Challenges to implementing motorways of the sea concept—lessons from the past

Establishing a European wide high-quality shipping links and integrating them with the trans-European Transport networks has been the vision of the European Commission (EC) to reduce land transport congestion under the Motorways of the Sea (MoS) concept. However, in spite of strong political backing and favourable policy initiatives, MoS projects have met with limited success. Establishing MoS is complex because of its international scope and involvement of a number of public and private stakeholders with conflicting objectives and goals. The paper attempts to identify critical factors for establishing viable MoS projects. The paper reviews the development of the MoS concept to understand the expectations of the EC and the concerns of the important stakeholders. The present status of these policy actions is reviewed and their possible effect on the performance of MoS projects is estimated. Case studies of short sea shipping initiatives in different parts of Europe and the world are reviewed to learn from their successes and failures. This knowledge is applied to find critical factors for the success of MoS projects in the European context.     

Mumbai lunch box delivery system: A transferable benchmark in urban logistics?

This paper presents findings of a freight transport study carried out for Mumbai city (India). Based on the case study of lunch box delivery system organized by the Mumbai dabbawalas, demonstrated that an informal sector was capable of developing an urban logistics system that was precise, reliable and affordable to the middle class society in Mumbai. These facts suggest an approach based on adapting logistics solutions harmoniously to the urban landscape, public policy, infrastructure and skill sets of the company’s employees in order to be attractive to the end customer, offering a good match between supply and demand i.e., consumer and producer satisfaction. At the same time logistics solutions should evolve continuously in order to be attractive to the core customer base and should be customer driven. These basic management principles can be applied in the management of other urban logistics companies in the world over.     

Hardware and software for collecting microscopic trajectory data on naturalistic driving behavior

This article presents a method to collect naturalistic microscopic longitudinal vehicle trajectory data with a modest budget. The drivers studied are not aware that they are participating in an experiment; hence one can collect naturalistic driving behavior. This article presents the hardware and software developed, and we include a detailed example of a particular case study that was conducted with data collected from the system. The case study examines drivers' willingness to accept very short headways, and casts that behavior in light of their subsequent lane-changing decisions. The data show a statistically defensible connection between these behaviors. These phenomena are not new, but highlight the importance of the data quality and of observing naturalistic driving behavior, and this article demonstrates a method to calibrate specific parameters related to the behavior.
