The Straits of Malacca and Singapore are an important trade route linking the Indian Ocean to the South China Sea and Pacific Ocean. They are also rich in resources and support a range of activities that benefit the economies of the littoral states (Indonesia, Malaysia and Singapore). This important shipping route is a very congested waterway and the authorities are keen to improve navigation facilities to promote ship safety and reduce the risk of groundings, collisions and accidents. This will also help to protect the marine environment from the effects of pollution and hence reduce its damaging impact on activities related to the Straits, e.g. fisheries and tourism. The Marine Electronic Highway (MEH) is an attempt to bring together maritime safety technologies and environmental management systems. The paper examines the costs of providing such a highway and considers some of the benefits which could accrue from its implementation. The analysis, conducted in the form of a cost-benefit study, clearly shows the economic viability of the scheme. 相似文献

This paper aims to gain more insight into the implications of information provision to drivers on the performance of road transport networks with recurrent congestion. For this purpose, a simulation program consisting of three components has been written. The first component is the traffic simulation model, the second component is the information provision mechanism, and the third component monitors the behavioural decision-making process of the drivers, which is modelled using a utility-based satisficing principle. Three types of information provision mechanisms will be considered: information based upon own-experience, after-trip information and real-time en route information. The findings in this paper, obtained in a hypothetical context, underline the important relationship betweenoverreaction, thelevel of market penetration and thequality of the information. High quality information allows a high level of market penetration, while low quality information, even when provided at low levels of market penetration, induces overreaction. Furthermore, real-time en route information is in particular beneficial during the process leading to a steady state; it reduces the variance in travel time considerably. Carbon monoxide (CO), hydrocarbon (HC), and nitrogen oxide (NO) emission factors (EFs) are measured with a commercial vehicle emissions remote sensing system (VERSS) during a large-scale vehicle exhaust emissions study in Las Vegas. Particulate matter (PM) EFs are simultaneously measured for individual vehicles with a newly developed PM-VERSS based on ultraviolet backscatter light detection and ranging (Lidar). The effectiveness of CO and HC EFs as proxy for NO and PM EFs for spark-ignition vehicles is evaluated. Poor correlations were found between EFs for pollutants on an individual vehicle basis indicating that high EFs for one or more pollutants cannot be used as a predictor of high EFs for other pollutants. Stronger functional relationships became evident after averaging the EF data in bins based on rank-order of a single pollutant EF. Low overlap between the highest 10% emitters for CO, HC, NO, and PM was found. These results imply that for an effective reduction of the four pollutants, inspection and maintenance (I/M) programs, including clean screening, should measure all four pollutants individually. Fleet average CO and HC concentrations determined by gaseous VERSS were compared with fleet average CO and HC concentrations measured at low-idle and at high-idle during local I/M tests for spark-ignition vehicles. The fleet average CO concentrations measured by I/M tests at either idle were about half of those measured by remote sensing. The fleet average high-idle HC concentration measured by I/M tests was about half of that measured by VERSS while low-idle I/M and VERSS HC average concentrations were in better agreement. For a typical vehicle trip, most of the fuel is burned during non-idle conditions. I/M measurements collected during idling conditions may not be a good indicator of a vehicle’s potential to be a high emitter. VERSS measurements, when the vehicle is under a load, should more effectively identify high emitting vehicles that have a large contribution to the mobile emissions inventory. 相似文献

Many car-following models predict a stable car-following behavior with a very small fluctuation around an equilibrium value g1 of the net headway g with zero speed-difference Δv between the following and the lead vehicle. However, it is well-known and additionally demonstrated by data in this paper, that the fluctuations are much larger than these models predict. Typically, the fluctuation in speed difference is around ±2 m/s, while the fluctuation in the net time headway T = g/v can be as big as one or even two seconds, which is as large as the mean time headway itself. By analyzing data from loop detectors as well as data from vehicle trajectories, evidence is provided that this randomness is not due to driver heterogeneity, but can be attributed to an internal stochasticity of the driver itself. A final model-based analysis supports the hypothesis, that the preferred headway of the driver is the parameter that is not kept constant but fluctuates strongly, thus causing the even macroscopically observable randomness in traffic flow. 相似文献

