Transportation demand continues to grow at an even faster rate than the economies of Chinese cities, placing increasing pressure on a limited road network. In certain cities of the more highly developed coastal plains, the bicycle assumed a dominant role in urban transport in the 1980s, a position maintained in the 1990s. In Shanghai, the bicycle continues to play a dominant role, although policies favour a switch to public transport. In the present paper, cyclist attitudes toward public transport policies were probed with a pilot questionnaire at two important central destinations. An important example of current policies with regard to bicycles involves the creation of separate networks for motorized and non-motorized modes. A pilot scheme for eventual application over a very large area was recently introduced in the central area. We report on the traffic volumes by mode and street before and after its implementation in 1999. Both bicycle and car volumes diminished in the central area, although the decrease was greater for bicycles. On the other hand, interviewed cyclists expressed resistance to various incentives to use public transport. The question raised here is whether the planned increase in public transport share of total intracity travel can be achieved without disincentives to use the bicycle.  相似文献

European urban areas are marred by the problems of congestion and environmental degradation due to the prevailing levels of car use. Strong arguments have thus been put forward in support of a policy based on marginal cost pricing (European Commission 1996). Such policy measures – which would force private consumers to pay for a public service that was previously provided "for free" – are, however, notoriously unpopular with the general public and hence also with their elected representatives – the politicians. There is thus an obvious tension between economic theory, which suggests that marginal cost pricing is the welfare maximising solution to urban transport problems, and practical experience, which suggests that such pricing measures are unwanted by the affected population and hence hard to implement through democratic processes. The AFFORD Project for the European Commission has aimed to investigate this paradox and its possible solutions, through a combination of economic analysis, predictive modelling, attitudinal surveys, and an assessment of fiscal and financial measures within a number of case study cities in Europe. In this paper the methodology and results obtained for the Edinburgh case study are reported in detail. The study analyses alternative road pricing instruments and compares their performance against the theoretical first best situation. It discusses the effect of coverage, location, charging mechanism and interaction with other instruments. The paper shows that limited coverage in one mode may lead to a deviation from the user pays principle in other modes, that location is as important as charge levels and that assumptions about the use of revenues are critical in determining the effect on equity and acceptability. Finally the results show that a relatively simple smart card system can come close to providing the economic first best solution, but that this result should be viewed in the context of the model assumptions.  相似文献

Inspired by the optimisation design method for restoration of worn wheel profiles, an inverse design method based on optimal rail grinding profiles is presented in this paper. To improve grinding quality, vehicle dynamic performance is chosen as the main criteria and rolling radii difference function is selected as the key factor (also main target function) determining dynamic performance. Grinding material to be removed is chosen as the auxiliary target aimed at extending rail service life. Besides that, wheel–rail contact distribution is also taken into consideration as an auxiliary target preventing stress concentration and fatigue growth. By introducing certain presuppositions, all the design targets will form an inverse design problem. This problem can be solved using hybrid discrete numerical methods. Considering different grinding requirements, two examples of grinding profile design for straight and curved track will be discussed. Results show that the presented method is efficient and effective. Practical implementation has been carried out at several grinding sites in China.  相似文献

For an electric vehicle with independently driven axles, an integrated braking control strategy was proposed to coordinate the regenerative braking and the hydraulic braking. The integrated strategy includes three modes, namely the hybrid composite mode, the parallel composite mode and the pure hydraulic mode. For the hybrid composite mode and the parallel composite mode, the coefficients of distributing the braking force between the hydraulic braking and the two motors' regenerative braking were optimised offline, and the response surfaces related to the driving state parameters were established. Meanwhile, the six-sigma method was applied to deal with the uncertainty problems for reliability. Additionally, the pure hydraulic mode is activated to ensure the braking safety and stability when the predictive failure of the response surfaces occurs. Experimental results under given braking conditions showed that the braking requirements could be well met with high braking stability and energy regeneration rate, and the reliability of the braking strategy was guaranteed on general braking conditions.  相似文献

Heavy vehicles influence general traffic in many different ways compared with passenger vehicles, and this may result in different levels of traffic instability. Increases in the number and proportion of heavy vehicles in the traffic stream will therefore result in different traffic flow conditions. This research initially outlines the different car‐following behaviour of drivers in congested heterogeneous traffic conditions indicating the necessity for developing a car‐following model, which includes these differences. A psychophysical car‐following model, similar in form to Weideman's car‐following model, was developed. Due to the complexity of the developed model, the calibration of the model was undertaken using a particle swarm optimisation algorithm with the data recorded under congested traffic conditions. This was then incorporated into a traffic microsimulation model. The results showed that the car‐following perceptual thresholds and thus action points of drivers differ based on their vehicle and the lead vehicle types. The inclusion of the heavy vehicles in the model showed significant impacts on the traffic dynamic and interactions amongst different vehicles. Copyright © 2016 John Wiley & Sons, Ltd.  相似文献

