Without questioning the fact that to achieve efficiency emitters should pay for the true costs of their actions (a core principle of economic policies such as pollution taxes), we find sufficient evidence in the literature to demonstrate that many other policy instruments can be used in combination with taxes and permits to ensure that the transport needs of the present generation can be met without compromising the ability of future generations to meet any needs of their own.The policies and policy aspects considered in this paper broadly fall into three categories: physical policies, soft policies, and knowledge policies. All three aim to bring about changes in consumers’ and firms’ behaviour, but in different ways. The first category includes policies with a physical infrastructure element: public transport, land use, walking and cycling, road construction, and freight transport. We also consider the particular challenges for mobility in developing countries, and how these may be addressed. Soft policies, on the other hand, are non-tangible aiming to bring about behavioural change by informing actors about the consequences of their transport choices, and potentially persuading them to change their behaviour. These measures include car sharing and car pooling, teleworking and teleshopping, eco-driving, as well as general information and advertising campaigns. Finally, knowledge policies emphasise the important role of investment in research and development for a sustainable model of mobility for the future.The main findings can be summarised as follows.

Physical policies

An increase in the use of public transport, combined with a decrease in the use of private cars, can reduce traffic congestion and, more importantly, carbon dioxide (CO2) emissions, as public transport generally causes lower CO2 emissions per passenger kilometre than private cars. Public transport fares are subsidised in most places, which can be justified by economies of scale and by the fact that public transport can reduce total road transport externalities. London, Singapore, Portland and Curitiba are all examples of good practice at government level, having achieved reliable, frequent and integrated public transport.Policies to increase public transport use must be part of an integrated policy. Integrated policy refers to integration across different modes of transport, different government objectives (such as the economy, health and the environment), considering the needs of different social groups, and coordinating action between the relevant government institutions. There is evidence that a lack of coordination can jeopardise the achievement of policy objectives.A sustainable model for transport policy also requires integration with land-use policies. These may be somewhat limited within the bounds of existing cities, but as cities grow and new cities are built, urban planners must put more emphasis on land use for sustainable transport in order to reduce congestion and CO2 emissions. Sustainable land-use policy can direct urban development towards a form that allows public transport as well as walking and cycling to be at the core of urban mobility.Walking and cycling, which improve general health and produce no tailpipe emissions, constitute an excellent alternative to motorised transport on short-distance trips within towns and cities. The policies which can incentivise walking and cycling include crime reduction to make streets safer, well-maintained and clean pavements, attractive street furniture, safe crossings with shorter waiting times, dedicated cycle paths, showers in offices, and lower speed limits, to name but a few.Road construction and expansion used to be seen as one of the most promising ways to reduce traffic congestion. However, in the mid-1990s, the issue was reassessed and it was found that building and expanding roads, increased, rather than decreased, congestion, and ultimately induced higher levels of travel demand. The reason for this is that the extra capacity reduces the general cost of travelling and the less expensive the travel, the more it will be demanded. Regarding freight modal shift, road transport is much more polluting than rail per tonne-km of goods transported and therefore a shift towards greater use of rail in freight transport is desirable. Inadequate infrastructure is the main obstacle preventing this modal shift taking place.Developing countries face great mobility challenges: rural areas are often extremely poorly connected to transport infrastructure, such that, in contrast to the situation in developed countries, the benefits of road construction can strongly outweigh the total costs (including environmental ones). The main challenge, however, is to develop a solution to the problems arising from the combination of urbanisation and motorisation. Integration of transport and land-use policy will be key to rising to this challenge.

Soft policies

Car sharing and car clubs can also potentially reduce CO2 emissions, although the aggregate reduction in congestion and emissions has not been measured with an adequate degree of precision in the literature. Teleworking and teleshopping can potentially reduce congestion and also CO2 emissions. However, the evidence for this reduction is rather mixed, as it is unclear whether these measures lead to overall reductions in road transport.Eco-driving campaigns aim to inform and educate drivers in order to induce them to drive in a fuel-efficient and thus environmentally friendly way. There seems to be some consensus in the literature that eco-driving could lead to reductions in CO2 emissions of around 10 per cent.Information and education policies have often been advocated as instruments which may affect behavioural change. We find in this paper that these types of measures are necessary, but not sufficient for behavioural change. Advertising and marketing may go a long way in changing peoples’ behaviour. In California, for example, Kahn (2007) finds the “Prius” effect: the Toyota Prius is preferred by consumers relative to other similarly green vehicles, probably due to extensive marketing and celebrity endorsements. Family life changes are also found to trigger changes in behaviour ( [Goodwin, 1989] and [106]). People whose lives are being changed by some important development (birth of a child, retirement, etc) tend to respond more to changes in the relative attractiveness of different transport modes. Advertising campaigns promoting a modal shift towards public transport, for instance, may thus be more successful if targeted at people in the process of important life transitions.

