When a new public transport service is introduced it would be valuable for public authorities, financing organisations and transport operators to know how long it will take for people to start to use the service and what factors influence this. This paper presents results from research analysing the time taken for residents living close to a new guided bus service to start to use (or adopt) the service. Data was obtained from a sample of residents on whether they used the new service and the number of weeks after the service was introduced before they first used it. Duration modelling has been used to analyse how the likelihood of starting to use the new service changes over time (after the introduction of the service) and to examine what factors influence this. It is found that residents who have not used the new service are increasingly unlikely to use it as time passes. Those residents gaining greater accessibility benefits from the new service are found to be quicker to use the service, although the size of this effect is modest compared to that of other between-resident differences. Allowance for the possibility that there existed a proportion of the sample that would never use the new service was tested using a split population model (SPD) model. The SPD model indicates that 36% of residents will never use the new service and is informative in differentiating factors that influence whether Route 20 is used and when it is used.

Traveller information provision has become a key government priority in the UK following the publication of its Transport White Paper in July 1998. Developments are already underway for the integration of information systems across different public transport modes and between public transport information systems covering different regions. The Highways Agency (which is responsible for managing the strategic road network in the UK) is also advancing in its development of information databases and systems for the motorist. This paper considers the prospect of providing travellers with multimodal information with integration of driver information with public transport information. If such integration can be achieved then travellers, and in particular drivers, have the prospect of being presented with comparable information on travel options across modes. An integrated information service has a great potential to inform and influence travel choices. The paper considers the issue of travel choices and the role that information can play particularly in the context of mode choice. The political (UK) and technological climate for information provision is outlined. The paper identifies issues that will need to be addressed to identify the requirements from, and potential benefits of, integrated information, and the obstacles and challenges likely to be faced in moving towards it. Driver reactions, in particular, to the prospect of integrated information provision are fundamental to the assessment of its potential importance and value.  相似文献

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials. Savings in travel time and more specifically their monetary value typically constitute the main benefit to justify major investment in transport schemes. However, worthwhile use of travel time is an increasingly prominent phenomenon of the digital age. Accordingly, questions are increasingly being asked regarding whether values of time used by countries around the world based on their appraisal approaches are too high. This paper offers the most comprehensive examination of our theoretical and empirical understandings of international appraisal approaches and how they account for worthwhile use of travel time. It combines the economics perspective with wider social science insight and reaches the conclusion that past revolutions in transport that have made longer and quicker journeys possible are now joined by a digital revolution that is reducing the disutility of travel time. This revolution offers potential economic benefit that comes at a fraction of the cost of major investments in transport that are predicated on saving travel time. The paper highlights the challenges faced in both current and indeed potential alternative future appraisal approaches. Such challenges are rooted in the difficulty of measuring time use and productivity with sufficient accuracy and over time to credibly account for how travel time factors into the economic outcomes from social and working practices in the knowledge economy. There is a need for further research to: establish how improvements in the opportunities for and the quality of worthwhile use of travel time impact on the valuation of travel time savings for non-business travel; improve our understanding of how productive use of time impacts on the valuation of time savings for business travellers; and estimate how these factors have impacted on the demand for different modes of travel.  相似文献

Neural networks offer a potential alternative method of modelling driver behaviour within road traffic systems. This paper explores the application of neural networks to modelling the lane-changing decisions of drivers on dual carriageways. Two approaches are considered. The first, preliminary approach uses a prediction type of neural network with a single hidden layer and the back propagation learning algorithm to model the behaviour of an individual driver. A series of consecutive time-scan traffic patterns, which describe the driver's environment and changes over time as the selected vehicle travels along a link, are input to the neural network, which then predicts the new lane and position of the vehicle. Training data are collected from a human subject using an interactive driving simulation. The trained neural network successfully exhibited the rudiments of driving behaviour in terms of lane and speed changes. A major disadvantage of this approach was the difficulty in recording real-life data, which are required to train the neural network, for individual drivers. The second approach concentrates specifically on lane changing and makes use of a learning vector quantization classification type of neural network. Input to the neural network still consists primarily of time-scan traffic patterns, but the format is changed to facilitate the possibility of data acquisition using image processing. The neural network output classifies the input data by determining the new lane for the vehicle concerned. Performance in both testing and training was very good for data generated by the rule-based driver-decision model of a microscopic simulation. Performance in testing was less satisfactory for data taken directly from a road and highlighted the need for extensive data sets for successful training.  相似文献

Panel data offers the potential to represent the influence on travel choices of changing circumstances, past history and persistent individual differences (unobserved heterogeneity). A four-wave panel survey collected data on the travel choices of residents before and after the introduction of a new bus rapid transit service. The data shows gradual changes to bus use over the four waves, implying time was required for residents to become aware of the new service and to adapt to it. Ordered response models are estimated for bus use over the survey period. The results show that the influence of level of service (LOS) is underestimated if unobserved heterogeneity is not taken into account. The delayed response to the new service is able to be well represented by including LOS as a lagged variable. Current bus use is found to be conditioned on past bus use, but with additional influence of lagged LOS and unobserved heterogeneity. It is shown how different model specifications generate different evolution patterns with the most realistic predictions arising from a model which takes into account lagged responses to change in LOS and unobserved heterogeneity. The paper demonstrates the feasibility of developing panel data models that can be applied to forecasting the effect of interventions in the travel environment. Longer panels—encompassing periods of both stability and change—are required to support future efforts at modelling travel choice dynamics.  相似文献

Despite recent investments in and growing availability of various public transport information services, levels of apparent non-use (of particular information services) across the population remain high. Policymakers and information service providers could benefit from a better understanding of factors affecting information use. The goal of this paper is to provide more insight into the (non-)use of public transport information by applying attitude theory. A postal survey was sent to a random sample of 10,000 households in Bristol and Manchester, UK. The response rate was 13%. Respondents were questioned about an uncertain journey they were going to make. Structural equation modelling has been used to investigate interdependencies among the factors studied. The results show that the desire to consult public transport information for an uncertain journey is affected by attitudes, subjective norms, and past behaviour. These social-psychological factors are in turn affected by constraints such as travel behaviour and trip context. Crucially in terms of addressing issues of non-use of information it is found that consulting information is influenced by propensity to consider using public transport rather than vice versa as has hitherto been implicitly assumed by many involved in the provision of transport and information services.  相似文献

This special issue is a product of the international symposium on “ICT, Activities, Time Use and Travel” that was hosted by Nanjing University from 16 to 18 July 2016. The symposium brought together leading scholars from all over the world to congregate with Chinese scholars and students and to share and discuss the research frontiers at this nexus. It was motivated by a recognition of the changing goals and scope of Information and Communications Technology (ICT) research in conjunction with the development of new ICTs and the emergence of new ICT-enabled behaviors. Consequently, the symposium and later this special issue have drawn together significant scholarly contributions that provide new behavioral insights as well as new theoretical and methodological advances. The symposium culminated in three roundtable panel discussions addressing the following cross-cutting themes: (1) time use while travelling (led by Glenn Lyons); (2) ICT and travel behavior (led by Pat Mokhtarian); and (3) Big Data, activities and urban space (led by Eran Ben-Elia).
