As noted often by the former California Coastal Commission Executive Director Peter Douglas, the history of how the California coast was saved is a great repository of untold stories. Although the Commission has had a dramatic and tangible impact on California's coastal geography, the public is largely unaware of many of its early accomplishments. This article begins to chronicle the rich stories of California's coastal legacy by telling the story of how the Commission utilized the Coastal Zone Management Act (CZMA) to prevent Southern Pacific Railroad from developing a seven-mile stretch of the Monterey Bay shoreline. In so doing, the Commission helped make possible the creation of the Monterey Peninsula Recreational Trail, a public bicycle and pedestrian path that has grown to sixteen miles in length and runs through the heart of John Steinbeck's world-famous Cannery Row. The controversy also was the subject of the first judicial challenge of a state's federal authority under the CZMA and precluded private commercial and residential development that would have dramatically altered the urban form of the Monterey Peninsula. It is important to tell the story as the Coastal Commission's role in this remarkable accomplishment has been almost completely overlooked.  相似文献

Using the WPG03 duty cycle developed from global positioning data collected in Winnipeg, Canada, real world energy demands and costs are modeled. Three types of plug-in hybrid electric vehicles, four temperatures and two charging scenarios are compared to a vehicle with an internal combustion engine. Cold temperatures are shown to greatly affect vehicle operation energy costs, which is an important consideration for cold weather cities such as Winnipeg. The largest energy cost savings are obtained for smaller-battery plug-in hybrids that had the opportunity to charge during the day.  相似文献

Abstract

A territorial sea comprising 6.7 million acres of offshore lands extending three geographic miles into the Atlantic Ocean three marine leagues (nine geographic miles) into the Gulf of Mexico makes Florida the second largest “oceanowning”; state in the contiguous United States. Florida's history, climate, economic development, and worldwide reputation have evolved from the state's relationship with the sea. The state is now becoming aware that aggressive management of its ocean resources is necessary to preserve the future of that relationship. The purpose of this article is to present some of Florida's recent legal and policy initiatives that have been directed toward better understanding and management of ocean resources and uses.  相似文献

The role of the Internet in coastal management practice is analyzed through the Internet's communication and information access capacity. Primary and secondary impacts of the Internet in coastal management are assessed. A broad research framework is employed, including background on the development and spread of the Internet worldwide; analysis of emerging literature on the societal impact of the Internet; limited existing research on the use of the Internet by environmental management professionals generally and coastal managers in particular; and personal experience of the authors in the development of coastal management Internet sites. This analytical framework is supplemented by the first survey of integrated coastal management (ICM) Internet websites by www.coastalmanagement.com and a case study of the Internet Center for Coastal Management (ICCM) Internet-based communication platform based at the University of Washington. The survey of ICM websites found a total of 77 websites worldwide, with a dominance of sites in English located in the developed world. Assessment of the first year of operation of the ICCM project to facilitate discussion between coastal management practitioners and students in the United States and the Philippines demonstrates the enormous potential of the Internet as a communications tool in coastal management and also reveals the many practical technological and cultural constraints of using the Internet, especially in working on a project between the developed and developing world. Three groups of scenarios of the future use of the Internet in coastal management with decreasing levels of forecast certainty, namely, "probable," and "possible," and "potential for" are presented and discussed. Finally, the potential for the Internet to fundamentally transform the practice of coastal management is analyzed. It is concluded that while such a potential exists, there remain significant research questions requiring further analysis before the full transformative potential, and the possible impacts of such a transformation on coastal management, can be fully assessed. This article aims to provide a benchmark against which such future assessments can be made.  相似文献

The minimum lap time optimal control problem has been solved for a go-kart model. The symbolic algebra software Maple has been used to derive equations of motion and an indirect method has been adopted to solve the optimal control problem. Simulation has been successfully performed on a full track lap with a multibody model endowed with seven degrees of freedom. Geometrical and mechanical characteristics of a real kart have been measured by a lab test to feed the mathematical model. Telemetry recorded in an entire lap by a professional driver has been compared to simulation results in order to validate the model. After the reliability of the optimal control model was proved, the simulation has been used to study the peculiar dynamics of go-karts and focus to tyre slippage dynamics, which is highly affected by the lack of differential.  相似文献

The experience in coastal management in the tropics that is presented in this special issue is considered in light of other coastal management initiatives worldwide. The major challenges confronting those working to promote cross-sectoral, participatory approaches to the management of coastal areas are discussed. Emerging conceptual frameworks are considered. Several factors critical to the design of coastal management projects and programs are identified. The article concludes with a reflection on priorities for furthering the practice of coastal management in the next decade.  相似文献

Minimum lap time simulations are especially important in the design, optimisation and setup of race vehicles. Such problems usually come in different flavours, e.g. quasi-steady state models vs. full dynamic models and pre-defined (fixed) trajectory problems vs. free trajectory problems. This work is focused on full dynamic models with free trajectory. Practical solution techniques include direct methods (i.e. solution of an nonlinear programming problem problem, widespread approach) and indirect method (i.e. based on Pontryagin's principle, less common, yet quite efficient in some cases). In this contribution the performance of the direct and indirect methods are compared in a number of vehicle-related problems.  相似文献

This study presents a modeling approach that focuses on the identification of potential lead markets for electric-drive vehicles (EDVs) in Europe. It is based on a combination of several selected economic, social, environmental, and transport-related factors. The modeling approach is implemented in a GIS-based multi-criteria decision support process with fuzzy measures, enabling an assessment at different spatial and temporal scales under different EDV market penetration scenarios for Europe. The decision support system embeds a multi-criteria analysis based on selected expert-weighted market penetration drivers. The spatial scale chosen for the application of the decision support process are NUTS2 regions and cities within EU27 member states. Three scenarios are investigated, a business as usual, a moderate change, and an accelerated innovation scenario. Across the scenario horizon, it is shown how lead regions for EDVs will be changing in time between first early-adopter areas towards other long-term potential lead regions, depending on the evolution of the market drivers. The European regions and cities which will have a higher lead market potential score in 2020 and 2030 are identified. Our model solution suggests that with the business-as-usual scenario there will be a few insular lead market areas in 2020 and a relatively limited number of more connected lead regions in 2030. The other two scenarios explored suggest a more positive picture leading for the case of the 2030 accelerated scenario to a wide distribution of EDVs across most of Germany, the Netherlands, France, the UK, Ireland, and Italy. The cities of London, Madrid, Berlin and Rome would show high EDV sales under this scenario.  相似文献
