The welfare of the marine environment of the U.S. West Coast of California, Oregon, and Washington is hindered by insufficient understanding of ecosystem dynamics and human pressures. Greater coordination, integration, and support of mutually identified research priorities across research organizations on the West Coast are necessary. This level of collaboration is essential to responding to regional ecosystem threats, such as the impacts of human occupation of coastal areas, over-harvesting of marine resources, and climate change. To address this need for collaboration and build on the accomplishments of existing research organizations, this article advocates the establishment of a West Coast regional marine research program (RMRP).  相似文献

The welfare of the marine environment is threatened worldwide. In order to maintain ecosystem services management must shift from single sector to ecosystem approaches. To support this transition in marine management, this article reviews collaborative ecosystem-based management in the California Current Large Marine Ecosystem (CCLME), through an overview and comparison of three collaborations on the United States West Coast of California, Oregon, and Washington. The achievements of these collaborations are demonstrated. Networking and extending collaboration throughout the entire region is shown to be essential for environmental conservation and sustainable development in the CCLME.  相似文献

This article is part of a special issue that provides insight into global conservation science by analyzing a 5-year, $12.5 million global marine conservation science and policy program. In this article, we summarize the development of the program in Belize, which concentrated its effort in the southern portion of the country. The marine managed areas that developed in Belize took a variety of different forms, and involved a number of different government and private sector agencies and organizations.  相似文献

This article is part of a special issue that provides insight into global conservation science by analyzing a 5-year, $12.5 million global marine conservation science and policy program. In this article, we summarize the development of the program in Coiba Island in the Gulf of Chiriquí Panama, and the Galapagos islands of Ecuador, both part of the Eastern Tropical Pacific Seascape. In Panama, the history of Coiba island as a federal penal colony shaped the process and outcome of the program. In the Galapagos, the unique science history of the islands and subsequent international recognition influenced the outcomes of regional marine managed areas.  相似文献

The results of three national monitoring programs in the United States (U.S.) that measure concentrations of tributyltin (TBT) are compared. Regional and site comparisons are made of changes in TBT concentrations since passage of the Organotin Antifouling Paint Control Act (OAPCA) in 1988. The monitoring programs compared are the U.S. LongTerm Monitoring Program conducted by a consortium of tributyltin manufacturers, the National Oceanic and Atmospheric Administration's National Status and Trends Mussel Watch project, and the U.S. Navy's TBT monitoring program. All of the monitoring results demonstrate declining TBT concentrations over time. These declines have occurred rapidly (within a few years) and are considerable (56%–71% decrease in TBT concentrations in water, 47%–55% decrease in sediments, and 40%–82% decrease in bivalve tissues). Mean TBT concentrations in water are generally below the current U.S. Environmental Protection Agency marine chronic water quality criterion of 10ng/L. These results indicate that the OAPCA has been effective in reducing TBT concentrations in the aquatic environment.  相似文献

This special issue provides insight into global conservation science by analyzing a 5-year, $12.5 million global marine conservation science and policy program that included over 50 studies in four priority regions involving over 100 scientists and numerous partners. In doing so, it provides reflections on critical challenges for any conservation science program that is intended to inform policymaking, including how to (1) ensure that science process and products influence conservation actions, (2) build global learning from a network of site-based projects, (3) strengthen in-region capacity, and (4) manage relationships across scales among scientists, conservationists, headquarters, and field-based staff. Information is presented on the development and progress of the program as a whole in addition to specific articles covering each of four focal geographic areas: Belize, Brazil, the Eastern Tropical Pacific Seascape, and Fiji.  相似文献

Major emphasis has been placed in recent years on the improvement of the operations of existing transportation facilities, using Transportation Systems Management strategies. Accordingly, preferential treatment of high occupancy vehicles is playing an increasing role in transportation projects. This paper deals with one of these strategies, the priority treatment of buses at signalized intersections. Such treatment is aimed at improving the capacity of intersections. The paper develops an analytical model of delays at signalized intersections under a bus preemption scheme. The analysis is presented for the simplest case, i.e., two intersecting one-way streets. The results suggests that the benefits of bus preemption can be increased by properly adjusting several design parameters such as cycle and phase duration of the preempted phases as well as the non-preempted parameters. The model outlined in this paper is applicable to any situation in which stochastic variation is introduced into the signal cycle as well as to bus preemption. Consequently, other potential applications of the model include the design/analysis of traffic actuated signals, and pedestrian actuated signals.  相似文献

In this article, we summarize the development of the program in Brazil, which concentrated its efforts on the Abrolhos area of the State of Bahia. In Brazil, the federal government took a strong role in the creation and implementation of marine managed areas, stimulated in part by nongovernmental organizations.  相似文献