Knowledge policies

Research and Development is crucial for developing sustainable and low-carbon transport for the future, and it is essential that governments provide incentives to undertake R&D, so that new low-carbon technologies in the transport sector can be demonstrated and applied at a large scale.Finally, we consider the issue of policy combination and integration. There is evidence that the combination and integration of policies can lead to positive side-effects and synergies. Policy integration is crucial in order to rise to the challenges we face in moving towards a sustainable mobility model. We conclude that classical economic policies may be successfully combined with a number of policy measures discussed in this paper in order to achieve sustainability in transport.  相似文献

This research provides new evidence about the relationship between travel behavior, workplace diversification, and environmental impact in the United Kingdom using data from the National Travel Survey for the period between 2002 and 2017. The path analysis approach based on SEM handles both direct and indirect effects and allows for a comprehensive study of travel behavior, trade-off effects, and work and non-work trips. The results suggest that workplace diversification is often reflected by longer average distances for work trips, which are often associated with more remote residential locations. Findings also show that for some categories, such as teleworkers and home-based workers, trade-off effects are observed between work and non-work trips, which increase CO2 emission levels.  相似文献

Current modal share in Indian cities is in favor of non-motorized transport (NMT) and public transport (PT), however historical trends shows decline in its use. Existing NMT and PT infrastructure in Indian cities is of poor quality resulting in increasing risk from road traffic crashes to these users. It is therefore likely that the current NMT and PT users will shift to personal motorized vehicles (PMV) as and when they can afford it. Share of NMT and PT users can be retained and possibly increased if safe and convenient facilities for them are created. This shall also have impact on reducing environment impacts of transport system.We have studied travel behavior of three medium size cities – Udaipur, Rajkot and Vishakhapatnam. Later the impact of improving built environment and infrastructure on travel mode shares, fuel consumption, emission levels and traffic safety in Rajkot and Vishakhapatnam are analyzed. For the purpose three scenarios are developed – improving only NMT infrastructure, improving only bus infrastructure and improving both NMT and bus infrastructure.The study shows the strong role of NMT infrastructure in both cities despite geographical dissimilarities. The scenario analysis shows maximum reduction in CO2 emissions is achieved when both PT and NMT infrastructure are improved. Improvement in safety indicator is highest in this scenario. Improving only PT infrastructure may have marginal effect on overall reduction of CO2 emissions and adverse effects on traffic safety. NMT infrastructure is crucial for maintaining the travel mode shares in favor of PT and NMT in future.  相似文献

This paper evaluates the impacts on energy consumption and carbon dioxide (CO2) emissions from the introduction of electric vehicles into a smart grid, as a case study. The AVL Cruise software was used to simulate two vehicles, one electric and the other engine-powered, both operating under the New European Driving Cycle (NEDC), in order to calculate carbon dioxide (CO2) emissions, fuel consumption and energy efficiency. Available carbon dioxide data from electric power generation in Brazil were used for comparison with the simulated results. In addition, scenarios of gradual introduction of electric vehicles in a taxi fleet operating with a smart grid system in Sete Lagoas city, MG, Brazil, were made to evaluate their impacts. The results demonstrate that CO2 emissions from the electric vehicle fleet can be from 10 to 26 times lower than that of the engine-powered vehicle fleet. In addition, the scenarios indicate that even with high factors of CO2 emissions from energy generation, significant reductions of annual emissions are obtained with the introduction of electric vehicles in the fleet.  相似文献