Installation of floating wind turbines at the offshore site is a challenging task. A significant part of the time efficiency and costs are related to the installation methods which are sensitive to weather conditions. This study investigates a large floating dock concept, which can be used to shield a floating wind turbine during installation of tower, nacelle, and rotor onto a spar foundation. In this paper, the concept is described in detail, and a design optimisation is carried out using simple design constraints. Hydrodynamic analysis and dynamic response analysis of the coupled system of the optimum dock and spar are conducted. Two spars of different sizes are considered, and the motion responses of the spars with and without the dock in irregular waves are compared. Through analysis of the motion spectra and response statistics, dynamic characteristics of the coupled system is revealed. The present design of the dock reduces the platform-pitch responses of the spars and potentially facilitates blade mating, but may deteriorate the heave velocity of the spars in swell conditions. Finally, future design aspects of the floating dock are discussed.  相似文献

A new procedure for generating optimal transport strategies has been applied in nine European cities. A public sector objective function which reflects concerns over efficiency, environmental impact, finance and sustainability is specified and a set of policy measures with acceptable ranges on each, identified. Optimal strategies based on combinations of these policy measures which generate the optimal value of the objective function, are identified, and compared between cities. Resulting policy recommendations are presented. The results demonstrate the importance of an integrated approach to transport strategy formulation. They emphasise the role of changes in public transport service levels and of fares, and of charges for car use. By contrast, new infrastructure projects are less frequently justified. In the majority of cities the revenues from car use charges are sufficient to finance other elements in the strategy. However, private sector involvement either in initial financing or in operation may be desirable. Revised objective functions to reflect private sector involvement are specified, and optimal strategies with private sector operation of public transport are also identified. The requirement to meet private sector rates of return for public transport operation typically results in lower frequencies and higher fares; charges for car use then need to be raised to satisfy public policy objectives, but system performance is reduced. Due to economical and/or geographical constraints, most of the time overseas containers cannot be directly shipped to their destinations. These containers visit transhipment ports where they are first unloaded and temporarily stored and then loaded onto smaller vessels (feeders) to be transported to their final destinations. The assignment of these containers to outbound vessels necessitates several factors to be taken into account simultaneously. In this paper, we develop a mathematical model to reflect multiple objectives with priorities and to assign these containers to different vessels at the transit container port terminal. Although we solve a single-objective (with the weighted sum of objectives) mathematical model to optimality, we also propose two heuristic approaches to solve this complex problem for a transit agency. The first heuristic is shipment based and has four variants differing in how the opportunity costs of the assignments are calculated. The second greedy heuristic is trip based, where the goal is to maximise the capacity utilisation of the vessels. The heuristics return very promising solutions in ignorable computational times. We also provide real-life cases and present our conclusions.  相似文献

The precise guidance and control of taxiing aircraft based on four-dimensional trajectories (4DTs) has been recognised as a promising means to ensure safe and efficient airport ground movement in the context of ever growing air traffic demand. In this paper, a systematic approach for online speed profile generation is proposed. The aim is to generate fuel-efficient speed profiles respecting the timing constraints imposed by routing and scheduling, which ensures conflict-free movement of aircraft in the planning stage. The problem is first formulated as a nonlinear optimisation model, which uses a more flexible edge-based speed profile definition. A decomposed solution approach (following the framework of matheuristic) is then proposed to generate feasible speed profiles in real time. The decomposed solution approach reduces the nonlinear optimisation model into three tractable constituent problems. The control point arrival time allocation problem is solved using linear programming. The control point speed allocation problem is solved using particle swarm optimisation. And the complete speed profile between control points is determined using enumeration. Finally, improved speed profiles are generated through further optimisation upon the feasible speed profiles. The effectiveness and advantages of the proposed approach are validated using datasets of real-world airports.  相似文献

This paper deals with the robust design of a passive vehicle suspension system. A robust design methodology based on a multi-objective evolutionary algorithm (MOEA) is used to handle the trade-off between the considered conflicting performance requirements under uncertainty and feasibility constraints. A constrained multi-objective optimisation problem is formulated and the notion of Pareto-optimality is used to increase the quality of the candidate design solutions obtained at each generation by the MOEA. To save computation time, a simplified physical model (quarter car) is considered and the optimisation is performed in the frequency domain, using relevant transmissibilities of the system. The robustness is directly investigated by means of analytical robustness indexes. Time-consuming a posteriori methods, like designs of experiments or Monte Carlo analysis, are therefore avoided. A set of non-dominated solutions is obtained. Thus the designer not only selects a special design, in accordance with the wanted vehicle configuration, but also includes the robustness of each performance requirement in his final decision.  相似文献
