江苏沿江港口物流与区域经济互动关系的实证研究

文章选取1990-2011年期间经济比较发达、港口物流产业发展相对成熟的江苏沿江地区港口物流和区域经济的数据,运用Granger因果检验的方法对其互动关系进行了实证研究分析.研究结果显示,该地区港口物流与区域经济之间存在单向因果关系,港口物流对区域经济发展有较大促进作用,而区域经济对港口物流的发展没有起到应有的作用

Quantifying the climate impact of emissions from land-based transport in Germany

Although climate change is a global problem, specific mitigation measures are frequently applied on regional or national scales only. This is the case in particular for measures to reduce the emissions of land-based transport, which is largely characterized by regional or national systems with independent infrastructure, organization, and regulation. The climate perturbations caused by regional transport emissions are small compared to those resulting from global emissions. Consequently, they can be smaller than the detection limits in global three-dimensional chemistry-climate model simulations, hampering the evaluation of the climate benefit of mitigation strategies. Hence, we developed a new approach to solve this problem. The approach is based on a combination of a detailed three-dimensional global chemistry-climate model system, aerosol-climate response functions, and a zero-dimensional climate response model. For demonstration purposes, the approach was applied to results from a transport and emission modeling suite, which was designed to quantify the present-day and possible future transport activities in Germany and the resulting emissions. The results show that, in a baseline scenario, German transport emissions result in an increase in global mean surface temperature of the order of 0.01 K during the 21st century. This effect is dominated by the CO₂ emissions, in contrast to the impact of global transport emissions, where non-CO₂ species make a larger relative contribution to transport-induced climate change than in the case of German emissions. Our new approach is ready for operational use to evaluate the climate benefit of mitigation strategies to reduce the impact of transport emissions.

“十五”期间,在铁路跨越式发展的形势下,全国地方铁路工作取得突出成绩,在地方铁路建设和满足铁路运输需求方面发挥了重要作用。按照铁路“十一五”发展规划的总体思路,地方铁路将加强行业管理力度,结合铁道部与各省、市、自治区签订的铁路建设纪要和地方铁路建设的需求,配合铁路干线的规划搞好地方铁路的规划和建设,促进区域经济的发展。2006年,地方铁路将转变发展观念,创新发展模式,提高发展质量,建立更适应地方铁路的建设模式和运营模式。     

Sailing into a dilemma: An economic and legal analysis of an EU trading scheme for maritime emissions

On the basis of a joint economic and legal analysis, we evaluate the effects of a “regional” (European) emission trading scheme aiming at reducing emissions of international shipping. The focus lies on the question which share of emissions from maritime transport activities to and from the EU can and should be included in such a system. Our findings suggest that the attempt to implement an EU maritime ETS runs into a dilemma. It is not possible to design a system that achieves emission reductions in a cost efficient manner and is compatible with international law.     

Relationship between logistics infrastructure and trade: Evidence from Spanish regional exports

Geographical factors and transport infrastructure are two of the key determinants that influence international competitiveness. In this sense, the quality of such infrastructure and how widespread it is, the distribution and capacity of logistics facilities in a country, as well as the number of private operators and their degree of specialisation, all play an increasingly important role in the design of business strategies aimed at increasing a country’s share of the international market. Until recently, however, availability and access to logistics services have been considered secondary factors when defining business competitiveness. This paper estimates an augmented gravity model of trade that specifically includes logistics and transport infrastructure indicators as explanatory variables. The model is estimated by using bilateral exports from 19 Spanish regions to 64 destinations (45 countries and 19 Spanish regions) with data for the period 2003–2007. The findings show that logistics is indeed important for the analysis of trade flows in goods and they highlight the importance of logistics measures at the regional level. In particular, the number, size and quality of logistics facilities positively influence export flows.

Real time assimilation of HF radar currents into a coastal ocean model

A real time assimilation and forecasting system for coastal currents is presented. The purpose of the system is to deliver current analyses and forecasts on based on assimilation of high-frequency radar surface current measurements. The local Vessel Traffic Service monitoring the ship traffic to two oil terminals on the coast of Norway received the analyses and forecasts in real time.A new assimilation method based on optimal interpolation is presented where spatial covariances derived from an ocean model are used instead of simplified mathematical formulations. An array of high frequency radar antennae provides the current measurements. A suite of nested ocean models comprises the model system. The observing system is found to yield good analyses and short range forecasts that are significantly improved compared to a model twin without assimilation. The system is fast, analysis and 6-h forecasts are ready at the Vessel Traffic Service 45 min after acquisition of radar measurements.
