This paper explains the theory in support of total cost analysis (TCA) to compare transportation system alternatives. The full costs of each alternative are first aggregated, including travel time costs and monetizable environmental and social costs. Many costs which are considered on the benefits side of the equation in benefit-cost analysis (BCA) as "cost savings" are brought over to the costs side. Total cost differences among alternatives are then traded off against their estimated non-monetized benefits or impacts, just as a consumer trades off product quality against cost before deciding which product he or she will buy. One advantage of TCA over traditional BCA is that the concept of "total cost" is more easily understood by the public and by political decision-makers than BCA concepts such as "net present worth", "benefit-cost ratio" and "internal rate of return". A second advantage is that there is no suggestion that all "benefits" have been considered; decision-makers are free to use their own value judgements to trade off total cost against non-monetizable social, environmental and economic impacts, just as they trade off quality and convenience against cost when purchasing goods and services in their roles as consumers. The TCA approach is demonstrated in this paper through a case study of two systemwide alternatives for the Baltimore, MD urban area.  相似文献

A 3D tyre brush model, which aims to predict the longitudinal tyre characteristic under steady-state conditions by modelling the occurring physical effects in the tyre–road contact patch, is presented. The model includes an analytical method to describe the tyre footprint geometry, the pressure distribution, the slip due to the lateral tyre contour, the slip due to braking or traction and the longitudinal as well as the lateral shear stresses on a flattened tyre. The presented development tool offers a method to investigate different rubber friction data (caused by different tread compounds and/or surface textures) and to analyse its influence on longitudinal tyre characteristics. The tyre design is fixed (same casing, dimension and pattern). The results include the shear stresses as well as the different sliding velocities in the contact patch for different slip conditions. The model was developed for a standard summer pattern design and a standard tyre dimension (205/55R16). It can also be adapted to other tread designs and tyre dimensions. To offer a good comparability between model results and test bench measurements, the surface curvature of an internal test rig is considered.  相似文献

Studies of the connections between transportation and subjective well-being (SWB) require a clear understanding of the conceptual composition of travel-related SWB as well as psychometric instruments to measure these complex topics. Well-established psychological scales for measuring general SWB—including both hedonic (affective and cognitive) and eudaimonic aspects—are difficult to adapt or have yet to be tested in the travel domain. Existing measures of travel liking and travel satisfaction are somewhat inadequate for these purposes, especially for representing eudaimonia. Using a questionnaire survey of 680 commuters in the Portland, Oregon, region, exploratory and confirmatory factor analyses examined responses to a total of 42 items. Results suggested four-factor measurement models of both travel affect (Enjoyment, Attentiveness, Distress, and Fear) and travel eudaimonia (Health, Competence, Autonomy, and Security). Despite some limitations and opportunities for enhancements, these models show promise as ways of measuring affective and eudaimonic SWB in the travel domain for future studies and travel surveys.

The need to measure and evaluate transit system performance has led to the development of numerous performance indicators. However, depending upon the indicator, we oftentimes reach different conclusions regarding transit system performance. The research reported in this paper uses factor analytic methods to generate a set of underlying attributes (factors) that capture the performance of public transit systems in Indiana. Similar to what is reported in the literature, this study finds three attributes that best describe transit system performance: efficiency, effectiveness, and overall performance. Based upon systemsÕ factor scores, the study finds that systems scoring highly on one attribute generally perform well on the remaining attributes. Further, there is an inverse relationship between system performance and subsidies, a finding that supports performance based subsidy allocations.  相似文献

Current evidence on the transferability of disaggregate travel demand models is inconclusive. Adding to this body of research, the present analysis focuses upon the temporal characteristics of work trip behavior in the San Francisco Bay Area. Using before and after data sets associated with the BART Impact Travel Study, multinomial logit models of work trip modal choice are estimated. The results indicate that the general form and the coefficient estimates of a pre BART model are transferable in time. Moreover, when updated to reflect BART's presence, the model's predictive success and its implied elasticity measures are generally accurate, relative to those implied by reestimating the entire model on post BART data. Finally, as economic theory would predict, elasticity measures of the service related variables were found to increase over time.  相似文献

Those designing surveys and producing data have always been concerned about its quality. The increasing stringency of the financial constraints which affect public authorities and the increased scope of involvement in the regulation of urban travel has led us to pay even greater attention to the quality of data. This issue is frequently covered in the literature on survey methods. However, comparisons between different survey methods are more rarely conducted. The decision to conduct such an analysis is partly the result of the development of telephone use to the detriment of other survey modes in many countries and also the development of Computer-Aided Telephone Interviewing (CATI) which facilitates the running and monitoring of the survey.This paper examines several aspects of this question in order to compare the performance of telephone and face-to-face interviews. The first aspect is the representativeness of the sample, and therefore relates mainly to the issue of nonresponses and the choice of a sample base. The second concerns the accuracy of the information and involves the choice of a survey area and the recording of all trips, including short-distance travel. Finally, the quality of data is obviously determined by the quality of the responses given by those interviewed.The answers we give frequently depend on the objective of the surveys, which leads us to put forward a table which summarizes the performance of telephone and face-to-face interviews on the basis of the main objective of the survey. Broadly, the telephone seems to be the favoured tool for surveys in the area of transport planning and surveys which aim to provide data for forecasting models, mostly on the grounds of cost. However, face-to-face techniques are often preferred for surveys which aim to discover and analyze the factors which explain individual travel behaviour.  相似文献

ABSTRACT

The aim of traffic management is to ensure a high quality of service for a maximum number of users by decreasing congestion and increasing safety. Uncertainty of travel times decreases the quality of service and leads end users to modify their plans regardless of the average travel time. Indicators describing travel time reliability are being developed and should be used in the future both for the optimization and for the assessment of active traffic management operations. This article discusses the efficiency of certain reliability indicators in an ex-post assessment of a traffic management strategy. Ex-post assessment is based on an observational before–after study. As some factors other than the studied management strategy may intervene between the two periods, and as most reliability indicators require knowledge of the full travel time distribution and not only its average, a methodology is developed for the identification of the impact of these exogenous factors on the whole distribution. Many reliability indicators are split into different parts allowing the identification of the part due to the management strategy impact. The methodology is tested numerically on a managed lane operation consisting of Hard Shoulder Running (HSR) at rush hour on a section of a French motorway. The variation of some reliability indicators appears misleading, whereas the splitting of the indicators increases our understanding of the strategy and highlights its impact. The paper gives the reliability assessment of the HSR field test and discusses different reliability indicators to identify their potential performances and shortcomings.  相似文献
