This study seeks to identify factors that promote innovation in shipping companies. The study is based on an empirical investigation of 63 companies headquartered in Norway. The results imply that organizational and interorganizational variables are important to innovation. Three aspects of innovation are focused on: (1) service/product innovations, (2) market innovations, and (3) production method innovations. The explanatory variables that are applied in this study capture between 13-51% of the variability of the measures of innovation. The results indicate that an explicit strategy that promotes innovation is very important for the actual level of innovation within shipping companies. In management literature, it is often assumed that organic organizational features like decentralized decision-making promote innovation. The opposite features are assumed to restrain innovation. However, the results do not support these basic assumptions. For example, it seems to be important that managers make precise decisions in order to promote innovation. 相似文献

Initially the driver's role as a link in the driver-vehicle-road-traffic control-chain is discussed in a historical perspective. The gradual changes and the advantages and problems arising from these changes are discussed from behavioural point of view.Then the driver tasks are analyzed. A separation is made between trip planning, navigation, road following, traffic interaction, rule compliance, other than traffic tasks, car handling and speed choice. The relations between and the weights of these subtasks are discussed. Externalities are uncompensated influences that are not expressed in a market but that affect the production possibilities or the welfare level of third parties. An example is the noise pollution in airport areas. Although air transport is an important source of economic growth and employment in many countries, the social and environmental problems connected with this sector are rising rapidly. Consequently, airports are becoming a matter of concern to many politicians. On what kind of values should they base their decisions as to further growth or consolidation of the current situation? Navigating in confined waters with a pilot aboard requires that the pilot’s intention and plan is understood by all present on the bridge. The present study investigates the effect of having a detailed route plan and monitoring it in the context of pilotage. The aim was to see how the presence of a shared pilot passage plan in the Electronic Chart Display and Information System (ECDIS) affects the identification and recovery from navigational errors made by a pilot. Twenty participants, 10 with a shared route plan and 10 without, participated as navigators in a simulator scenario involving pilotage in the Oslofjord. Participants were bachelor students in nautical science. The navigation scenarios involved the intentional error by the pilot just before a predefined way point. Three measurements of relevance to navigational safety were recorded: (1) the time it took the participant to express concern, (2) the time it took the participant to correct the error (‘time to recovery’), and (3) the number of groundings. The study revealed that time to express concern and time to recovery were significantly much shorter for the group with a shared pilot passage plan presented in ECDIS than for the group without such a plan. Providing a bridge team with a shared pilot passage plan in ECDIS during pilotage might improve the ability to identify and correct navigational errors. 相似文献

This article discusses the impact of the Norwegian government's administrative reform on the management of the Norwegian aquaculture industry and coastal areas. The 2010 reform of government administration strengthened the County Councils’ role in issues of aquaculture at the expense of the regional offices of the Directorate of Fisheries. The aim of the reform was to increase self-governance through decentralization. However, international trends in coastal zone and marine resource management are moving in the opposite direction, aiming at more integrated and ecosystem-based approaches involving the management of larger, rather than smaller, geographic regions. This article examines the possible effects of this reform in light of the move from government to governance, and in the context of a broad policy shift toward a more integrated, ecosystem-based management (EBM) of the coastal zone. Based on insights from multi-level and coastal zone governance debates, we argue that an unintended consequence of the Norwegian administrative reform could be increased fragmentation of the aquaculture governance system, as well as a reduced capacity to implement EBM-related measures. At the same time, the reform might improve coastal zone planning, although a further step toward integrated coastal zone management (ICZM) would require a greater delegation of authority to the County Councils. 相似文献

The continued growth and evolution of the offshore wind industry, and the emergence of other novel marine uses such as wave and tidal generators, have upped the ante for spatial planners, as well as consenting and approval authorities in various coastal states. These stakeholders rely on processes such as navigational risk assessments (NRAs) to balance safety and efficiency requirements and to make optimal decisions over use of space. Given the increasingly complex and crowded seascape, however, there are some apprehensions about potential shortcomings in these NRA processes. There is also some concern that these inadequacies may lead to unsafe or inefficient marine spatial use. To understand how NRA processes can be improved further, a literature review is conducted, followed by a survey of respondents who are involved in the planning, consenting and/or approval of offshore wind farms across seven different countries. A summary of the NRA processes in these seven countries is presented, and several shortcomings are identified. Based on the findings of the survey, a list of recommendations is presented to enhance existing NRA processes—and to improve the coexistence of shipping and offshore wind farms (OWFs). 相似文献

From 2012 on, all CO2 emissions from flights departing from or arriving at airports within the European Union have to be offset. We analyze the economic and ecological impacts that are caused by an inclusion of the aviation industry into the proposed emissions trading scheme (ETS). Building on the now fixed system design we employ a simulation model to estimate the impacts of the scheme. Our results indicate that financial impacts are highly dependant on external settings, such as allowance prices and demand growth. We show that the financial burden on the aviation industry will be rather modest in the first years after the introduction of the system and therefore induce only low competition distortions. Likewise, emission reductions within air transportation will be comparably low. While aviation will induce a decline of emissions in other sectors, significant absolute reductions within air transportation can only be reached by a more restrictive system design. 相似文献
