This paper puts together an analytical formulation to compute optimal tolls for multi-class traffic. The formulation is comprised of two major modules. The first one is an optimization component aimed at computing optimal tolls assuming a Stackelberg game in which the toll agency sets the tolls, and the equilibrating traffic plays the role of the followers. The optimization component is supported by a set of cost models that estimate the externalities as a function of a multivariate vector of traffic flows. These models were estimated using Taylor series expansions of the output obtained from traffic simulations of a hypothetical test case. Of importance to the paper is the total travel time function estimated using this approach that expresses total travel time as a multivariate function of the traffic volumes. The formulation presented in the paper is then applied to a variety of scenarios to gain insight into the optimality of current toll policies. The optimal tolls are computed for two different cases: independent tolls, and tolls proportional to passenger car equivalencies (PCE).The numerical results clearly show that setting tolls proportional to PCEs leads to lower values of welfare that are on average 15% lower than when using independent tolls, though, in some cases the total welfare could be up to 33% lower. This is a consequence of two factors. First, the case of independent tolls has more degrees of freedom than the case of tolls proportional to PCEs. Second, tolls proportional to PCEs do not account for externalities other than congestion, which is likely to lead to lower welfare values.The analytical formulations and numerical results indicate that, because the total travel time is a non-linear function of the traffic volumes, the marginal social costs and thus the optimal congestion tolls also depend on the traffic volumes for each vehicle class. As a result of this, for the relatively low volumes of truck traffic observed in real life, the optimal congestion tolls for trucks could indeed be either lower or about the same as for passenger cars. This stand in sharp contrast with what is implied in the use of PCEs, i.e., that the contribution to congestion are constant. This latter assumption leads to optimal truck congestion tolls that are always proportional to the PCE values.The comparison of the toll ratios (truck tolls divided by passenger car tolls) for both observed and optimal conditions suggests that the tolls for small trucks are about the right level, maybe a slightly lower than optimal. However, the analysis of the toll ratio for large trucks seems to indicate a significant overcharge. The estimates show that the average observed toll ratio for large trucks is even higher than the maximum optimal toll ratio found in the numerical experiments. This suggests that the tolls for large trucks are set on the basis of revenue generation principles while the passenger car tolls are being set based on a mild form of welfare maximization. This leads to a suboptimal cross-subsidization of passenger car traffic in detriment of an important sector of the economy. 相似文献

A new microeconomic model for the operation of an airline facing modal competition with uncertain total demand is developed to analyze optimal price capacity combinations. The novelty is the treatment of the capacity restriction, which is not viewed as affecting negatively individual preferences (e.g. probability of a full flight), but does influence aggregate utility. A mode choice model is used to represent unrestricted individual preferences assuming full availability (phone call demand); air capacity is treated as a variable that acts on the actual choice set. Restricted choices and total demand stochasticity are integrated in welfare calculations (users' benefits and profits). We estimated the benefits associated with reducing fatal and severe injuries from traffic accidents using a stated choice experiment where choice situations were generated through a statistically efficient design. Specifically, the risk variables were defined as the expected annual number of vehicle car-users that suffered their death or were severely injured in a traffic accident. In addition, and differing from previous research, the number of pedestrians that died or were severely injured in traffic accidents per year was also included as a risk attribute in the choice experiment, to attempt at measuring drivers’ willingness to pay to reduce the risk of hitting pedestrians in a crash. The empirical setting was a choice of route for a particular trip that a sample of car drivers periodically undertakes in Tenerife, Spain. Models were estimated accounting for random taste heterogeneity and pseudo-panel data correlation. The median of the distribution of simulated parameters was used to obtain a representative measure for the monetary valuation of risk reductions. We found that the ratio between the values of reducing the risk of suffering a serious injury and that of reducing a fatality was approximately 18 %. Further, and quite novel, we also found that the value of reducing a pedestrian fatality was 39 % of the value of reducing a car occupant fatality. 相似文献

In this paper, annoyance ratings from traffic noise recorded on cobblestones, dense asphalt, and open asphalt rubber pavements are assessed with regard to car speeds and traffic densities. It was found that cobblestones pavements are the most annoying; also while open asphalt rubber pavement imposes less annoyance than dense asphalt it is not significantly different. Higher car speeds always lead to greater annoyance, as does higher traffic densities. LAeq and LAmax correlate well with annoyance, but loudness is the best predictor. Freight transfer operations are critical in combined transport networks. In this paper a simulation model and modelling approach to the transfer of cargo between trains at rail terminals is presented. The model is used to study the Port-Bou terminal, the main intermodal terminal at the Spanish-French frontier. Four different gantry crane operation modes to interchange containers between trains are evaluated. These operation rules are tested in several scenarios to examine the critical factors of the system and the best operation rule for each situation. Latest generation software is used to develop the model that incorporates modular programming and enhanced graphic systems for output representation. It allows a dynamic display of the simulated system and, likewise, the possibility of developing modules that can be reused in other studies. The research shows how simulation can be a useful planning tool in the rail transportation context. 相似文献

In low- and middle-income countries, the motorcycle has increasingly become a means of family transportation due to its low cost and the poor quality of public transportation. Consequently, many child motorcycle passengers are at an elevated risk of serious injury in the event of a traffic crash. The available research on child safety devices is scarce and focused mainly on helmet use, while other devices (e.g. high-visibility clothing) have received little attention. This observational study documented the safety conditions and related factors of primary schoolchildren who rode to school as motorcycle passengers in two cities of Argentina.Data was obtained in the vicinity of 27 public primary schools in two cities of Argentina (one mid-sized city and the other a small city by the country's standards) between May 2018 and September 2019. A total of 1440 motorcycle occupants (656 drivers and 784 child passengers) were observed.The use of an adequate helmet was lower among children (vs. drivers). Most of the children were unable to reach the motorcycle's footrests, did not use high-visibility clothing or a fastening device, carried a backpack, and mounted and dismounted the motorcycle in an unsafe place. Some children rode in front of the driver or in a motorcycle with three or four occupants. Use of helmet by drivers and driver sex (woman) were related with an increase in safety in children. The indicators were worse in the larger city.The results revealed a low level of adoption of safety measures in children as well as in adults in both cities. This suggests that motorcycle travel is unsafe. Greater effort is needed to improve motorcycle safety, especially for children. It is important to debate regulatory details such as a minimum age for passengers, a limit on the number of passengers, and other safety criteria. It is also important to conduct educational campaigns that include the distribution of safety devices. 相似文献
