Past analysis of accident investigations suggest an absence of or inadequate practices of risk assessment and management on board vessels. Although the International Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM Code) requires that the risk management process must not only be correctly formulated and implemented but also be periodically evaluated in order to verify that these objectives are attained, the correct and effective implementation and application of the process cannot be achieved without active involvement of competent seafarers on board. Due to the limited investigation of seafarers’ competencies in risk management, the reasons for the inadequacies in the process that are leading to accidents were not evident. Hence, using a survey, this paper conducted a pilot study investigating seafarers’ perceptions of competency in the various components of the risk management process conducted on board vessels. The findings of this paper suggest an overall satisfaction with the risk assessment process. However, there is certainly room for improvement as far as seafarers’ performance is concerned. The findings of this paper provided valuable insights into the current training regimes in the area of risk assessment and management paving the way towards enhanced safety procedures on board vessels.  相似文献

In this paper, an original heuristic algorithm of empty vehicles management in personal rapid transit network is presented. The algorithm is used for the delivery of empty vehicles for waiting passengers, for balancing the distribution of empty vehicles within the network, and for providing an empty space for vehicles approaching a station. Each of these tasks involves a decision on the trip that has to be done by a selected empty vehicle from its actual location to some determined destination. The decisions are based on a multi‐parameter function involving a set of factors and thresholds. An important feature of the algorithm is that it does not use any central database of passenger input (demand) and locations of free vehicles. Instead, it is based on the local exchange of data between stations: on their states and on the vehicles they expect. Therefore, it seems well‐tailored for a distributed implementation. The algorithm is uniform, meaning that the same basic procedure is used for multiple tasks using a task‐specific set of parameters. Copyright © 2016 John Wiley & Sons, Ltd.  相似文献

This paper compares transport-related CO2 emissions of online and brick-and-mortar shopping based on supply, delivery, order and travel data related to one multi-channel clothing retailer. A sensitivity analysis sheds more light on how situational factors, such as the customers’ travel distances, returns, the use of public transport modes and information behavior via different channels influence the outcome of this comparison. The results show that online retailing causes lower CO2 emissions under many conditions. Nevertheless, the brick-and-mortar channel is more environmentally friendly when travel distances are small. The radius for which brick-and-mortar shopping has an advantage increases when returns, shifts in the use of public transport and information behavior are also considered.  相似文献
