论我国房价收入比的不合理性及解决思路

房价过高是造成房价收入比不合理的主要原因，过高过滥的税费是房价过高的主要根源。通过剖析我国的房产税费现状，参照国外经验，提出了若干降低房价收入比的思路。     

Does a carbon tax affect the feasibility of Arctic shipping?

The Arctic route has huge potential for shipping between Europe and Northeast Asia with significant savings in transit time and distance. However, GHG emissions from shipping would harm the environment of Arctic area. Potential Market Based Measures of GHG emission reduction (such as carbon tax) are under consideration but they may affect the economic viability of Northern Sea Route (NSR) for containerships. This paper investigates the economic viability of NSR against Suez Canal Route (SCR) under 2 proposed carbon tax schemes (fixed vs. progressive). Three different fuel oil types (Heavy Fuel Oil, Light Fuel Oil, Liquified Natural Gas) are used as main bunker fuel for the calculation of economic feasibility. Our result reveals that when there is no carbon tax on NSR nor SCR, or both routes are under a carbon tax scheme, no matter fixed or progressive, NSR is more economically viable, regardless of fuel type choice. When only NSR is under a carbon tax scheme, the viability depends on specific carbon tax scheme and fuel choice, but for the majority of containership sizes, NSR has lower unit cost. The result also suggests that for a given route, a progressive scheme in preferable than a fixed one and LNG would be an appealing fuel with lower unit cost.     

Multi-criteria analysis of decision-making by international commercial banks for providing shipping loans

This research investigates the underwriting attitude of international commercial banks in lending shipping loans. By adopting the analytic hierarchical process methodology, the underwriting attitude is captured to understand how bankers would deal with shipping loans in response to the current lengthy recession. We find that bankers focus on the criteria of corporate recourse (CR) in their decision-makings. Of the CR factors, the financial strength of shipowner is the most important factor, followed by the shipowner’s business history and the bank–firm relationship. With the current underwriting attitude, the shipping sector may have limited access to shipping loans of international commercial banks due to low corporate ratings caused by the long recession and the nature of industry itself: volatility, fragmentation, capital intensity, high leverage, etc.     

青岛世园会交通预调查及客流预测方法研究

基于青岛世园会（世界园艺博览会）实践,探索一种支撑大型活动客流预测的交通预调查方法。在参观意向调查、现状调查和类比调查3大类调查结果的基础上,以客流规模预测为目标导向,建立世园会交通预调查关键指标体系,并阐述各项调查的主要内容。基于面向本地常住人口、外地一日客、外地住宿客3类客流群体的大规模意愿调查结果,在客流分类及其出行链分析的基础上,提出基于交通预调查的世园会意向客流规模预测方法。结合同类大型活动客流规模类比分析,考虑可能的鼓励政策,制定世园会客流预测技术路线。研究表明：大型活动交通预调查应以客流预测为目标制定关键调查指标体系,在此基础上开展不同群体意向客流规模预测,并通过类比同类大型活动加以修正得到最终预测结果。     

提高双语教学效果的若干思考——以《西方财税理论》双语课程为例

双语教学不仅体现了社会经济发展对高等教育的要求,也是培养高素质人才的必由之路。对本科生开设双语课程教学,不但可以丰富英语教学渠道,培养学生英语读听说能力,还可以培养学生使用英语思考专业知识,巩固提高已有专业知识的目的,这些作用和效果较好的契合了应用型本科院校人才培养的定位和要求。文中以《西方财税理论》双语课程为例,介绍了本门课程进行双语教学的优势。其次,分析了双语课程教学存在的问题。最后,提出了提高双语教学效果的政策建议。

随着高速公路通车里程的不断增加,如何提高高速公路的施工质量成为重要的研究课题。基于某公路沥青路面的施工实践,通过对路面平整度、密实度、离析率的控制,对如何铺就高质量的沥青路面做了详细的分析与探讨。实际施工情况表明,通过改进施工工艺,路面效果明显改善。     

When are subsidies to trans-European network projects justified?

The trans-European transport network (TEN-T) encompasses the major planned transport infrastructure in Europe, ranging from high speed rail to port infrastructure. Projects in this category are considered priority projects and receive European subsidies; but these have been insufficient to get these projects off the ground. This paper addresses two research questions. First, it sketches the basic economics of cross-boundary infrastructure projects: what pricing and investment policies can we expect, what is the role of through traffic and high fixed costs of infrastructure? Second, it examines briefly what lessons the EU could draw from the experience of other existing federal funding institutions like the US and Germany. These ideas are used to propose a new subsidy scheme for the TEN-T projects.
