纯电动游览船锂电池组的控制策略

为提高纯电动游览船的续航能力,对其动力锂电池组的控制策略进行研究。针对桂林地区的新型纯电动游览船,设计一种基于锂电池组的供电系统拓扑结构,采用基于锂电池的荷电状态(SOC)、电压和电流多参数约束算法估计锂电池组的动态峰值功率;同时,结合船舶运行工况研发锂电池组控制策略,开发相应的控制系统,并进行实船测试。测试结果表明,该电池组控制策略能满足船舶在不同运行工况下对功率分配的需求,保证船舶稳定运行,并能有效地控制电池组的功率输出,充分利用电池组的剩余电量,提高船舶的续航能力。     

WT0条件下的农业保护问题

对农业加以适当保护一直是一种国际惯例，即使是美国、澳大利亚这样的农业生产和出口的大国也不曾放松对农业的保护。现在，中国加入了WTO，它作为一个农业大国更有必要对农业进行保护。本文分别从农业弱质性、中国国情和中国的人世3个方面阐述了中国进行农业保护的必要性；根据我国在农业谈判中的承诺，分析了入世对中国农业保护政策的影响；提出了一些农业保护的可行的对策，包括：大胆利用WTO的“绿箱”政策，充分利用WTO的“黄箱”政策，加快健全完善农业技术标准制度以便形成科学合理的技术保护屏障，建立良好的农业政策扶持环境，建立农产品缓冲储备体系，建立农业保险制度，增强农业抵抗风险能力，优化农业保护结构。     

Innovation strategy in new transportation systems: The case of Crossrail

This article examines how innovation can be strategically incorporated into transportation systems. Large transportation systems generally have a poor record in systematically integrating innovation in their development, construction and operation. Our research setting is Crossrail, a major new railway traversing London, where the creation and implementation of an innovation strategy formalized and systemized its approach to innovation. Based on in-depth, semi-structured interviews with project leaders and participant observation, the paper critically analyses the formulation, implementation and performance of Crossrail’s innovation strategy. Crossrail’s management explicitly uses an ‘open innovation’ strategy that incentivizes partners, contractors, and clients to innovate in the project. Its strategy guides decisions and priorities on innovation and the types and levels of innovation that best match project aims. The paper holds lessons for those developing, operating and studying large transportation systems both now and into the future.

Strategic beliefs of port authorities

Over the last decade, insights from the strategic management discipline have increasingly been applied to ports. A review of literature shows that in the analysis of port authority strategy, mainly outside-in approaches are applied. This paper adds to the emerging understanding of the port authority’s strategy by applying a cognitive perspective. Specifically, the strategic cognition of firms’ executives is one of the explanatory variables behind firms’ strategic decisions. Furthermore, cognitions are influenced by the organisational contexts in which port authority executives have worked. As a result, managerial “mental maps’ may vary across industry contexts and over time. This research investigates the strategic cognition of a global set of port authority executives through a survey-based instrument. The results show that, to a large extent, PAs resemble “regular” for-profit companies, but that they possess some specific beliefs that distinguish them from “regular” companies.
