Abstract

Catch share programs are used in fisheries management to meet goals such as species recovery, overcapacity reduction, and economic efficiency. Anticipated impacts include fleet consolidation, infrastructure reduction, and social disruption within communities. The Pacific Coast Groundfish Fishery Social Study (PCGFSS) aims to understand social changes related to the recently implemented West Coast Groundfish Trawl Catch Share Program. In this article, we use a subset of PCGFSS data to explore the ways remaining fishery participants have thus far adapted to catch shares. While some vessels have left the fishery, we found that many participants are adapting to this catch shares program despite challenges. Quota leasing strategies, fishery diversification, gear innovation, and community quota funds are some of the tools participants are using to continue operating under the catch shares program. These early challenges and adaptations to the catch share program are worthy of continued tracking, as researchers, managers, and fishing communities, would benefit by considering first-hand perspectives of the on-the-ground realities of harvesting groundfish in the rationalized fishery.  相似文献

Between January 1990 and March 1995, the research project KERFIX undertook the first regular noncoastal multiyear acquisition of parameters related to the carbon cycle in the Southern Ocean at a time series station located at 50°40′ S–68°25′ E, 60 miles southwest of the Kerguelen Islands. The objectives of KERFIX are (1) to monitor the ocean/atmosphere CO2 and O2 exchanges and to understand which processes govern these exchanges (2) to observe and interpret the seasonal and interannual variability of the production, flux, decomposition and dissolution of carbon and associated elements at this location. In addition, micropaleontological studies describe the present and past flux dynamics in this oceanic area, to improve the knowledge of the transfer functions of some oceanographic proxies. This paper presents a survey of the KERFIX program: scientific objectives, organization of the field operations and some main results obtained since the beginning of KERFIX program, as well as the results of the temporal evolution of hydrological, chemical and biological parameters.  相似文献

Abstract

Indigenous peoples’ efforts toward environmental conservation are indivisible from their cultural identity and their social and political organizations. Indigenous resurgence, including the reinvigoration and reestablishment of Indigenous ways of living, are linked to the management, restoration, and conservation of marine and coastal ecosystems around the world. However, there remains a significant gap in the recognition and support of Indigenous governance systems in international policy discussions regarding conservation work. As a way to address this gap, we offer an analysis of marine Indigenous community-led conservation initiatives from around the world that were recipients of the UNDP Equator Prize, framed by initial research on Indigenous-led conservation in British Columbia, Canada. We highlight specific Indigenous governance strategies undertaken by such communities that foster both marine resource conservation and stewardship. The strategies we identified included practicing Indigenous traditional resource management, protection of traditional territories, Indigenous-led actions of environmental conservation, and data collection and monitoring. We also identified networking and collaboration with non-Indigenous supporters, as was reinvestment into education and capacity-building within the community. We conclude with concrete policy suggestions drawn from these cases that can help strengthen the leadership and self-determination of Indigenous peoples on local resource and environmental issues, and aid in much broader conservation efforts globally.  相似文献

Abstract

Catch share programs can have far-reaching effects on coastal communities and the people that rely on fishing income, including crew members. Analysis of management actions affecting crew wages and well-being is often limited due to a dearth of available data. We examine crew-related outcomes during the first six years of the West Coast Groundfish Trawl Catch Share Program using two unique datasets – a mandatory economic survey and a voluntary social science study. We find that impacts on crew compensation differ from other catch share programs due to prior conditions of the fishery and also vary by the target species within the program. The median number of crew positions per vessel increased slightly, annual crew days decreased, and crew wage as a percentage of revenue was nearly unchanged, even with the introduction of new costs. Median daily crew compensation increased from $514 per day to $776 after implementation of catch shares and annual compensation increased from $33 thousand to $39 thousand. Many crew members expressed a lack of support for the program and job satisfaction did not rise with increased wages and fewer days at sea, indicating that job satisfaction is likely influenced by more than compensation and effort.  相似文献

This paper presents an agent-based approach used to design a Transportation Regulation Support System (TRSS), that reports the network activity in real-time and thus assists the bus network regulators. The objective is to combine the functionalities of the existing information system with the functionalities of a decision support system in order to propose a generic model of a traffic regulation support system. Unlike the other approaches that only deal with a specific task, the original feature of our generic model is that it proposes a global approach to the regulation function under normal conditions (network monitoring, dynamic timetable management) and under disrupted conditions (disturbance assessment and action planning of feasible solutions). Following the introduction, the second section presents the notions of the domain and highlights the main regulation problems. The third section details and motivates our choice of the components of the generic model. Based on our generic model, in the fourth section, we present a TRSS prototype called SATIR (Système Automatique de Traitement des Incidents en Réseau – Automatic System for Network Incident Processing) that we have developed. SATIR has been tested on the Brussels transportation network (STIB). The results are presented in the fifth section. Lastly, we show how using the multi-agent paradigm opens perspectives regarding the development of new functionalities to improve the management of a bus network.  相似文献

This article presents an approach that couples coastal ecosystem modeling with integrated environmental assessment methodologies to support coastal management. The focus is to support the development of an ecosystem approach to aquaculture management including interactions with watershed substance loading. A Chinese bay, with intense aquaculture and multiple catchment uses, and where significant modeling efforts were undertaken is used as a case study. The ecosystem model developed for this bay is used to run scenarios that test the local management strategy for nutrient reduction. The corresponding ecological and economic impacts of the managers’ scenarios are analyzed by means of the Differential Drivers-Pressure-State-Impact-Response (ΔDPSIR) analysis. Emphasis is given to the analysis of the eutrophication process in the bay including present eutrophic condition and the expected changes due to the simulated scenarios. For this purpose, the Assessment of Estuarine Trophic Status (ASSETS) screening model is a valuable tool to interpret and classify the data and model outputs regarding eutrophication condition and to evaluate the manageable level of the nutrient loading entering in the bay.  相似文献
