This paper examines the impact of personal and environmental characteristics on severity of injuries sustained in pedestrian–vehicle crashes using a generalized ordered probit model. The data covers 2000–2004 of pedestrian–vehicle crashes taken from police incident reports for Baltimore City and supplemented with local land use, urban form and transportation information specific to the individual crash locations. The results on personal and behavioral variables confirm previous findings. Women pedestrians involved in crashes tend to be injured less frequently than their male counterparts; children have an increased likelihood of sustaining injuries and older persons are more likely to be fatally injured. Pedestrians who cross against the traffic signal, are not in a crosswalk and are involved in a crash after dark are associated with greater injury risk. Of the built environment policy variables of interest, transit access and greater pedestrian connectivity, such as central city areas, are significant and negatively associated with injury severity. These results suggest that the environmental conditions should be given more scrutiny and be an important consideration when evaluating and planning for pedestrian safety.  相似文献

In Brazil, Marine Extractive Reserves—MERs (Reservas Extrativistas Marinhas) represent the most significant government-supported effort to protect the common property resources upon which traditional small-scale fishers depend. From an initial small-scale experience in 1992, MERs have expanded countrywide, now encompassing 30 units (9,700 km2) and nearly 60,000 fishers. Despite such escalating interest in the model, there is little research on the effectiveness of MERs. In this article, we discuss relevant parts of the history and examine the current situation of the fisheries co-management initiative in the Marine Extractive Reserve of Corumbau, which was created in 2000 as the first MER to encompass coral reefs and reef fisheries. We describe the Extractive Reserve co-management arrangement and its main policy and legislative challenges. Finally, we discuss the prospects for the use of MERs as management frameworks for traditional small-scale fisheries in Brazil.  相似文献

We present a dynamic network loading model that yields queue length distributions, accounts for spillbacks, and maintains a differentiable mapping from the dynamic demand on the dynamic queue lengths. The model also captures the spatial correlation of all queues adjacent to a node, and derives their joint distribution. The approach builds upon an existing stationary queueing network model that is based on finite capacity queueing theory. The original model is specified in terms of a set of differentiable equations, which in the new model are carried over to a set of equally smooth difference equations. The physical correctness of the new model is experimentally confirmed in several congestion regimes. A comparison with results predicted by the kinematic wave model (KWM) shows that the new model correctly represents the dynamic build-up, spillback and dissipation of queues. It goes beyond the KWM in that it captures queue lengths and spillbacks probabilistically, which allows for a richer analysis than the deterministic predictions of the KWM. The new model also generates a plausible fundamental diagram, which demonstrates that it captures well the stationary flow/density relationships in both congested and uncongested conditions.  相似文献

In a regulated bus system operated by private companies, pecuniary incentives can be of primary importance to ensure the quality of the operation and the level of service, especially when there are only a few companies and basically no competition among them. The case of Transantiago, in the capital city of Chile, provides a good example of this. The very ambitious Transantiago project, implemented in 2007 in Santiago, integrated the bus and the subway systems, changing the route structure of the bus services, introducing a common and integrated fare system and electronic payment device, and tendering the operation of approximately 4,600 buses (which by the launch of the system in February 2007 had increased to 5600) to 10 private companies replacing some 4000 small operators which owned 8000 buses. In the beginning, the system faced huge difficulties. Operators' revenue formula basically consisted of a fixed payment, which changed slightly with the actual patronage. This quickly turned out to be a problem, and as technological support became available (several months after the launch), compliance measures were implemented, directly affecting the operators' revenue. The first measure considered the seat/standing places per hour of the buses in operation, for each company, and compared it to the theoretical figure. As a result, buses operating during peak hours increased from 4600 to 5600 in just two months. Subsequent indexes included service frequency and regularity, as well as effective bus-km, aggregated by company first and later by service. This paper shows how the successive implementation of these performance indexes had an impact on the operation of Transantiago in the first years, discusses the difficulties faced to implement them and highlights the importance of technological support to make possible the application of adequate compliance measures.  相似文献
