BackgroundCycling for transportation has become an increasingly important component of strategies to address public health, climate change, and air quality concerns in urban centers. Within this context, planners and policy makers would benefit from an improved understanding of available interventions and their relative effectiveness for cycling promotion. We examined predictors of bicycle commuting that are relevant to planning and policy intervention, particularly those amenable to short- and medium-term action.MethodsWe estimated a travel mode choice model using data from a survey of 765 commuters who live and work within the municipality of Barcelona. We considered how the decision to commute by bicycle was associated with cycling infrastructure, bike share availability, travel demand incentives, and other environmental attributes (e.g., public transport availability). Self-reported and objective (GIS-based) measures were compared. Point elasticities and marginal effects were calculated to assess the relative explanatory power of the independent variables considered.ResultsWhile both self-reported and objective measures of access to cycling infrastructure were associated with bicycle commuting, self-reported measures had stronger associations. Bicycle commuting had positive associations with access to bike share stations but inverse associations with access to public transport stops. Point elasticities suggested that bicycle commuting has a mild negative correlation with public transport availability (−0.136), bike share availability is more important at the work location (0.077) than at home (0.034), and bicycle lane presence has a relatively small association with bicycle commuting (0.039). Marginal effects suggested that provision of an employer-based incentive not to commute by private vehicle would be associated with an 11.3% decrease in the probability of commuting by bicycle, likely reflecting the typical emphasis of such incentives on public transport.ConclusionsThe results provide evidence of modal competition between cycling and public transport, through the presence of public transport stops and the provision of public transport-oriented travel demand incentives. Education and awareness campaigns that influence perceptions of cycling infrastructure availability, travel demand incentives that encourage cycling, and policies that integrate public transport and cycling may be promising and cost-effective strategies to promote cycling in the short to medium term.  相似文献

The trans-European transport network (TEN-T) encompasses the major planned transport infrastructure in Europe, ranging from high speed rail to port infrastructure. Projects in this category are considered priority projects and receive European subsidies; but these have been insufficient to get these projects off the ground. This paper addresses two research questions. First, it sketches the basic economics of cross-boundary infrastructure projects: what pricing and investment policies can we expect, what is the role of through traffic and high fixed costs of infrastructure? Second, it examines briefly what lessons the EU could draw from the experience of other existing federal funding institutions like the US and Germany. These ideas are used to propose a new subsidy scheme for the TEN-T projects.  相似文献

With continuous demand for transportation infrastructure and chronic funding shortfalls, public-private partnerships (PPPs) for infrastructure provision have garnered attention in recent years in the U.S. and abroad. High profile concession deals in Chicago and Indiana have raised concerns about the protection of public interests in PPPs. Such concerns have ignited heated debates, partly driven by ideology and vested interests, but also by questionable decisions made previously. While public agencies at all levels are interested in identifying successful PPP arrangements, the variety and complexity of PPP deals, combined with local factors unique to each project, make the development of a universal evaluation framework practically infeasible.  相似文献

This paper revisits the real option investment problem from a ‘Knightian’ perspective of uncertainty. We examine the decision to invest in rail transit infrastructure (i.e., transport improvement) by treating population scale and the attitudes of decision-makers or social planners as sources of risk and ambiguity. An α-maxmin multiple-priors expected utility framework is developed to solve for the option value of rail transit investment under Knightian uncertainty. We find that the threshold for investment varies with the ambiguity attitudes (i.e., pessimism or optimism) of decision-makers regarding future population dynamics, and show that option value can in fact either increase or decrease with uncertainty subject to κ-ignorance and ambiguity. We also underline the effect of transport improvement on traffic congestion under various states of nature, and determine the specific population scale ranges for which investment is warranted under (1) risk and (2) Knightian uncertainty. These dynamics are illustrated in a numerical application adapted from a Chinese rail transit initiative specific to the Xiamen region.  相似文献

There is an increasing interest in technology-based solutions that can assist drivers in reducing their risk of involvement in road crashes. Previous studies showed that driving events produced by in-vehicle data recorders (IVDR) are applicable for identification of unsafe driving patterns, while combined examinations of driving events and road infrastructure characteristics are rare. This study explored the relationship between the IVDR-driving events, road characteristics and crashes, to examine a potential of the events for predicting crashes and identification of high-risk locations on the road network. The study database included 3500 segments of the interurban roads in Israel, for which the automatically produced IVDR events were matched with road infrastructure characteristics and crashes. Negative-binomial regression models were adjusted for the relationships between road characteristics and driving events, and subsequently, between events and crashes, given the exposure. Significant impacts were found, yet various event types showed different relations to the infrastructure characteristics and different effects on crashes, on various road types. Better road conditions were associated with a decrease in “braking” events and an increase in the “speed alert” events, where road layout constraints and junction proximity were associated with an opposite effect on events. “Braking” and total events showed better potential for predicting crashes on single-carriageway roads, with a positive link to crashes, where for other road types the “speed alert” events were stronger related to crashes, but with a negative link. The heterogeneity of findings indicates a need in further research of the above relationship, with a particular focus on definitions of driving events produced by the IVDR or other technologies.  相似文献

