Specifically, it is suggested to incorporate subjective well-being consideration into a new evaluation framework “Equity Benefit Analysis” (EBA). we use an alternative measure, “Subjective Value of Accessibility gains” (SVOA), which is based on the ABM accessibility measure as well as on Subjective Well-Being (SWB) measure, as the key benefit taken into account in the evaluation process. The SVOA is not intended to replace the current practice of analyzing equity by comparing various impacts on different groups of the population, but can aid by providing policymakers with a single measure advancing both equity and efficiency considerations and facilitating comparison among alternatives. Initial case study results indicate the SVOA can show higher benefits to policies focusing on the needs of vulnerable social groups that compared traditional measures.  相似文献

Accessibility is a key metric when assessing the efficiency of an urban public transportation network. This research develops a methodology for evaluating spatial accessibility of a system with multiple transportation modes in an urban area, Shanghai Hongqiao Transportation Hub (SHTH) and its surrounding area. The method measured total traveling time as an accessibility indicator, which summed the time people spent on walking, waiting, transfer and transportation in a journey from the SHTH to destinations. Spatial accessibility was classified into five levels from very high to very low. The evaluation was conducted at a cell-by-cell basis under an overall scenario and three specific scenarios. Evaluation results were presented in a series of maps. The overall accessibility scenario shows a concentric-ring trend decreasing from the SHTH to the fringe of the study area. Areas along the metro lines generally have a much higher accessibility than those along the bus lines with some exceptions where bus routes play a more important role. Metro stations identified as either time-saving or time-consuming points are mainly distributed around the urban center. Some suggestions are proposed for improving accessibility of public transportation network in the study area. The results from this study provide a scientific basis and useful information for supporting decision-making on urban planning, and assisting dwellers to travel in a time-efficient manner. The methodology offers a simple, flexible way to the spatial evaluation, metro station identification and network modification of accessibility of public transportation systems with multiple transportation modes.  相似文献

This study investigates the role of air transport service in the attractiveness of universities to national students, examining how it might stimulate local economic development by attracting highly skilled labor. Examining the flow of Italian university students at the provincial level in 2003–2012, we find that the air transport service affects university attractiveness for long-distance students living at least 300 km from their university. Specifically, accessibility increases with the proximity of universities to airports, when low-cost carriers serve university routes and more alternative airports exist at the origin. Further, our results suggest that, over the last decade, air transport service has facilitated mobility of long-distance students from southern areas to universities in the north of Italy, where students generally move to increase their future prospects.  相似文献

This study proposes a framework to explore the concepts of exposure, vulnerability and connectivity in EU road network and to assess the potential transportation infrastructure sensitivities towards Sea-Level Rise (SLR) and storm surges. The magnitude and significance of impacts were determined and knowledge of network robustness was built up based on existing climate data and on future trends. Various spatial databases were integrated and a four-stage transport model was used to explore the likely impacts of network degradation. The pattern of the network was assessed via both node- and link-based measurements, where different road databases, namely TRANS-TOOLS and Tele Atlas/TomTom, were employed in order to analyze the impact of spatial resolution within network connectivity analyses. This general framework developed for European Union, was tested on a specific and articulated case study area; namely, the north-east coastal region of Spain. The research conducted, yielded useful methods for the analysis of network vulnerability, where impacts are more significant in regional accessibility patterns. Accessibility indicators at the regional level changed drastically, with some regions showing up to a 26% decrease. According to the results of network connectivity indicators, the changes in network topology have reduced the number of alternative routes and placed more pressure on the transport system. The implementation of this framework and quantitative assessment methodologies outlined in this paper could be employed to assist policy makers to recognize the opportunities that may arise or diminish the adverse effects.  相似文献

We show how the notions of accessibility, vulnerability, and resilience can be used to shed light on the sustainable management of a natural area that is used for ecotourism. To this end, we construct and analyze two queuing-theoretic models that approach the problem of sustainable management in different ways. In the first model, there is a capacity constraint on the number of ecotourists that are permitted to visit the natural area and the optimal rate at which an ecotourist agency manager provides service to the ecotourists is endogenously determined. In the second model, there is no capacity constraint but the manager endogenously ascertains the optimal number of ecotourists who are allowed into the natural area before he provides service to these ecotourists. The sustainability aspect of the management problem is addressed in two ways. First, the conceptualizations of accessibility, vulnerability, and resilience depend on certain long run metrics. Second, the objective functions in the two models that the manager optimizes are formulated using these long run metrics.  相似文献

The concept of accessibility has acquired numerous meanings along multiple dimensions during the century of its evolution. This essay argues for the salience of two dimensions: application-based and definition-based. In its application, accessibility has incorporated positive and normative dimensions which have varied in prominence over time. In its definition, accessibility has varied between a mode of evaluation incorporating measured mobility and proximity, on the one hand, and a predefined market basket of urbanist improvements to transportation and land use systems, on the other. Advocates of the accessibility shift should emphasize both the measured approach to accessibility and accessibility’s normative side.  相似文献

Abstract

Engineering bridges the gap between, on the one hand, that mix of philosophy and politics that we call policy and, on the other, the physical implementation of the means to put policy into practice. Starting with a brief outline of the nature of accessibility, why it is important and how in some cases a person might be disabled by a lack of accessibility, this article – based on the author's Inaugural Lecture given at University College London in February 2005 – turns to consider how a person's needs challenge their capabilities (i.e. what they can do) and considers a radical approach to understanding people's capabilities in the implementation process. Next, the formation of policy intentions in order to permit, encourage and implement the engineering of appropriate solutions is discussed and conclusions drawn about how this affects work in the transport domain. Perhaps we need to look at the world in a different way before we can make it a better place.  相似文献
