This paper discusses the European Maritime Safety Agency (EMSA). Through a chronological reconstruction, the study looks at the events that lead to the official birth of the Agency in 2003 and how it developed to its current state. The conceptual framework draws from cognitive policy analysis, a French political science perspective related to new institutionalisms. This approach emphasizes the role of the actors' own representations of their sector and the ways they fit within the socioeconomic system as a whole. This highlights the evolution of the stakeholders' positions and influence throughout the development process. Findings suggest that although considerable discrepancies between European representatives and those of the shipping industry were present in the context leading to EMSA's creation, the Agency has now established a working consensus confirming a greater implication of European authorities in the regulation of international shipping. The work also suggests that a greater attention to plays of power among stakeholders and how they translate in their representations could be pertinent to strengthen research in shipping policy.  相似文献

The general trend in ecosystem modelling is to improve the spatial resolution by shifting from rough box-models to fine 3D models. Despite the continuous speeding-up of computing, 3D models involving numerous state variables may remain intractable, especially for parameter calibration, when processes with long half-life periods (i.e, from years to decades) are introduced, such as the behaviour of organic matter in sediment and population dynamics of benthic species. In these cases, a first approach can be provided by fast-running box-models, if they take into account the most crucial hydrodynamic properties of the system. In a macrotidal shelf sea such as the English Channel, the long-term horizontal transport can be summarized by the tidal residual circulation, and the vertical stratification can be sketched by a two- or three-layered integral model.This paper compares the results obtained in the English Channel area by the same biogeochemical equations of pelagic primary production, coupled to 1) a two-layered box-model 2) a three-layered box-model (i.e., with an intermediate cline layer between surface and bottom ones) and 3) a fine-gridded 3D model. Comparison is focused firstly on thermal stratification and summer dinoflagellate blooms in the north-western Channel and secondly on the haline stratification and the sequence of blooms obtained in the eutrophicated Seine river plume. Comparison shows that box-models act as low-pass filters which reproduce correctly the weekly mean time-course, but greatly reduce the variance locally observed in a tide-oscillating plume region. As far as global characteristics are concerned, such as the annual primary production, or the percentage of variation in annual production after reducing the nutrient loadings, the box and 3D models gave very similar results. This conclusion reinforces the usefulness of using box-models as a first approach in long-term processes, for which a long transient phase is expected before reaching the annual periodic solution.  相似文献

Seasonal SeaWiFS chlorophyll a concentrations cycles and annual changes of altimeter Sea Level Anomaly are derived for the subtropical North Atlantic near  35°N and along a Gulf Stream axis. Spatial structure of SeaWiFS, is defined in terms of deviations from a local seasonal cycle and examined in relation to altimeter eddy structure. In the subtropical region near 35°N, SeaWiFS structure is evident during the spring bloom period with a scale of  430 km, or about twice the eddy scale. A Gulf Stream axis has been selected as a region where the Sea Level Anomaly variance is a maximum. Eddy propagation speeds and scales are examined. Cold-core (cyclonic) rings correspond to areas of high SeaWiFS chlorophyll a. Warm-core (anticyclonic) rings relate to areas of low chlorophyll concentration. Both SeaWiFS structure and eddy structure have a spatial scale of  450 km or twice the ring scale along the Gulf Stream axis. SeaWiFS chlorophyll anomalies and Altimeter Sea Level Anomaly structure have an overall negative correlation coefficient of r = − 0.34. Swirl currents between eddies redistribute surface chlorophyll concentrations and can spatially bias maximum and minimum concentration levels off eddy centre.  相似文献

This article aims at verifying the capabilities of a Reynolds-Averaged Navier-Stokes Equations (RANSE) solver (ISIS-CFD, developed at the Fluid Mechanics Laboratory of Ecole Centrale de Nantes [LMF]) to accurately compute the flow around an oar blade and to deduce the forces on it and other quantities such as efficiency. This solver is structurally capable of computing the flow around any blade shape for any movement in six degrees of freedom, both when the blade pierces the free surface of the water and when it does not. To attempt a first validation, a computation was performed for a simplified case chosen among those for which experimental results are available at LMF. If results prove satisfactory for a simplified blade shape and for a movement that respects the main characteristics of blade kinematics, then the solver could be used for real oars and more realistic kinematics. First, the experimental setup is considered, and the objectives, methodologies, and procedures are elucidated. The choice of the test case for numerical validation is explained, i.e., a plane rectangular blade with a constant immersion and a specified movement deduced from analogy with tests on propellers. Next, the numerical framework is presented and the Navier-Stokes solver and methods for handling multifluid flows and moving bodies are described. Lastly, numerical results are compared with experimental data, highlighting an encouraging agreement and proving the relevance and the complementarity of both approaches.  相似文献

Pedestrian crossing detection based on evidential fusion of video-sensors   总被引:1,自引:0,他引:1  
This paper introduces an online pedestrian crossing detection system that uses pre-existing traffic-oriented video-sensors which, at regular intervals, provide coarse spatial measurements on areas along a crosswalk. Pedestrian crossing detection is based on the recognition of occupancy patterns induced by pedestrians when they move on the crosswalk. In order to improve the ability of non-dedicated sensors to detect pedestrians, we introduce an evidential-based data fusion process that exploits redundant information coming from one or two sensors: intra-sensor fusion uses spatiotemporal characteristics of the measurements and inter-sensor fusion uses redundancy between the two sensors. As part of the EU funded TRACKSS project on cooperative advanced sensors for road traffic applications, real data have been collected on an urban intersection equipped with two cameras. The results obtained show that the data fusion process enhances the quality of occupancy patterns obtained and leads to high detection rates of pedestrian crossings with multi-purpose sensors in operational conditions, especially when a secondary sensor is available.  相似文献
