This paper aims to gain more insight into the implications of information provision to drivers on the performance of road transport networks with recurrent congestion. For this purpose, a simulation program consisting of three components has been written. The first component is the traffic simulation model, the second component is the information provision mechanism, and the third component monitors the behavioural decision-making process of the drivers, which is modelled using a utility-based satisficing principle. Three types of information provision mechanisms will be considered: information based upon own-experience, after-trip information and real-time en route information. The findings in this paper, obtained in a hypothetical context, underline the important relationship betweenoverreaction, thelevel of market penetration and thequality of the information. High quality information allows a high level of market penetration, while low quality information, even when provided at low levels of market penetration, induces overreaction. Furthermore, real-time en route information is in particular beneficial during the process leading to a steady state; it reduces the variance in travel time considerably. Container terminals are essential intermodal interfaces in the global transportation network. Efficient container handling at terminals is important in reducing transportation costs and keeping shipping schedules. In this paper, we study the storage space allocation problem in the storage yards of terminals. This problem is related to all the resources in terminal operations, including quay cranes, yard cranes, storage space, and internal trucks. We solve the problem using a rolling-horizon approach. For each planning horizon, the problem is decomposed into two levels and each level is formulated as a mathematical programming model. At the first level, the total number of containers to be placed in each storage block in each time period of the planning horizon is set to balance two types of workloads among blocks. The second level determines the number of containers associated with each vessel that constitutes the total number of containers in each block in each period, in order to minimize the total distance to transport the containers between their storage blocks and the vessel berthing locations. Numerical runs show that with short computation time the method significantly reduces the workload imbalance in the yard, avoiding possible bottlenecks in terminal operations. 相似文献

A rapidly growing body of empirical evidence has linked improved ecological performance of social–ecological systems (SES) with better compliance with rules governing human activities. Researchers have proposed several key factors that motivate an individual to comply with resource use rules, including deterrence, social pressures, moral inclinations, and perceived legitimacy of rules and responsible authorities. Much of the research on compliance proposes causal mechanisms at the individual human level, but few studies test causal paths with empirical data particularly at the site level. This study tested a proposed pathway for explaining overall compliance rates and ecological performance in SES using data from structured surveys of community members, key informant interviews, policy documents, and coral reef surveys at marine protected areas (MPAs) and their associated human communities in the wider Caribbean. Findings indicate that compliance and other active MPA management interventions positively affect ecological performance, and site-level contextual factors (level of community development and being part of a political network) positively influence significant predictors of overall compliance rates, which include active MPA management and enforced punishments. 相似文献

Coastal barrier systems around the world are experiencing higher rates of flooding and shoreline erosion. Property owners on barriers have made significant financial investments in physical protections that shield their nearby properties from these hazards, constituting a type of adaptation to shoreline change. Factors that contribute to adaptation on Plum Island, a developed beach and dune system on the North Shore of Massachusetts, are investigated here. Plum Island experiences patterns of shoreline change that may be representative of many inlet-associated beaches, encompassing an equivocal and dynamically shifting mix of erosion and accretion. In the face of episodic floods and fleeting erosive events, and driven by a combination of strong northeast storms and cycles of erosion and accretion, the value of the average Plum Island residence increases by 34% for properties on the oceanfront where protection comprises a publicly constructed soft structure. Even in the face of state policies that ostensibly discourage physical protection as a means of adaptation, coastal communities face significant political and financial pressures to maintain existing protective structures or to allow contiguous groups of property owners to build new ones through collective action. These factors mitigate against adapting to shoreline change by retreating from the coast, thereby potentially increasing the adverse effects of coastal hazards. 相似文献

This paper analyzes a model of early morning traffic congestion, that is a special case of the model considered in Newell (1988). A fixed number of identical vehicles travel along a single-lane road of constant width from a common origin to a common destination, with LWR flow congestion and Greenshields’ Relation. Vehicles have a common work start time, late arrivals are not permitted, and trip cost is linear in travel time and time early. The paper explores traffic dynamics for the social optimum, in which total trip cost is minimized, and for the user optimum, in which no vehicle’s trip cost can be reduced by altering its departure time. Closed-form solutions for the social optimum and quasi-analytic solutions for the user optimum are presented, along with numerical examples, and it is shown that this model includes the bottleneck model (with no late arrivals) as a limit case where the length of the road shrinks to zero. 相似文献

The objective of this research is to identify the factors differentiating between single heavy vehicle collisions at intersections and midblocks by using a binary logit model. Our results show that single vehicle crashes involving heavy vehicle at intersections are more likely to occur on main roads and highways, whereas crashes at midblocks are more likely to occur on divided two‐way roads, roads with special facilities or features (e.g. bridge) and roads with a higher percentage of heavy vehicle traffic. Intersection crashes are also more likely to involve vehicles that are turning left or right, resulting in angle crashes and vehicle overturn, whereas midblock crashes are more likely to involve vehicles on higher posted speed roads. Abstract Over the past few years an unusually intense struggle over the future of the Lake Michigan fishery has occurred in the coastal communities of Racine and Kenosha. This struggle has engaged participants on the local, state, and national levels in the debate over the fishery as it is potentially impacted by the presence of environmental toxins, the rising cost of fish stocking and management, and conflicting user group demands. We describe three cases where urban sports anglers, with the assistance of university based social scientists, participated in state and city public policy decisions. After discussing this research and its policy implications, we propose a general public participation paradigm termed the Reciprocal Development Model. 相似文献
