Community Perspectives Toward a Marine Reserve: A Case Study of San Felipe,Yucatán,México

San Felipe marine reserve, in Yucatán, México, is unique, and particularly suited for a case study because the local community created it without a mandate from higher levels of government. This article presents the results of a survey of local interest groups using the method of paired comparisons and rank correlation analysis, to reveal local judgments about the severity of damages to coastal habitats and the level of impacts of activities that cause the damages. The results show that fishers differ significantly from other interest groups in their rankings of the severity of damages to habitats and of impacting activities. These findings suggest that despite the overlapping interests in protecting the resources and the critical habitats, the different perspectives of local interest groups about the severity of damages must be considered in the management of San Felipe marine reserve.     

On the capacity of isolated, curbside bus stops

The maximal rates that buses can discharge from bus stops are examined. Models were developed to estimate these capacities for curbside stops that are isolated from the effects of traffic signals. The models account for key features of the stops, including their target service levels assigned to them by a transit agency. Among other things, the models predict that adding bus berths to a stop can sometimes return disproportionally high gains in capacity. This and other of our findings are at odds with information furnished in professional handbooks.     

MINOE: A Software Tool to Analyze Ocean Management Efforts in the Context of Ecosystems

Transitioning ocean governance into an integrated ecosystem-based approach requires improved knowledge of existing governance arrangements. This article presents a software tool, MINOE, to assist policymakers, scientists, and others involved in ecosystem-based management initiatives to navigate through management documents as they relate to a user-defined ecosystem. The tool uses a conceptually modeled ecosystem, defined by the user, and text analysis of a set of management-related documents to determine which ecosystem linkages are potentially acknowledged in the documents. For illustration, the set of documents included with MINOE currently (and used to demonstrate the software in this article) are laws and regulations from four geopolitical jurisdictions for the year 2006; however, users may also import other documents for a more tailored application. Features include an interactive matrix containing results about the set of management documents within the user's scope and scale of interest. In addition, MINOE includes metrics and visualization tools to synthesize information derived from the documents. The article presents the software tool, describes potential uses for the tool, and ends with a discussion of future work to expand the program.

Institutional arrangements for coastal conservation in New Zealand

Abstract

The focus of this paper is institutional arrangements for initiative coastal conservation in New Zealand. “Initiative”; conservation refers to positive measures for the protection of the natural environment for reasons related to its inherent worth. Case studies were undertaken in five areas with different biophysical and societal characteristics, where various approaches to coastal conservation are being attempted. In each area, an issue was analyzed to identify conservation policies and their relationship to ecological and human needs, and to administrative and legal frameworks. Analysis demonstrated that initiative conservation policy can encompass user and community needs while maintaining ecological priorities. Institutional arrangements do not appear to restrict the development of this type of policy in New Zealand, but they do limit its formal expression and implementation. Arrangements for cohesive conservation areas spanning the land‐sea interface are particularly lacking.
