Public transport in South Africa is one of the most burning issues in the transport sector. The government is faced with huge public pressure to improve public transport systems in the face of rising fuel costs, the pending implementation of expensive urban toll road systems in the Gauteng province, and elsewhere in urban environments, public transport safety issues, public transport fleet renewal, especially the commuter rail services, as well as limited resources to fund public transport. As a developing country, the South African Government has pressing funding issues such as funds needed to improve housing for the poor to improve schooling and public health services. Government is also faced with a vocal minibus taxi industry that transports an estimated 65% of all commuters in the country that is also insisting on subsidies for its services.  相似文献

The workshop discusses and documents a number of countries’ experiences regarding risk and reward in the delivery of public transport and determines the way in which competitive pressures actually work (or not) to deliver efficient and effective services. Papers are grouped into three main themes, i.e., public versus private management; negotiated versus competitively tendered contracts; and measures to improve performance. This chapter begins with a brief overview of each of the eight papers. This is followed by a section that out the discussions that emanated from the papers. In South Africa, a restructuring of the public transport system is currently under way. In the bus industry the tender for contract system is being implemented, the commuter rail sector is being recapitalised and the minibus taxi industry recapitalization programme is in its early stages. Progress with policy implementation across the modes of transport, modal split trends and issues that hamper the full development of the public transport industry are discussed in this paper. Medium to long term policy and strategy initiatives that will further inform the development of the industry are also highlighted in this chapter.  相似文献

Developing countries and countries in transition represent between 85% and 90% of the world’s population and face unique public transport challenges that are not necessarily present in developed countries. Issues such as the affordability and accessibility of public transport, funding support and capacity to implement are some of the challenges these countries face. Barriers to strategy implementation in these countries could be a failure to understand the broader business and social environment, poor leadership, a lack of inter-disciplinary and inter-implementer collaboration, and weak monitoring and feedback loops. Weak institutional frameworks are evidenced in inappropriate structures often resulting in institutional inertia and conflict. Over-promising of potential impacts and benefits together with a failure to develop sustainable funding mechanisms often lead to a lack of implementation. The workshop argued that different competition and ownership solutions are needed for a range of factors. This poses a challenge to the THREDBO community as it could mean that the traditional concepts are either not relevant or not usable in the majority of the world’s developing countries, or that the traditional approaches are relevant in many respects but need to be substantially extended and adapted to be applicable and usable in the rest of the world.  相似文献

This paper describes the development and application of a 3-dimensional model of the barotropic and baroclinic circulation on the continental shelf west of Vancouver Island, Canada. A previous study with a 2D barotropic model and field data revealed that several tidal constituents have a significant baroclinic component (the K1 in particular). Thus we embarked on another study with a 3D model to study the baroclinic effects on the residual and several selected tidal constituents.The 3D model uses a harmonic expansion in time and a finite element discretization in space. All nonlinear terms are retained, including quadratic bottom stress, advection and wave transport (continuity nonlinearity). The equations are solved as a global and a local problem, where the global problem is the solution of the wave equation formulation of the shallow water equations, and the local problem is the solution of the momentum equation for the vertical velocity profile. These equations are coupled to the advection-diffusion equation for density so that density gradient forcing is included in the momentum equations. However, the study presented here describes diagnostic calculations for the baroclinic residual circulation only.The model is sufficiently efficient that it encourages sensitivity testing with a large number of model runs. In this sense, the model is akin to an extension of analytical solutions to the domain of irregular geometry and bottom topography where this parameter space can be explored in some detail.In particular, the consequences of the sigma coordinate system used by the model are explored. Test cases using an idealized representation of the continental shelf, shelf break and shelf slope, lead to an estimation of the velocity errors caused by interpolation errors inherent in the sigma coordinate system. On the basis of these estimates, the computational grid used in the 2D model is found to have inadequate resolution. Thus a new grid is generated with increased accuracy in the region of the shelf break. However, even with increased resolution, spurious baroclinic circulation seaward of the shelf break and in the vicinity of Juan de Fuca canyon remained a significant problem when the pressure gradient terms were evaluated using the σ coordinate system and using a realistic density profile.With the new grid, diagnostic calculations of the barotropic and baroclinic residual circulation are performed using forcing from the observed σt (density) field and from the gradient of this field.  相似文献

The Cocos (Keeling) Islands are located on an isolated atoll in the Indian Ocean and have a strong Malay culture owing to the translocation of a substantial plantation workforce in the early 19th century. The atoll became one of Australia's External Territories in 1955. Meeting the marine resource needs of the atoll residents within an Australian legislative system by formulating an integrated marine management plan presented several challenges. Key factors in drafting a culturally meaningful plan were a commitment to understanding and accommodating the cultural and subsistence needs of the community, innovative communication strategies, and a simple approach to management. Development of the plan highlighted the limitations of current Australian marine planning legislation in cross-cultural settings and for sustainable development.  相似文献

This paper suggests using a proportional hazard model to predict personal income, for the purpose of imputing missing income data in household travel surveys. The model has a hazard function that comprises two multiplicative components: (1) a non-parametric baseline hazard function that is dependent only on the income level and (2) a function that is dependent only on the other personal attributes of the survey respondents (excluding income). To estimate and validate the model, data is drawn from a travel characteristics survey conducted in Hong Kong in year 2001. The model is found to have a much higher accuracy when compared with a conventional ordered probit model based on the assumption that the logarithm of income is normally distributed.

The 1996 South African White Paper on National Transport policy provided the guidelines for the restructuring of the commuter bus industry. The restructuring objectives were based on improving the competitiveness of and service levels within the industry through a competitive tendering regime, the selective implementation of negotiated contracts and the general transformation of the industry to also include improved transparency in the funding arrangements between government and operators.In order to set the context of the paper, a brief overview is provided of the progress made with policy implementation and the background to funding issues that are experienced in the bus transport sector. To gauge the impact of the funding issues on the relationship between government and operators, a survey of the largest contracted operators was undertaken to determine, amongst other, how these funding issues have potentially impacted on trusting relationships between contracted parties.  相似文献
