The European aviation industry is undergoing a process of liberalisation. One of the important lessons of American deregulation was that the industry is not perfectly contestable. One implication of this is that actual competition on a route is important in order to be able to secure the benefits of deregulation or liberalisation. Another is that effective competition policy is important in order to prevent anti-competitive mergers or predatory behaviour. This paper reviews the merger investigations in European aviation which have accompanied the search by carriers to secure the benefits of market power, and considers the extent of route competition within the European Community and its relationship to the different route licensing policies of different national governments. The paper considers the extent of present competition on the busiest routes, and stresses the importance of cabotage rights in opening up the European market to effective competition. 相似文献

The paper explores patterns of flows within India’s Air Traffic System through the lens of carriers’ networks and route structures between 2006 and 2014. Through observations of frequency distributions and their distinct patterns an analytic framework is derived heuristically by means of classification and aggregation. The well-known skewed traffic distribution which spatially concentrates traffic around relatively few airports serves as the starting point for decomposing the air traffic system (ATS) into its constituent route types. Airline operations along distinct route classes allows for classifying individual carrier’s network features as an embedded part of the system. Discussion of their role includes a spatial component. Estimates of global aviation fuel burn and emissions are currently nearly 10 years out of date. Here, the development of the Aircraft Performance Model Implementation (APMI) software which is used to update global commercial aviation fuel burn and emissions estimates is described. The results from APMI are compared with published estimates obtained using the US Federal Aviation Administration’s System for Assessing Aviation’s Global Emissions (SAGE) for the year 2006. The number of global departures modelled with the APMI software is 8% lower compared with SAGE and reflects the difference between their commercial air traffic statistics data sources. The mission fuel burn, CO2 and H2O estimates from APMI are approximately 20% lower than those predicted by SAGE for 2006 while the estimate for the total global aircraft SOx emissions is approximately 40% lower. The estimates for the emissions of CO, HC and NOx are 10%, 140% and 30% higher than those predicted by SAGE respectively. The reasons for these differences are discussed in detail. 相似文献
