Papahānaumokuākea Marine National Monument is one of the world's largest marine protected areas and was designated the first mixed conservation site in the United States due to its natural and cultural importance. It is also the world's first cultural seascape, being recognized for its continuing connections to indigenous people. As the westernmost place in the Hawaiian universe, many believe these islands and seas are the pathway that Native Hawaiians travel after death, returning to pō (night; realm of the gods). This intimate kinship has profound implications for contemporary management. Current management emphasizes integration of science, policy, cultural knowledge, traditions, and practices to create successful management strategies appropriate for both natural and cultural resources. This management is based on Native Hawaiian values and practices that incorporate observation and understanding of the natural world, indigenous principles and philosophies, cultural norms, community relationships, and unique epistemologies deeply imbedded in and formed by relationships of people with place. A cornerstone of this effort has been the direct involvement of cultural practitioners in policy, management, education, and research. This biocultural approach has led to more effective management of the monument and serves as a model for conservation around the world.  相似文献

To appreciate the present, sometimes you need to reflect on the past and wonder “what if?” This is one of those times. In recognition of the 40th anniversary of the Coastal Zone Management Act and acknowledgment of the dedication of the program's practitioners, it is important to note that the successful implementation of the Nation's primary coastal law has depended, and will continue to depend, on its legitimacy and institutionalization in the political culture of the country. Today, the national coastal management program, while underfunded and, in recent years, subject to wavering political support, has nevertheless reached a certain level of stability to safeguard the country's coastal resources. It is fitting, therefore, in this special issue of Coastal Management to recall a time when the future of the CZMA was in serious doubt.  相似文献

Data collected during the Continuous Plankton Recorder (CPR) survey has been used to validate a three-dimensional hydrodynamic ecosystem model simulation of the North-west European Shelf for the years 1988–89. The CPR time series is unique to the North Atlantic region as a validation tool. Data were extracted from the model to correspond with those collected by the CPR survey, and both the model and survey plankton data were standardised to allow the comparison of model biomass with survey counts. Simple linear regression and absolute error maps provide a qualitative evaluation of spatio-temporal model performance of simulated diatoms, flagellates, total phytoplankton and omnivorous mesozooplankton. Comparisons of z-scores indicate that the model reproduces the main pelagic seasonal features, and there is good correlation between magnitudes of these features with respect to standard deviations from a long-term mean. The model is replicating up to 62% of the mesozooplankton seasonality across the domain, with variable results for the phytoplankton. There are, however, differences in the timing of patterns in plankton seasonality. The validation exercise has highlighted that the spring diatom bloom in the model is too early, suggesting the need to reparameterise the response of phytoplankton to changing light levels in the model. Errors in the north and west of the domain imply that model turbulence and vertical density structure need to be improved to more accurately capture plankton dynamics.  相似文献

Public Port Authorities engage in a multimedia of activities under the guise of economic development that may be only marginally linked to the disposition of frieght or passengers. The mix of economic functions is determined as a result of shifts in marine cargo throughput, competition for shorefront land with other non-water-dependent users, the level of power and control wielded by Port personnel, and the legal mandate granted to the Port Authority. One full year of high-resolution driving data from 484 instrumented gasoline vehicles in the US is used to analyze daily driving patterns, and from those infer the range requirements of electric vehicles (EVs). We conservatively assume that EV drivers would not change their current gasoline-fueled driving patterns and that they would charge only once daily, typically at home overnight. Next, the market is segmented into those drivers for whom a limited-range vehicle would meet every day’s range need, and those who could meet their daily range need only if they make adaptations on some days. Adaptations, for example, could mean they have to either recharge during the day, borrow a liquid-fueled vehicle, or save some errands for the subsequent day. From this analysis, with the stated assumptions, we infer the potential market share for limited-range vehicles. For example, we find that 9% of the vehicles in the sample never exceeded 100 miles in one day, and 21% never exceeded 150 miles in one day. These drivers presumably could substitute a limited-range vehicle, like electric vehicles now on the market, for their current gasoline vehicle without any adaptation in their driving at all. For drivers who are willing to make adaptations on 2 days a year, the same 100 mile range EV would meet the needs of 17% of drivers, and if they are willing to adapt every other month (six times a year), it would work for 32% of drivers. Thus, it appears that even modest electric vehicles with today’s limited battery range, if marketed correctly to segments with appropriate driving behavior, comprise a large enough market for substantial vehicle sales. An additional analysis examines driving versus parking by time of day. On the average weekday at 5 pm, only 15% of the vehicles in the sample are on the road; at no time during the year are fewer than 75% of vehicles parked. Also, because the return trip home is widely spread in time, even if all cars plug in and begin charging immediately when they arrive home and park, the increased demand on the electric system is less problematic than prior analyses have suggested.  相似文献

The recent concerns on environmental issues have expedited the technological development of alternative fuel vehicles (AFVs), but the deployment of AFVs still remains at the initial stage mainly because of the lack of refuelling facilities. Recognising this, researchers have conducted various studies, proposing a variety of approaches to strategically locating refuelling stations. This paper presents a comprehensive review of the approaches, focusing more on applications than computational issues. The review identifies two main elements of the approaches: location modelling and refuelling demand estimation. Examining how the elements were handled in refuelling location studies, this paper suggests that future refuelling location models should properly reflect the intricate and various perspectives of three major AFV stakeholders: drivers, government agencies and refuelling service providers. This study is expected to help researchers efficiently set up their refuelling location problems and identify critical factors for seeking the solutions.  相似文献
