科学筹措资金强化财会管理提高经营效益为实现铁路跨越式发展做出更大贡献--在全国铁路财会工作会议上的报告(摘要)

“十五”以来,全路财会工作在提高运输经营效益、保证铁路建设生产发展资金、深化财务管理体制改革、规范资金管理和加强财会信息化建设等方面取得了良好的成绩。进入“十一五”,面临新形势,提出铁路财务工作的总体思路,其目标是在资金筹措、运输经营效益、运输财务体制改革、加强财会管理和提高财会人员素质方面有新的突破。2006年铁路财会工作的重点是科学筹集确保资金供给、挖潜提效确保年度经营目标、大力推进全面预算管理、实现基本建设财务有序可控、深化各项改革、完善铁路国有资产管理监督体系、推进财会信息化建设、规范财会工作、提高财会队伍素质,努力开创“十一五”工作新局面。     

综合评价在公路项目前期工作中的应用

目前在公路建设项目前期工作中，经济评价结论决定了项目的可行性。随着高速公路建设步伐的加快，由于项目造价高而交通量预测值低且车辆收费标准增长缓慢，经济评价特别是财务评价效果越来越差，部分项目经济评价无法通过。综合评价是在经济评价的基础上。综合项目在经济、政治、国防、社会效益等多领域因素的分析，得到项目的综合评价结论，为项目的可行性提供依据。     

应用电子技术专业"2+1工学结合"模式的研究和实践

本文通过对应用电子技术专业的研究、探索和实践,总结出“2＋1工学结合”的高职教育模式。此模式对三年制的高等职业教育分为二个教学阶段。第一个阶段是学生在校进行必要的理论学习和专业技能训练,第二个阶段是到企业进行一年的顶岗实习。有“三个观念”要改变：一是教师的传统教学思想和教学方法要改变;二是传统的培养目标和教学计划要改变;三是学生理想的就业观念要改变。     

Managing bottleneck congestion with tradable credits

We demonstrate the efficiency and effectiveness of a tradable credit system in managing the morning commute congestion with identical and nonidentical commuters. The credit system consists of a time-varying credit charged at the bottleneck and an initial credit distribution to the commuters, where the credits are universal in terms of time. Credits are tradable between the commuters and the credit price is determined by a competitive market. Under the assumption that late-arrival is not allowed, we prove that an optimal credit charging scheme, which completely eliminates the bottleneck queue, always exists despite how commuters vary in their value-of-time (VOT). The optimal charge rate is strictly increasing and convex with time, which therefore drives the commuters to depart in the increasing order of their VOT. The optimal credit charging scheme is pareto-improving, but may cause undesirable welfare distribution among the commuters. Our study shows that a combination of an initial credit distribution and an optimal credit charging scheme can simultaneously achieve system optimum and certain forms of equality (e.g., “numerical” or “proportional” equality), and that the commuters in the middle VOT bracket will receive the most credits under the proportionally equitable credit distribution.     

Work and home location: Possible role of social networks

This research explores to what extent people’s work locations are similar to that of those who live around them. Using the Longitudinal Employer-Household Dynamics data set and the 2000 decennial census, we investigate the home and work locations of different census block residents in the Twin Cities (Minneapolis-St. Paul) metropolitan area. Our aim is to investigate if people who share a residence neighborhood also share work locations to a degree beyond what would be explained by distanhe observed patterns is the role neighborhood level and work place social networks play in locating jobs and residences respectively.

以6063铝合金为基础,通过修改硬化指数构造了一组新的材料.建立了无铆钉接头力学性能有限元模型,对不同材料的接头抵抗轴向载荷的力学性能进行了数值模拟,并引入加工硬化影响因子β来表征不同材料加工硬化特性对无铆钉接头抵抗轴向载荷力学性能的影响程度.试验结果表明,加工硬化特性能加强无铆钉铆接接头力学性能,且对接头失效模式有一...     

基于混合遗传算法的船台装配优化研究

为了在船台装配作业中最小化船台周期、降低作业成本、均衡资源负荷,分析了船台装配作业的特点并对其进行了建模,设计了一种适于解决本优化问题的混合遗传算法,开发了对应的软件。将最小化船台周期的优化目标体现在解码的过程中,保证了解码的唯一性;同时将降低成本的优化目标体现在评价和选择的过程中。经本方法得出的船台装配日程计划为实际生产提供了很好的指导。最后,通过一个算例,验证了本方法的可行性和有效性。