The existing literature on urban transportation planning in China focuses primarily on large cities and neglects small cities. This paper aims to fill part of the knowledge gap by examining travel mode choice in Changting, a small city that has been experiencing fast spatial expansion and growing transportation problems. Using survey data collected from 1470 respondents on weekdays and weekends, the study investigates the relationship between mode choice and individuals’ socio-economic characteristics, trip characteristics, attitudes, and home and workplace built environments. While more than 35 percent of survey respondents are car owners, walk, bicycle, e-bike, and motorcycle still account for over 85 percent of trips made during peak hours. E-bike and motorcycle are the dominant means of travel on weekdays, but many people shift to walking and cycling on weekends, making non-motorized and semi-motorized travel especially important for non-commuting trips. Results of multinomial logistic regression show that: (1) job-housing balance might exert different effects on mode choice in different types of urban areas; (2) negative attitude towards e-bike and motorcycle is associated with more walking and cycling; and (3) land use diversity of workplace is related to commuting mode choice on weekdays, while land use diversities of both residential and activity places do not significantly affect mode choice on weekends. Our findings imply that planning and design for small cities needs to differentiate land use and transportation strategies in various types of areas, and to launch outreach programs to shift people’s mode choice from motorized travel to walking and cycling.  相似文献

Individual aspirations of associating with role models are routinely harnessed by marketers, who for instance, use celebrity endorsement in selling brands and products. It appears there has been no research to date, however, on the potential for celebrity activism, or role model advocacy beyond celebrities, such as from politicians, to form effective interventions for encouraging sustainable transport behavior. This is despite studies suggesting that celebrity endorsement is a potential gateway for transforming public opinion on carbon intensive transport modes. The present paper consequently offers a critical review of the literature on role model advocacy and celebrity activism, and how these concepts have been harnessed to address environmental issues, in order to conceptually assess the potential for extending these intervention techniques to the context of sustainable transport. The scope of the paper includes the potential that high profile politicians/celebrities might play as role models in exercising referent power to influence social norms surrounding sustainable transport, given that the success of social marketing interventions are closely tied to the need for changes in the policy landscape. Key dimensions of role model endorsement in transport are identified and applied to a series of examples of how celebrity and political role models have influenced transport cultures. In addition to offering an original application of a theoretical framework to a new context, in order to help address the increasingly important societal issue of transport’s growing contribution to climate change, the paper discusses the challenges associated with the neoliberal framing of this approach.  相似文献

This research evaluated the potential for wireless dynamic charging (charging while moving) to address range and recharge issues of modern electric vehicles by considering travel to regional destinations in California. A 200-mile electric vehicle with a real range of 160 miles plus 40 miles reserve was assumed to be used by consumers in concert with static and dynamic charging as a strict substitute for gasoline vehicle travel. Different combinations of wireless charging power (20–120 kW) and vehicle range (100–300 miles) were evaluated. One of the results highlighted in the research indicated that travel between popular destinations could be accomplished with a 200-mile EV and a 40 kW dynamic wireless charging system at a cost of about $2.5 billion. System cost for a 200-mile EV could be reduced to less than $1 billion if wireless vehicle charging power levels were increased to 100 kW or greater. For vehicles consuming 138 kWh of dynamic energy per year on a 40 kW dynamic system, the capital cost of $2.5 billion plus yearly energy costs could be recouped over a 20-year period at an average cost to each vehicle owner of $512 per year at a volume of 300,000 vehicles or $168 per year at a volume of 1,000,000 vehicles. Cost comparisons of dynamic charging, increased battery capacity, and gasoline refueling were presented. Dynamic charging, coupled with strategic wayside static charging, was shown to be more cost effective to the consumer over a 10-year period than gasoline refueling at $2.50 or $4.00 per gallon. Notably, even at very low battery prices of $100 per kWh, the research showed that dynamic charging can be a more cost effective approach to extending range than increasing battery capacity.  相似文献

实现海洋经济可持续发展是解决当前人类所面临的资源匮乏、空间紧张、环境恶化等问题的一条有效途径。本文通过构建可持续发展的评价指标体系,运用主成分分析法对我国沿海地区11个省市的可持续发展能力进行定量评价和分析,量度了沿海地区海洋经济可持续发展的总体能力和水平。该研究可以对沿海地区实施海洋开发战略,获取最优的经济和社会效益提供依据。  相似文献
