There are cases when passengers are willing to pay a premium to reduce the travel time, in particular when the trip has to be made. This paper aims to provide insight into factors that determine passengers’ willingness to pay to reduce travel time for their ground access to an airport. A methodology is developed that comprises two steps: the identification of the passengers with zero willingness to pay and from the rest the estimation of the additional price they are willing to pay to reduce their travel time. For the first step a Probit model was formulated and for the second a linear regression model. To this purpose, data has been collected employing stated preference from passengers at the Athens International Airport. It has been found that a high percentage of passengers have zero willingness to pay, and of the remaining ones those using public transport have a significant willingness to pay to reduce access travel time. The methodology and the models are structured in such a way that their transferability to any airport environment is possible, thus providing a useful tool for decisions relating to airport ground access measures.  相似文献

Recent transport sector liberalisation, as well as global economic crisis, is favouring the implementation of transport infrastructure projects through Public–Private Partnerships (PPP). However, there is a debate as to whether PPP schemes are a better option than conventional procurement. To this end, an evaluation framework is proposed, to assess which of these two alternative schemes for transport projects financing is preferable for the public. The proposed framework is complimentary to the Value for Money (VfM) approach and is based on a Multi Criteria Analysis (MCA). The first step is the estimation of the Public Sector Comparator (PSC) for the case of conventional procurement, dealing with construction, maintenance and operation costs revenues, as well as any costs associated with risks undertaken by the public. As for the PPP case, it includes any payments by the public sector and related risks costs. The MCA is then applied only if the PPP is found preferable for the public sector. The latter considers additional impacts, including among others the social attributes of a particular scheme, job creation, environmental impacts and safety and security aspects. The proposed framework was applied to a pilot Bus Rapid Transit (BRT) corridor infrastructure project in the city of Indore, India, in order to demonstrate its validity. The framework and its application could provide useful guidance when considering PPP for a transport project, since it demonstrates in a transparent way the society's attitude towards this project, something that is critical to its acceptance.  相似文献

The paper presents and analyses appraisal methods used for the assessment of potential investments in Nodal Centers for Goods (also called Freight Villages), which constitute an essential element of the Trans-European Network for Intermodal Transport. A methodological procedure is applied to identify the underlying factors that influence the choice of an appraisal method, without assessing or comparing the appraisal methods themselves. Following this procedure, issues addressed by the methods are grouped into three broad dimensions and with the use of non-parametric statistical tests, existing relationships are identified between nodal centres' characteristics, the appraisal methods, as well as the actors involved in the decision process. On applying the above procedure to European Nodal Centres for goods, it is found that the choice of appraisal method and the decision criteria for the investment are linked primarily to the nodal centre's size, catchment area, and the support or absence of political approval for the investment. The results of the analysis can be particularly useful at the policy making level, serving as non-formal "qualitative guidelines" to identify the appraisal method to be applied, as well as the options and impacts to be considered. Abstract

Transport operations constitute a critical prerequisite for the successful staging of a special event. Operations are more challenging to manage for those events that are infrequent and last for several days. In this case, the requirements for unconditional success, coupled with the uncertainties involved, necessitate robust contingency planning. The paper presents a methodological process for developing the transport‐related contingency plans to address pre‐identified emergencies in major events, such as the Olympic Games. War games are proposed to test the resulting contingency plans and train the staff involved in plan implementation. Introducing High-Speed Rail services along the two main corridors in Greece is expected to change the total scene of interurban transport. The present paper considers the effects of the high-speed rail investment plan against this background. It applies a three-fold evaluation process in order to assess the transport potential and the economic and other impacts of the investment. This paper analyses the behaviour of metro users in choosing their access mode to a metro station. Multinominal logit models with satisfactory predictive power were developed for access mode choice on the basis of data collected by interviewing metro users at existing metro stations. A population segmentation approach was adopted and models referring to individuals having the same set of alternative access modes were developed. Trip purpose was found to have significant effects on the access mode choice. Thus, for each population segment different models are proposed for work and education and other trip purpose. Various conclusions concerning the importance of the variables included in the proposed models were drawn through comparisons carried out across the models.  相似文献

The need to measure transit system performance along with its various dimensions such as efficiency and effectiveness has led to the development of a wide array of approaches and vast literature. However, depending upon the specific approach used to examine performance, different conclusions are oftentimes reached. Using data from 15 European transit systems for a ten year time period (1990-2000), this paper discusses three important transit performance questions; (i) Do different efficiency assessment methodologies produce similar results? (ii) How are the two basic dimensions of transit performance, namely efficiency and effectiveness, related? and (iii) Are findings regarding organizational regimes (public operations, contracting and so on) sensitive to the methodological specifications employed? Results clearly indicate that efficiency scores and associated recommendations are sensitive to the models used, while efficiency and effectiveness are - albeit weakly - negatively related; these two findings can have far reaching policy implications.  相似文献

Freight volumes are increasing worldwide, following almost the same growth rate as the Gross Domestic Product (GDP). This has resulted in congested sections of the road system and increase of traffic accidents. Consequently, several governments in Europe are promoting alternative modes of transport. Besides the use of railways, the European Union is promoting the use of maritime transport for short distances. This initiative, ‘Motorways of the Sea (MoS)’, aims at the establishment of more efficient and competitive maritime services between different countries. The present paper analyzes the development of an MoS network in the East Adriatic area, linking the Greek Ports of Igoumenitsa and Patras in the Ionian Sea. This is done by identifying financially viable MoS corridors, servicing the freight and passenger demand of the area. Initially, the freight and passenger flows of MoS in the East Adriatic/Ionian Seas region, based on the application of the four-step methodology for transport planning, are estimated. Then, the financial viability of each MoS is elaborated, based on the estimated flows. Hence, the network of MoS services is determined for the area. Thus, the paper provides a useful tool to maritime operators, port authorities and policy makers to investigate the financial viability of an MoS network.  相似文献
