This article recommends the parallel but separate modeling of nature-based and people-based marine protected areas (MPA) before the design and siting stages of establishing an MPA. Separate but simultaneous modeling of ideal nature and people MPAs permits each to be maximized for its own variables and subsequently compared to identify conflicts and agreements. The case that supports this recommendation is in the Commonwealth of the Bahamas, where the study conducted 572 interviews with people from six traditional settlements in the central Exumas Islands and Cays. The research is focused on why members of these settlements differentially responded to three nearby national MPA proposals.  相似文献

In view of the wide range of estimates for the total primary production for the Southern Ocean south of the Subantarctic Front—current estimates range from 1.2 to 3.5 Gtonne C year−1—we have examined two indirect methods for assessing primary production. First, we have estimated the primary production needed to sustain the carbon requirements of the endotherm top predators in the ecosystem. Estimation of the carbon requirements for crabeater seals of about 7 Mtonne C year−1 is extrapolated to a value for all endotherm predators of 15–30 Mtonne C year−1. Current data indicate that 70–80% of the diet of this suite of predators is zooplankton (predominantly the euphausiid krill), making for highly efficient transfer from primary production to top predators. Our best estimate of Southern Ocean primary production by this method is of the order of 1.7 Gtonne C year−1, or an averaged areal primary production of about 30–40 g C m−2 year−1. Our second approach is to estimate primary production from the drawdown of inorganic nutrients, based on the limited suite of studies from which an annual nutrient deficit can be calculated. Again, this indicates annual primary production of the order of 1.5 Gtonne. Although both methods have inherent uncertainties, taken together they provide a relatively robust constraint on annual primary production. For both methods to underestimate primary production by the 1–1.5 Gtonne C implied by the higher current estimates, carbon export from the Southern Ocean pelagic ecosystem would need to be much higher than is normally found in other oceans.  相似文献

This study offers a combined analysis of pedestrian exposure to noise and air pollution within a specific urban setting in Dublin, Ireland. The impact of a recent boardwalk development on reducing pedestrian exposure to air and noise pollution is examined while modelling experiments are undertaken to explore the possibility of achieving further reductions in pollutant exposure through better urban design and planning. The results show that the boardwalk has reduced pedestrian exposure to air and noise pollution and that further reductions may be achieved by more strict segregation of pedestrian and road traffic in urban areas.  相似文献

Abstract

This article reviews the conflicts that led to the establishment of a special Congressional Committee on offshore oil and gas exploration, development, and production and the attempted resolution of various issues by that Committee and the Congress in the 1978 Amendments to the Outer Continental Shelf Lands Act of 1953. A short review is provided of the history of Outer Continental Shelf (OCS) development, of the conflict between the federal government and other interested entities and persons, and of the Congressional mechanism to respond to these conflicts. A more detailed analysis is provided of the most significant OCS issues. The article describes the various risks and benefits of offshore activity and the various benefits and risks of proposed changes in the law concerning such development. A review of the Congressional mechanism to assess these risks and benefits and balance them is included in a discussion of the various issues and legislated solutions. Finally, the article notes the need for continuing oversight and review of the benefits and risks and how effective the 1978 Amendments are in balancing them.  相似文献

This paper reports results from research conducted to analyse the extent of excess commuting in Dublin, Ireland. The research differs from similar studies on excess commuting in two ways. First, a disaggregate modal choice analysis of excess commuting is undertaken for two time periods – 1991 and 2001. Second, sensitivity analysis is undertaken to explore the impact of changes in the density of the transport network for users of public and private transport. The results suggest that excess commuting is considerably greater for users of private transport implying the greater inefficiency of commuting associated with that mode. By way of contrast, capacity utilisation measures suggest the opposite indicating the difficulty of using these measures for policy-making. The results suggest also that the greater inter-mixing of jobs–housing functions has facilitated reductions in actual commuting costs as well as increasing the range of available trip possibilities over the study period. In terms of the sensitivity analysis, the results suggest that public transport users could achieve dramatic savings on their commute if the density of that network was increased considerably.  相似文献

While there are some non-contentious issues about which states can cooperate, most must be molded around the demands of national interest. Piracy is a case where suppression would appear to be in the interest of all states; after all, pirates have been regarded as the enemies of all since Roman times. Despite this, states have often been more ambivalent as they have found piracy to be a useful cloak behind which to hide their wider geo-strategic ambitions. This paper notes that Somali piracy has attracted the interest of China whose citizens have been attacked and hijacked. It asks if this deployment demonstrates that China is committed to the protection of shipping in the context of the existing maritime order or if it has a wider purpose to advance Chinese interests in the Indian Ocean region.  相似文献

Most analyses of marine microbial systems in the seasonally ice covered areas of the Southern Ocean have been based on data from the major embayment areas of the Ross and Weddell Seas. In this study data were collected at stations covering a range of regimes from full ice cover through to open water in the Bellingshausen Sea. A major feature of the production system was a rapid retreat of the ice-edge, which uncoupled the marginal ice zone from a phytoplankton bloom which remained associated with a frontal system. This bloom was maintained, and probably initiated, in an unusual environment generated by the interaction between the marginal ice zone and the front. Size-based analyses of the microbial system were derived for ice-covered, recently ice-covered and open water sites. Estimates of standing stocks and key rate processes were combined to produce a single food web network for each station. The under-ice system was one of low production and low recycling but apparently high retention. As the ice retreated the microbial systems to the north began to develop, but these were constrained by grazing pressure. The bloom in the area appeared to be sustained even though estimated losses were far higher than production, although the high sedimentation losses expected were not observed. The carbon flow networks are discussed in relation to the environmental changes and the interaction of the marginal ice zone and the frontal system appears crucial to the phytoplankton. Microzooplankton grazing is implicated as a major controlling factor. The local microbial dynamics are strongly influenced by material which was produced at an earlier time and somewhere else in the Southern Ocean.  相似文献
