This paper explains the theory in support of total cost analysis (TCA) to compare transportation system alternatives. The full costs of each alternative are first aggregated, including travel time costs and monetizable environmental and social costs. Many costs which are considered on the benefits side of the equation in benefit-cost analysis (BCA) as "cost savings" are brought over to the costs side. Total cost differences among alternatives are then traded off against their estimated non-monetized benefits or impacts, just as a consumer trades off product quality against cost before deciding which product he or she will buy. One advantage of TCA over traditional BCA is that the concept of "total cost" is more easily understood by the public and by political decision-makers than BCA concepts such as "net present worth", "benefit-cost ratio" and "internal rate of return". A second advantage is that there is no suggestion that all "benefits" have been considered; decision-makers are free to use their own value judgements to trade off total cost against non-monetizable social, environmental and economic impacts, just as they trade off quality and convenience against cost when purchasing goods and services in their roles as consumers. Abstract This article analyzes support for and opposition to state land‐use planning in Oregon, using voting records from the 1976 referendum to repeal Oregon's regulatory legislation and survey data. Support for controlled growth legislation is found to be a product of both individual‐level characteristics and characteristics of the larger community where one resides. The most influential contextual variables are the county's economy and the class composition of the city. The authors conclude that coastal zone managers must exercise caution when interpreting individual survey data which indicate support for various environmental concerns. Contextual differences must be taken into consideration because sources of support for coastal zone management may vary among individuals, depending on the nature of the communities in which they live. 相似文献

Marine systems models are becoming increasingly complex and sophisticated, but far too little attention has been paid to model errors and the extent to which model outputs actually relate to ecosystem processes. Here we describe the application of summary error statistics to a complex 3D model (POLCOMS-ERSEM) run for the period 1988–1989 in the southern North Sea utilising information from the North Sea Project, which collected a wealth of observational data. We demonstrate that to understand model data misfit and the mechanisms creating errors, we need to use a hierarchy of techniques, including simple correlations, model bias, model efficiency, binary discriminator analysis and the distribution of model errors to assess model errors spatially and temporally. We also demonstrate that a linear cost function is an inappropriate measure of misfit. This analysis indicates that the model has some skill for all variables analysed. A summary plot of model performance indicates that model performance deteriorates as we move through the ecosystem from the physics, to the nutrients and plankton. 相似文献

Abstract During the past century, traditional ownership, control, and use of coral reef habitats in the U.S.‐affiliated islands in the Pacific have declined, exposing them to increased construction for plantation, transportation, military, urban, aquaculture, fisheries, mineral, and resort development. Dredging, filling, and other construction in coral reef and related ecosystems are expected to continue at high levels. Collectively, these activities have resulted in major adverse ecological impacts, many of which can be avoided or reduced to minor levels. Improvements in the design, siting, and construction of coastal projects can be accomplished by early integration of environmental objectives. Ecological baseline surveys; environmental impact assessments; regulatory conditions; guidelines and standards during construction; monitoring of construction; post‐construction evaluation; and long‐range research, planning, and management are among the most useful of the environmental tools to describe reefs and to identify measures to reduce or avoid adverse impacts on coral reefs. 相似文献
