Altimeter assimilation in the OCCAM global model: Part I: A twin experiment

An altimeter data assimilation scheme has been tested in the OCCAM (Ocean Circulation and Climate Advanced Modelling) global 1/4°, 36-level model using a twin experiment format. The Cooper and Haines displacement scheme is used. The method works well in most regions and depths. Currents and densities in the top 1000 m generally improve by over 50–70% after 5 months of sea level assimilation every 15 days. Below 1000 m, an error reduction of up to 50% is achieved. The errors remain low during a further 60-day run without assimilation. Diagnostics for the North Atlantic, the Tropical Pacific and the Antarctic Circumpolar Current are shown alongside the global averages.The main problems encountered were in weakly stratified regions of the Antarctic and Arctic seas. A scale selective filter is developed to avoid assimilating scales much larger than the local deformation radius, and this avoids the adverse assimilation effects in the southern oceans. A companion paper uses this scheme to assimilate TOPEX and ERS-1 altimeter maps.     

An evaluation of vehicle deceleration profiles

Vehicles stopping at signalized intersections were examined for the purpose of evaluating the validity of the common assumption of constant and uniform deceleration rates. The data set consisted of the first vehicles to stop upon the onset of the yellow signal interval with measurements of the initial approach speed, deceleration time, and deceleration distance. The deceleration rate may be computed using only two of the three measured values; thus the rate for each vehicle can be determined by three different equations. With nonuniform deceleration profiles, the equations will produce different values; and the degree of nonuniformity can be determined by comparing the differences in the computed deceleration rates. The analysis of the field observations indicated that 69 percent of the vehicles demonstrated deceleration profiles associated with nonuniform deceleration rates. Furthermore, the deceleration profile and the degree of nonuniformity were found to be a function of the initial approach speed.     

Maritime search and rescue: Benefit or burden for society?

Just twenty five years have passed since the International Maritime Organization (IMO) provided the legal and internationally harmonized framework for maritime search and rescue operations. While a number of nations only had to adapt their well-established national services it took great efforts for other nations to develop agencies able to fulfil or outstrip minimum requirements. However, the majority of nations (well aware of the humanitarian nature of that task) have been afraid to cope with this challenge and the related financial burdens since the benefits to local, regional, or even national economies are not always clear to the relevant national administrating authorities.

How Are Our MPAs Doing? Challenges in Assessing Global Patterns in Marine Protected Area Performance

Without effective management, protected areas are unlikely to achieve the high expectations the conservation and development sectors have for them: conserving biodiversity and alleviating poverty. Numerous marine protected area (MPA) assessment initiatives have been developed at various spatial and temporal scales, including the guidebook How is your MPA doing? These management assessments have been useful to sites to clarify and evaluate their objectives, yet efforts to examine broader regional or global patterns in MPA performance are only beginning. The authors conducted exploratory trend analyses on How is your MPA doing? indicator data collected by 24 MPAs worldwide to identify challenges and areas for future work. Wide variability across sites with regard to the indicators examined and the constructs used to measure them prevented a true meta-analysis. Managers assessed biophysical indicators more often than socioeconomic and governance constructs. Investment by the conservation community to support collecting and reporting high-quality data at the site level would enable a better understanding of the variation in MPA performance, clarify the contribution of MPAs to both biodiversity conservation and poverty alleviation, and help drive better MPA performance. The absence of rigorous and consistent monitoring protocols and instruments and a platform to turn raw MPA monitoring data into actionable information is a critical but under-recognized obstacle to cross-project learning, comparative analyses, and adaptive resource management.
