Since 1990 there has been a considerable increase in the number of developing countries undertaking Integrated Coastal Zone Management (ICZM) schemes at both the local and national levels. Unfortunately many of these ICZM schemes have failed to be implementated due to difficulties such as information and communication gaps and restricted technical and financial capacity. Common problems experienced across all developing countries. As a case in point, it is argued that developing countries suffer from capabilities at the local institutional level. Similarly, it is advocated that Mediterranean developing countries have not fully implemented ICZM as a result of lack of stakeholder capacity. Egypt provides a case study of this argument. Since the mid-1990s several attempts have been made to promote ICZM in Egypt, however none have achieved their goal of having an ICZM plan become operational. This paper reviews ICZM processes in Egypt focussing on the capacity of all instituions and key stakeholders to plan and implement ICZM based on interviews with key ICZM key stakeholders as well as documentary analysis and participant observation in ICZM meetings. It seeks through a critical evaluation to provide practical recommendations that serve to enhance the implementation of ICZM in Egypt and other developing countries.  相似文献

Abstract

The economics literature offers many examples of studies of the economic impact of transportation infrastructure such as highways, ports, and airports; however, little attention has been paid to other types of infrastructure such as logistics platforms. This article is a first assessment of the economic effects of the largest logistics platform in Europe – PLAZA, the Zaragoza Logistics Platform – located in Spain. More precisely, this paper analyzes the economic significance of PLAZA on the economy of the Aragon region where it is located. The methodology is based on the application of input–output analysis to the final demand of logistics platform-based companies in a manner that is similar to well-established studies of the economic impacts of tourism on tourist expenditure. This makes it possible to quantify the various levels of economic effects (direct, indirect, and induced) in terms of jobs, salaries, and wages, turnover, gross operating surplus (GOS), and gross value added (GVA). The conclusions reveal the economic importance PLAZA has for the regional economy of Aragon, representing just over 2% of total GVA and 3% of turnover.  相似文献

This paper explores the historical trends in freeway traffic management technology in the U.S., and the most likely projections for the coming two decades. First, existing computer‐supervised freeway surveillance and control techniques are reviewed with particular emphasis on the scientific and technological landmarks which has led to the evolution of these techniques. Next, the major underlying trends which bear on the future of automated freeway surveillance and control are identified. Finally, extrapolative projections are made to determine the most likely future of this technology. The paper concludes with implications for the issues of meeting short‐term transportation needs of urban areas through more efficient use of existing transportation facilities.  相似文献

Summary Various control techniques, especially LQG optimal control, have been applied to the design of active and semi-active vehicle suspensions over the past several decades. However passive suspensions remain dominant in the automotive marketplace because they are simple, reliable, and inexpensive. The force generated by a passive suspension at a given wheel can depend only on the relative displacement and velocity at that wheel, and the suspension parameters for the left and right wheels are usually required to be equal. Therefore, a passive vehicle suspension can be viewed as a decentralized feedback controller with constraints to guarantee suspension symmetry. In this paper, we cast the optimization of passive vehicle suspensions as structure-constrained LQG/H2 optimal control problems. Correlated road random excitations are taken as the disturbance inputs; ride comfort, road handling, suspension travel, and vehicle-body attitude are included in the cost outputs. We derive a set of necessary conditions for optimality and then develop a gradient-based method to efficiently solve the structure-constrained H2 optimization problem. An eight-DOF four-wheel-vehicle model is studied as an example to illustrate application of the procedure, which is useful for design of both passive suspensions and active suspensions with controller-structure constraints.  相似文献

We consider a supply chain network design problem that takes CO2 emissions into account. Emission costs are considered alongside fixed and variable location and production costs. The relationship between CO2 emissions and vehicle weight is modeled using a concave function leading to a concave minimization problem. As the direct solution of the resulting model is not possible, Lagrangian relaxation is used to decompose the problem into a capacitated facility location problem with single sourcing and a concave knapsack problem that can be solved easily. A Lagrangian heuristic based on the solution of the subproblem is proposed. When evaluated on a number of problems with varying capacity and cost characteristics, the proposed algorithm achieves solutions within 1% of the optimal. The test results indicate that considering emission costs can change the optimal configuration of the supply chain, confirming that emission costs should be considered when designing supply chains in jurisdictions with carbon costs.  相似文献

This paper investigates mathematical modelling of response amplitude operator(RAO) or transfer function using the frequency-based analysis for uncoupled roll motion of a floating body under the influence of small amplitude regular waves. The hydrodynamic coefficients are computed using strip theory formulation by integrating over the length of the floating body. Considering sinusoidal wave with frequency( ω) varying between 0.3 rad/s and 1.2 rad/s acts on beam to the floating body for zero forward speed, analytical expressions of RAO in frequency domain is obtained. Using the normalization procedure and frequency based analysis, group based classifications are obtained and accordingly governing equations are formulated for each case. After applying the fourth order Runge-Kutta method numerical solutions are obtained and relative importance of the hydrodynamic coefficients is analyzed. To illustrate the roll amplitude effects numerical experiments have been carried out for a Panamax container ship under the action of sinusoidal wave with a fixed wave height. The effect of viscous damping on RAO is evaluated and the model is validated using convergence, consistency and stability analysis. This modelling approach could be useful to model floating body dynamics for higher degrees of freedom and to validate the result.  相似文献

Optimal control of systems with time delays among disturbances, such as vehicle suspensions, is a relatively simple but long-standing problem in time-delayed control. We consider the exact H2 optimal control of systems with time-delayed disturbances and develop a computationally efficient approach for controller synthesis. We extend the Lyapunov-based H2 norm computation to systems with time-delayed disturbances and then derive a concise formula to explicitly evaluate the sensitivity of the system H2 norm with respect to controller gains. Thence, a set of necessary conditions for H2 optimal control of such systems using static output feedback are obtained in the form of algebraic equations. Gradient-based methods are adapted to optimize the controller gains. The method is also extended to reduced-order and decentralized control. As an application, a passive suspension system for an eight-DOF four-wheel vehicle is designed via structured H2 optimization. The results are compared with those of a design based on a Pade expansion for the time delays and a design obtained by neglecting the disturbance delays.  相似文献

We study the freight forwarder’s shipment planning problem in an airfreight forwarding network where a set of cargo shipments have to be transported to given destinations. We provide mixed integer programming formulations that use piecewise-linear cargo rates and account for volume and weight constraints, flight departure/arrival times, as well as shipment-ready times.After exploring the solution of such models using CPLEX, we devise two solution methodologies to handle large problem sizes. The first is based on Lagrangian relaxation, where the problems decompose into a set of knapsack problems and a set of network flow problems. The second is a local branching heuristic that combines branching ideas and local search. The two approaches show promising results in providing good quality heuristic solutions within reasonable computational times, for difficult and large shipment consolidation problems.  相似文献

This paper considers the problem of freeway incident detection within the general framework of computer‐based freeway surveillance and control. A new approach to the detection of freeway traffic incidents is presented based on a discrete‐time stochastic model of the form ARIMA (0, 1, 3) that describes the dynamics of traffic occupancy observations. This approach utilizes real‐time estimates of the variability in traffic occupancies as detection thresholds, thus eliminating the need for threshold calibration and lessening the problem of false‐alarms. Because the moving average parameters of the ARIMA (0, 1, 3) model change over time, these parameters can be updated occasionally. The performance of the developed detection algorithm has been evaluated in terms of detection rate, false‐alarm rate, and average time‐lag to detection, using a total of 1692 minutes of occupancy observations recorded during 50 representative traffic incidents.  相似文献
