A high level objective for many international governments and local operators is that highways should be managed in a way that is sustainable in terms of a Low Carbon Energy future. Recent initiatives such as the Strategic Transport Technology Plan and the policy and legal framework promoted by the European Commissions’ Intelligent Transport System (ITS) Directive and ITS Action Plan may assist with this objective. However, many levels of complexity are inherent within the (ITS) schemes that are now part of highway management, due to the linkage of various technological components to complex systems and services. Maintaining efficient, sustainable co-operative performance is therefore a major task, with inconsistencies between product suppliers, network managers and operators. As a result, it is of considerable interest to the highway operators and high level policy makers to be able to assess the performance of individual ITS schemes and furthermore, to be able to compare performance between ITS schemes. In this paper, an illustration is provided of a methodology that can be used to assess the performance of ITS schemes according to a set of sustainability criteria. A case study is introduced which compares the performance of anticipated Active Traffic Management (ATM) schemes for what the road network operator (Highways England) perceive to be the four most congested highways in England (in terms of annual average daily traffic flows). Appropriate action can then be taken to improve the energy and sustainable management of Information Communication Technology (ICT) and transport systems for the benefit of a smarter, sustainable and efficient future.  相似文献

So-called ‘soft’ policy instruments that respond to the psychological aspects of travel are regularly acknowledged as necessary complements to ‘hard’ infrastructure investments to effectively promote sustainable travel in cities. While studies investigating subjective orientations among travellers have proliferated, open questions remain including the role of recent technological advances, the expansion of alternative mobility services, locally specific mobility cultures and residential selection. This paper presents the methods, results and policy implications of a comparative study aiming to understand mobility attitudes and behaviours in the wider metropolitan regions of Berlin and London. We specifically considered information and communication technology (ICT), new types of mobility services such as car sharing, electric cars and residential preferences. In each region, we identified six comparable segments with distinct attitudinal profiles, socio-demographic properties and behavioural patterns. Geocoding of the home address of respondents further revealed varying contextual opportunities and constraints that are likely to influence travel attitudes. We find that there is significant potential for uptake of sustainable travel practices in both metropolitan regions, if policy interventions are designed and targeted in accordance with group-specific needs and preferences and respond to local conditions of mobility culture. We identify such interventions for each segment and region and conclude that comparative assessment of attitudinal, alongside geographical, characteristics of metropolitan travellers can provide better strategic input for realistic scenario-building and ex-ante assessment of sustainable transport policy.  相似文献

Patterns of traffic activity, including changes in the volume and speed of vehicles, vary over time and across urban areas and can substantially affect vehicle emissions of air pollutants. Time-resolved activity at the street scale typically is derived using temporal allocation factors (TAFs) that allow the development of emissions inventories needed to predict concentrations of traffic-related air pollutants. This study examines the spatial and temporal variation of TAFs, and characterizes prediction errors resulting from their use. Methods are presented to estimate TAFs and their spatial and temporal variability and used to analyze total, commercial and non-commercial traffic in the Detroit, Michigan, U.S. metropolitan area. The variability of total volume estimates, quantified by the coefficient of variation (COV) representing the percentage departure from expected hourly volume, was 21%, 33%, 24% and 33% for weekdays, Saturdays, Sundays and holidays, respectively. Prediction errors mostly resulted from hour-to-hour variability on weekdays and Saturdays, and from day-to-day variability on Sundays and holidays. Spatial variability was limited across the study roads, most of which were large freeways. Commercial traffic had different temporal patterns and greater variability than non-commercial vehicle traffic, e.g., the weekday variability of hourly commercial volume was 28%. The results indicate that TAFs for a metropolitan region can provide reasonably accurate estimates of hourly vehicle volume on major roads. While vehicle volume is only one of many factors that govern on-road emission rates, air quality analyses would be strengthened by incorporating information regarding the uncertainty and variability of traffic activity.  相似文献

The analysis of the causes behind the appearance and propagation of delays is one of the major topics inside Air Transport Management research. Existing research focuses by and large on Air Traffic Flow Management regulations and reactionary delays; less attention has been devoted to the study of the mechanisms governing the generation and absorption of delays while airborne, in spite of their important economical and environmental consequences. Here we present a methodology to detect delay-generating events, based on the comparison of planned and real trajectories; these events are then used to characterise several aspects of the dynamics of the system, e.g. its resilience. We apply this methodology to a historical data set of flights crossing the European airspace during 2011, and observe an overall resilient system, able to absorb as much delays as it generates; yet resilience is not constant, but strongly depends on the phase of the flight, and shows high spatial and temporal heterogeneities. We anticipate the proposed methodology to open new doors for the development of a better systemic performance, by enabling the characterisation and understanding of this fundamental type of delay.  相似文献

Abstract

The term “mitigation”; has been used in connection with habitat losses attributable to federal water projects as early as the Rivers and Harbors Act of 1899 and the Fish and Wildlife Coordination Act of 1934. Most of the current requirements to mitigate habitat losses associated with water development projects apply to wetlands, as they are biologically productive and have been destroyed at an increasing rate during recent years by developers seeking prime land in the coastal zone. A case study of the Port of Coos Bay and the City of North Bend, Oregon, provides an actual experience of estuarine mitigation in a dredging project and an airport fill. The case was developed as part of a larger curriculum research study for seaport management. This article is primarily written as a case with a brief introduction and discussion of mitigation requirements, followed by the text of the case and ending with a series of hypotheses for further research.  相似文献

With global environmental change and the rise of global megacities, environmental and social externalities of urban systems, and especially of urban form, become increasingly prevalent. The question of optimal urban form has been debated and investigated by different disciplines in numerous contexts, including those of transport costs, land consumption and congestion. Here we elucidate theoretically how urban form and the urban transport system systematically modifies sustainability concerns, such as greenhouse gas emissions, local air pollution and congestion. We illustrate our analytical considerations with empirical analysis. Denser urban form would almost unambiguously mitigate climate change, but it would also lead to undesired effects, such as a higher proportion of urban dwellers affected by air pollution. Our study presents a ‘sustainability window’ by highlighting trade-offs between these sustainability concerns as a function of urban form. Only a combination of transportation policies, infrastructure investments and progressive public finance enables the development of cities that perform well in several sustainability dimensions. We estimate that a residential population density between 50 and 150 persons/ha and a modal share of environmental modes above at least 50% corresponds to the sustainability window of urban form. The parameters of the sustainability window of urban form is subject to policy changes and technological progress.  相似文献
