Building Philippine Local Government Capacity for Coastal Resource Management

The responsibility for managing coral reefs and other coastal resources was largely devolved to coastal municipalities and cities in the Philippines in 1991 with the passage of the Local Government Code. Devolution of powers and responsibilities to local government has paved the way for mainstreaming coastal resource management at the local level. However, the capacity to carry out this mandate has only recently begun to mature as municipalities and cities gain an increased awareness of the importance of coastal resources to communities and economic development. Approaches and strategies to increase local government capacity for coastal resource management are described based on the experiences of the Coastal Resource Management Project of the United States Agency for International Development. Qualitative and quantitative data are used to illustrate the possible impact of these capacity building efforts and to describe the current capacity of local government to undertake coastal resource management. After five years of project implementation, coastal municipalities have increased technical capacity, have allotted financial resources, and have achieved key performance benchmarks in the delivery of coastal resource management as a basic service.

Roll Dynamics of Commercial Vehicles

An analytical model is developed here for studying the roll dynamics of commercial vehicles. Large displacements and rotations are accounted for in this nonlinear model so that it can be used for the study of roll dynamics well beyond the limits of wheel lift-off. The model is used to illustrate some of the dynamic phenomena in vehicle rollover, especially the interactive coupling between the roll and the vertical modes of motion. The influence of suspension backlash on rollover resistance is demonstrated, and the phenomenon of roll motion resonance is illustrated to suggest new means for evaluating vehicle rollover sensitivity.     

西堠门大桥环氧沥青桥面铺装施工工艺及质量控制

西堠门大桥为主跨1650 m的分离式双钢箱梁悬索桥.钢桥面板采用环氧沥青铺装,结合环氧沥青混合料的材料特点及铺装施工的要求,从原材料及其配合比、生产与运输以及摊铺施工等方面论述了铺装的施工工艺;针对工程具备的铺装长度长和桥面风大的不利因素以及防杂物、防水工作等重点难点工程,制定了针对性质量控制措施.经抽查检验,铺装效果良好.     

Fuel economy comparison of conventional drive trains series and parallel hybrid electric step vans

A hybrid electric vehicle (HEV) is a vehicle that combines a conventional propulsion system with an on-board rechargeable energy storage system to achieve better fuel economy than a conventional vehicle HEVs do not have limited ranges like battery electric vehicles, which use batteries charged by an external source. The different propulsion power systems may have common subsystems or components. The objective of this study is to compare the fuel economies of a conventional step van, a series hybrid electric step van (HESV), and a parallel HESV by calculating the fuel consumption using the ADVISOR software by NREL. We also showed the results of the vehicles in different driving cycles including the Central Business District bus cycles, the New York City Cycle, and the US EPA City and Highway cycles.     

Reliability-based sensitivity analysis of vehicle components with non-normal distribution parameters

Techniques from the perturbation method, fourth moment method, reliability-based design theory, and sensitivity analysis approach are employed to present a practical and efficient method for testing the reliability sensitivity of vehicle components with non-normal distribution parameters. With the condition that the first four moments of original random variables are known, the reliability sensitivity theory and cases are researched using the presented numerical method. The variation regularities of reliability sensitivity are obtained and the effects of design parameters on reliability of the vehicle components are studied. The sophisticated formulation provided in this paper is easily amenable to computational procedures. The respective program can be used to obtain the reliability sensitivity of vehicle components with non-normal distribution parameters accurately and quickly. The results obtained are perfect and the solutions compared very well with those from Monte Carlo simulation. The method presents a theoretic basis for the reliability design of the vehicle components.
