Economic Valuation of Coastal and Marine Resources: Bohol Marine Triangle,Philippines

This article provides results on the net benefits generated from the natural resources in the Bohol Marine Triangle (BMT) in the Philippines. The BMT spans over 112,000 ha and its coastal ecosystems are rich in biodiversity and provide economic opportunities to the coastal communities. With a 10% discount rate, the accumulated total net benefits for the BMT resources over a 10-year period is US$11.54 million. Tourism and the municipal fisheries are the most important direct use values of the coastal and marine resources of the BMT accounting for 44% and 39% of the total net benefits. Annual revenues attributed to ecosystems were as follows: coral reefs, US$1.26 million; beach/intertidal area, US$1.12 million; marine waters, US$646,501; mangrove, US$239,561; and seagrass, US$105,990. The large market values indicate the dependence of the local community on the BMT coastal and marine resources. In the same way, non-market values show the important life-support functions of coastal and marine ecosystems. The net benefits reflect the magnitude of potential losses due to improper management of coastal and marine resources in the BMT. This valuation highlights the importance of the coastal services to the BMT economy and draws attention to the benefits the local stakeholders derive from BMT coastal resources. Policy measures can now take into account these values to justify a sufficient investment in coastal management efforts to sustain the flow of coastal services in the interest of current and future generations.

城市公共交通用地综合开发若干问题的思考 ——以北京市为例

为推进城市用地与交通的融合发展,提高城市公共交通用地综合开发效率,促进城市公共交通用地综合开发更好地适应城市交通发展需求,采用文献检索法、专家咨询法及实地调研法等开展研究。首先,对北京市客运交通枢纽综合开发、车辆段上盖物业、轨道交通站点综合开发及公交场站用地综合开发四大类城市公共交通用地综合开发项目发展现状进行了剖析。然后,结合规划、建设及投融资等方面存在的主要问题,分析了城市公共交通用地综合开发项目推进困难的症结所在。最后,提出了相关政策建议：推出城市公共交通用地综合开发统一指导意见;优化土地出让政策,最大化利用公共交通用地;创新投融资机制,减轻政府及企业投资压力;搭建市级平台,统筹协调相关工作。

Optimal roll control of an articulated vehicle: theory and model validation

This paper investigates optimal roll control of an experimental articulated vehicle. The test vehicle and the mathematical model used to design the control strategies are presented. The vehicle model is validated against experimental data from the test vehicle in passive configuration. The initial controller design, performed by Sampson (Sampson, D.J.M. and Cebon, D., 2003a, Achievable roll stability of heavy road vehicles. Proc. Instn. Mech. Engrs, Part D, J. Automobile Engineering, 217(4), 269–287), is reviewed and adapted for the experimental vehicle. The effect of not controlling all the axles on the vehicle is investigated and a variable vehicle speed controller is designed by interpolating between constant speed controllers. Substantial reduction in normalized load transfer is achieved for a range of manoeuvres, both in steady-state and transient conditions.     

Impact of inerter nonlinearities on vehicle suspension control

This paper discusses the nonlinear properties of inerters and their impact on vehicle suspension control. The inerter was recently introduced as an ideal mechanical two-terminal element, which is a substitute for the mass element, where the applied force is proportional to the relative acceleration across the terminals. Until now, ideal inerters have been applied to vehicle, motorcycle and train suspension systems, in which significant performance improvement was achieved. However, due to the mechanical construction, some nonlinear properties of the existing mechanical models of inerters are noted. This paper investigates the inerter nonlinearities, including friction, backlash and the elastic effect, and their influence on vehicle suspension performance. A testing platform is also built to verify the nonlinear properties of the inerter model.     

ISG hybrid powertrain: a rule-based driver model incorporating look-ahead information

According to European regulations, if the amount of regenerative braking is determined by the travel of the brake pedal, more stringent standards must be applied, otherwise it may adversely affect the existing vehicle safety system. The use of engine or vehicle speed to derive regenerative braking is one way to avoid strict design standards, but this introduces discontinuity in powertrain torque when the driver releases the acceleration pedal or applies the brake pedal. This is shown to cause oscillations in the pedal input and powertrain torque when a conventional driver model is adopted. Look-ahead information, together with other predicted vehicle states, are adopted to control the vehicle speed, in particular, during deceleration, and to improve the driver model so that oscillations can be avoided. The improved driver model makes analysis and validation of the control strategy for an integrated starter generator (ISG) hybrid powertrain possible.
