Many states in the US have enacted quick clearance laws requiring drivers of vehicles involved in minor incidents to move their vehicles from travel lanes prior to the arrival of first responders. Since little is known about the effectiveness of these laws, this research sought to find the benefit–cost ratio of advertising quick clearance legislation to improve driver compliance, and compare it with benefit–cost ratios of other incident management strategies, particularly traffic cameras, freeway service patrols, and traffic sensors. The analysis used traffic simulation that applied application programming interfaces to produce random spatial and temporal occurrence of incidents, including incident start times, durations, and locations, based on normal distributions developed from field data, to test before and after the law scenarios. The results provide decision makers with support for prioritizing funding between these incident management strategies and indicated that investments in the advertisement of this law was beneficial. Recently, management of parking rates has been proposed as an effective policy option to ameliorate the adverse impacts of excessive commuter automobile use in urban areas. Parking price strategies have the potential for significantly altering travel behavior in favor of high occupancy vehicles, as well as reducing congestion, energy consumption and pollution. Unfortunately, however, a paucity of empirical evidence exists regarding the impacts of parking pricing policies on travel patterns. The recent attempt aimed at eliminating federal employee parking subsidies provided a unique opportunity to take a careful look at the impacts of commuter parking price increases.In November 1979, federal employees at many government facilities in Washington, DC, and other major cities began to pay one-half of nearby commercial parking rates for government-controlled parking spaces. This paper presents the impacts of the parking price increases on commuting behavior at a sample of 15 worksites in metropolitan Washington, DC, and discusses their short term planning and policy implications. A before and after with control group survey design monitored the effects on modal shifts, automobile occupancy, and parking behavior. The results showed that removing free parking and raising parking rates (from $10 to $32 per month) influenced some significant shifts to higher-occupancy modes, but that the shifts were not uniform in direction or magnitude across the sites. In addition, the study examined how locational, travel, and employee factors influenced the modal shifts.  相似文献

For understanding individual and household travel behavior, the concept of the life cycle holds promise. The history of this concept is presented, and the theoretical and methodological issues surrounding its use are examined.In travel research, the life-cycle concept tends to be adopted uncritically. Utilizing the 1977 Nationwide Personal Transportation Study, an analysis of travel behavior is presented in an attempt to address some of these inadequacies. A set of five houshold types and their life-cycle stages are identified: the typical (nuclear) family, the single parent family, the childless married couple, the single person household, and households of unrelated individuals, The average daily trip frequencies of households at each life cycle stage are reported.Comparison of trip-making by life-cycle stage for the five household types points to the presence of a life-cycle effect in travel, but the effect appears to consist of two separate components: household structure (the relationships among household members) and the age of household members. Also discussed, but not examined in this study, are other factors potentially contributing to the observed life-cycle patterns.It is concluded that further efforts to deal with the complexities of the life-cycle concept in travel research will be worthwhile. These efforts will provide a framework for viewing travel behavior over the human life span and this will be especially useful in assessing the impact of demographic change for transportation system planning.  相似文献

The New York State Department of Transportation was required to certify as to the economy and efficiency of transit operators participating in the State's public transportation operating assistance program. This paper describes the efforts undertaken to meet this mandate.Discussed are past efforts to link performance measures to funding programs; reasons for modifying measures which had been used in previous efforts; and some of the problems and issues raised by the use of such criteria. The paper identifies 15 performance measures being used by New York State in its evaluations, the actual ranges encountered in the transit operations being funded through the state program, and tentative acceptable and desirable levels of those measures which the Transportation Department is using in its evaluation. The role these measures play in the state's operating assistance policy decision process is also described.  相似文献

This paper explores the influence of individuals’ environmental attitudes and urban design features on travel behavior, including mode choice. It uses data from residents of 13 new neighborhood UK developments designed to support sustainable travel. It is found that almost all respondents were concerned about environmental issues, but their views did not necessarily ‘match’ their travel behavior. Individuals’ environmental concerns only had a strong relationship with walking within and near their neighborhood, but not with cycling or public transport use. Residents’ car availability reduced public transport trips, walking and cycling. The influence of urban design features on travel behaviors was mixed, higher incidences of walking in denser, mixed and more permeable developments were not found and nor did residents own fewer cars than the population as a whole. Residents did, however, make more sustainable commuting trips than the population in general. Sustainable modes of travel were related to urban design features including secured bike storage, high connectivity of the neighborhoods to the nearby area, natural surveillance, high quality public realm and traffic calming. Likewise the provision of facilities within and nearby the development encouraged high levels of walking.  相似文献