In suburban areas, combining the use of electric vehicles (EV) and transit systems in an EV Park-Charge-Ride (PCR) approach can potentially help improve transit accessibility, facilitate EV charging and adoption, and reduce the need for long-distance driving and ensuing impacts. Despite the anticipated growth of EV adoption and charging demand, PCR programs are limited. With a focus on multi-modal trips, this study proposes a generic planning process that integrates EV infrastructure development with transit systems, develops a systematic assessment approach to fostering the PCR adoption, and illustrates a case implementation in Chicago. Specifically, this study develops a Suitability Index (SI) for EV charging locations at parking spots that are suitable for both EV charging and transit connections. SI can be customized for short-term and long-term planning scenarios. SI values are derived in Chicago as an example for (1) commuter rail stations (for work trips), and (2) shopping centers near transit stops as potential opportunities for additional weekday parking and EV charging (for multi-purpose trips/MPT). Furthermore, carbon emissions and vehicle miles travelled (VMT) across various travel modes and trip scenarios (i.e., work trips and MPT) are calculated. Compared to the baseline of driving a conventional vehicle, this study found that an EV PCR commuter can reduce up to 87% of personal VMT and 52% of carbon emissions. A more active role of the public sector in the PCR program development is recommended.  相似文献

The network-level infrastructure management problem involves selecting and scheduling maintenance, repair, and rehabilitation (MR&R) activities on networks of infrastructure facilities so as to maintain the level of service provided by the network in a cost-effective manner. This problem is frequently formulated as a Markov decision problem (MDP) solved via linear programming (LP). The conditions of facilities are represented by elements of discrete condition rating sets, and transition probabilities are employed to describe deterioration processes. Epistemic and parametric uncertainties not considered within the standard MDP/LP framework are associated with the transition probabilities used in infrastructure management optimization routines. This paper contrasts the expected costs incurred when model uncertainty is ignored with those incurred when this uncertainty is explicitly considered using robust optimization. A case study involving a network-level pavement management MDP/LP problem demonstrates how explicitly considering uncertainty may limit worst-case MR&R expenditures. The methods and results can also be used to identify the costs of uncertainty in transition probability matrices used in infrastructure management systems.  相似文献

Transportation specialists, urban planners, and public health officials have been steadfast in encouraging active modes of transportation over the past decades. Conventional thinking, however, suggests that providing infrastructure for cycling and walking in the form of off-street trails is critically important. An outstanding question in the literature is how one’s travel is affected by the use of such facilities and specifically, the role of distance to the trail in using such facilities. This research describes a highly detailed analysis of use along an off-street facility in Minneapolis, Minnesota, USA. The core questions addressed in this investigation aim to understand relationships between: (1) the propensity of using the trail based on distance from the trip origin and destination, and (2) how far out of their way trail users travel for the benefit of using the trail and explanatory factors for doing so. The data used in the analysis for this research was collected as a human intercept survey along a section of an off-street facility. The analysis demonstrates that a cogent distance decay pattern exists and that the decay function varies by trip purpose. Furthermore, we find that bicyclists travel, on average, 67% longer in order to include the trail facility on their route. The paper concludes by explaining how the distance decay and shortest path versus taken path analysis can aid in the planning and analysis of new trail systems.

Kevin J. Krizek    is an Associate Professor of Planning and Design at the University of Colorado where he directs the Active Communities/Transportation Research Group. His research interests include land use-transportation policies and programs that influence household residential location decisions and travel behavior. He has published in the areas of transportation demand management, travel behavior, neighborhood accessibility, and sustainable development. He earned a Ph.D. in Urban Design and Planning and M.S.C.E. from the University of Washington in Seattle. His master’s degree in planning is from the University of North Carolina at Chapel Hill and his undergraduate degree is from Northwestern University. Ahmed El-Geneidy    is a Post-Doctoral research fellow at the Department of Civil Engineering, University of Minnesota and Humphrey Institute of Public Affairs. El-Geneidy’s research interests include transit operations, travel behavior, land use and transportation planning, and accessibility/mobility measures in urban areas. He earned B.S. and M.S. degrees from the Department of Architectural Engineering at the University of Alexandria, Egypt, and continued his academic work at Portland State University, where he received a Graduate GIS Certificate and earned a Ph.D. in Urban Studies from Nohad A.