The robustness of questionnaire results to various forms of bias are explored in the context of a dual-mode (web and hardcopy)
survey of employers’ anticipations of levels of employee commuting and business travel activity under a range of future ICT
scenarios. The questionnaire incorporated several innovative features which, together with the dual-mode format, allowed an
unusually wide range of analyses. For example: the robustness of respondents’ opinions was tested by examining the effect
of incorporating alternative versions of a briefing text, one being very positive and one very negative, about the role of
ICT; instrument bias was identified via detailed comparison of the results from the two versions of the questionnaire; and
the impact of exogenous factors which are often ignored or taken as constant was assessed via special supplementary questions.
Analysis showed that the robustness of opinions and expectations varied and was influenced by respondent characteristics,
and that results from the two versions of the questionnaire differed significantly. It is concluded that opinions and expectations
are less robust, and questionnaire results are more subject to bias and myopic interpretation, than is generally recognised
and that web-based surveys seem particularly vulnerable to sampling bias. Methods are suggested for measuring robustness,
for reducing bias and for validating and contextualising results. The use of contrasting briefing texts is recommended as
a means of establishing the robustness of opinions and expectations while supplementary questions are recommended for validating
and contextualising SP and SE exercises.

This paper examines the vibration characteristics and vibration control of complex ship structures. It is shown that input mobilities of a ship structure at engine supports, due to out-of-plane force or bending moment excitations, are governed by the flexural stiffness of the engine supports. The frequency averaged input mobilities of the ship structure, due to such excitations, can be represented by those of the corresponding infinite beam. The torsional moment input mobility at the engine support can be estimated from the torsional response of the engine bed section under direct excitation. It is found that the inclusion of ship hull and deck plates in the ship structure model has little effect on the frequency-averaged response of the ship structure. This study also shows that vibration propagation in complex ship structures at low frequencies can be attenuated by imposing irregularities to the ring frame locations in ships. Vibration responses of ship structures due to machinery excitations at higher frequencies can be controlled by structural modifications of the local supporting structures such as engine beds in ships. 相似文献

Few marine phytoplankton have heteromorphic life cycles and also often dominate the ecosystems in which they occur. The class Prymnesiophyceae contains a notable exception: the genus Phaeocystis includes three species that form gelatinous colonies but also occur within their ranges as solitary cells. Phaeocystis antarctica and P. pouchetii are exclusively high latitude taxa, and are notable for regionally tremendous blooms of the colony stage. P. globosa occurs circumglobally, yet its colony blooms primarily are confined to colder waters within its range. Three additional species are warm water forms that have been reported only as solitary cells or loose aggregations that bear little resemblance to the organized colonies of the other taxa. Interpretation of existing data indicates that resource availability (light, temperature and nutrients) by itself is not sufficient to explain this distinction between cold-water colony-forming taxa and warm water solitary cell taxa, nor why colony development in P. globosa is essentially a spatially restricted phenomenon within a much broader geographic range. Colony development by P. globosa in situ has been observed at temperatures ≥20 °C, but only rarely and generally under conditions of seasonally or anthropogenically elevated nutrient supply. Data presented here demonstrate colony development at 20–22 °C in natural plankton communities from oligotrophic waters that were pre-screened through 63 μm mesh (i.e. lacking mesozooplankton and large microzooplankton), but not in unscreened communities containing microzooplankton and >63 μm zooplankton. Reduction of colony proliferation at higher temperatures by mesozooplankton grazing remains as an intriguing possibility that is consistent with available evidence to help explain differences in latitudinal extent of in situ colony development. Oscillating point absorber buoys may rise out of the water and be subjected to bottom slamming upon re-entering the water.
Numerical simulations are performed to estimate the power absorption, the impact velocities and the corresponding slamming
forces for various slamming constraints. Three buoy shapes are considered: a hemisphere and two conical shapes with deadrise
angles of 30° and 45°, with a waterline diameter of 5 m. The simulations indicate that the risk of rising out of the water
is largely dependent on the buoy draft and sea state. Although associated with power losses, emergence occurrence probabilities
can be significantly reduced by adapting the control parameters. The magnitude of the slamming load is severely influenced
by the buoy shape. The ratio between the peak impact load on the hemisphere and that on the 45° cone is approximately 2, whereas
the power absorption is only 4–8% higher for the 45° cone. This work illustrates the need to include slamming considerations
aside from power absorption criteria in the buoy shape design process and the control strategy. 相似文献
