At the decision-making stage, a large-scale infrastructure project is essentially a broad concept, and this means the expert analyses will differ from each other and become contested over time, leading to the emergence of rival narratives. It is only where there is a limited range of expert analyses that the bases for decision-making will remain relatively clear-cut. Over time the contested nature of expertise can significantly inhibit the construction of effective narratives, either for or against the project, and also make decision-making more complex and problematic. Decision makers may also seek greater clarification through the construction of narratives that rise above these disputed areas of expertise, and the scientific evidence becomes less important. This paper examines the changing nature of contested expertise through a comparative analysis of political decision-making between UK trunk roads policy and the case of High Speed Rail 2, through the framework of epistemic communities. 相似文献

This paper presents an alternative planning framework to model and forecast network traffic for planning applications in small communities, where limited resources debilitate the development and applications of the conventional four-step travel demand forecasting model. The core idea is to use the Path Flow Estimator (PFE) to estimate current and forecast future traffic demand while taking into account of various field and planning data as modeling constraints. Specifically, two versions of PFE are developed: a base year PFE for estimating the current network traffic conditions using field data and planning data, if available, and a future year PFE for predicting future network traffic conditions using forecast planning data and the estimated base year origin–destination trip table as constraints. In the absence of travel survey data, the proposed method uses similar data (traffic counts and land use data) as a four-step model for model development and calibration. Since the Institute of Transportation Engineers (ITE) trip generation rates and Highway Capacity Manual (HCM) are both utilized in the modeling process, the analysis scope and results are consistent with those of common traffic impact studies and other short-range, localized transportation improvement programs. Solution algorithms are also developed to solve the two PFE models and integrated into a GIS-based software called Visual PFE. For proof of concept, two case studies in northern California are performed to demonstrate how the tool can be used in practice. The first case study is a small community of St. Helena, where the city’s planning department has neither an existing travel demand model nor the budget for developing a full four-step model. The second case study is in the city of Eureka, where there is a four-step model developed for the Humboldt County that can be used for comparison. Within the SCAR's international EASIZ programme, as part of the benthic–pelagic coupling experiment, grain size and organic matter contents in marine surface sediment were measured. Samples were taken during the austral autumn of 2000 from 3 regions in the eastern Weddell Sea: Kapp Norvegia, Four Seasons Bank, and Austasen.In general, sediments were fine sand with a grain size fraction < 200 μm representing more than 40% of the total weight. The sediments from Four Seasons Bank (64 to 107 m depth) were coarser than those from Austasen and Kapp Norvegia (209 to 480 m depth), presumably due to winnowing of fine sediment at shallow depths. Organic carbon (OC) content ranged from 0.25% to 1.2% and constituted 10% to 97% of the total carbon. The samples from Kapp Norvegia presented the highest OC values. Overall, protein (PRT), lipid (LPD), and carbohydrate (CHO) contents were similar to those in sediment from cold regions (e.g., the North Atlantic and the Ross Sea) but higher than those in sediment from other Antarctic and more septentrional regions (e.g., the Ross Sea and the Mediterranean). The difference within the Antarctic is explained through the local conditions in Terra Nova Bay and Kapp Norvegia. In the Antarctic, PRT and LPD carbon were the main contributors to the biopolymeric carbon (BPC). In the eastern Weddell Sea shelf, the BPC accounted for more than 90% of the OC in most of the samples. More than 82% of the total PRT, LPD, and CHO were present in the fraction < 200 μm. This work remarks the existence of sediments with a high nutritional value persistent several weeks after the spring–summer pulse of fresh organic matter. It is also highlighted the high potential availability of these sediments (due to its grain size) for the benthic communities inhabiting this high-latitude continental shelf. 相似文献

Studying perceptions of litter and littering behavior among marginalized, poor and undeveloped communities is important since these populations frequently inhabit important conservation sites. Jisr-A-Zarqa ("Jisr"), is a coastal town on the Mediterranean shores of Israel and one of Israel’s poorest, densely populated communities. Litter accumulation in the streets and beach of Jisr is a known problem, and its proximity to the nearby stream and beach makes the study of littering important for the conservation of the coastal and marine habitats. I studied residents’ perceptions of litter and littering practices and found that littering and waste accumulation are surface indicators of profound underlying social, economic and political constraints, problems and distresses. These must be considered as an integrated context and addressed when designing litter-reducing interventions. 相似文献

Fishing community social networks function as channels for transfer of fishery knowledge, resources, and business transactions that help mitigate risks and shocks associated with altered access to fishery resources. Research on such networks in Alaska is limited despite their cultural importance and community reliance on fisheries. We contribute to scholarship of fishery social networks by assessing Alaska fishing community perspectives of challenges related to fisheries policy and management, and the existing social networks that aid in overcoming these challenges. Our findings show that the greatest challenges fishing communities face pertaining to fishery management are high costs of participating in catch share programs, restricted subsistence fishing activity due to decline in salmon, and complex regulations. Social networks exist for coping with these challenges; fishery information, and resources such as food, fuel and medicines are shared between communities. However, networks for accessing fishery support services are centralized in fewer larger communities and hubs such as Anchorage. Smaller and remote communities are the most compromised in this regard given the distance they must travel to access fishery support services. Leveraging social networks for sharing resources and improving fishery support services in smaller communities will increase their adaptive capacity and ability to maintain participation in Alaska fisheries. 相似文献

The purpose of this paper is to detect and describe general trends in the spatial distribution of epibenthic and demersal communities of Le Danois Bank (El Cachucho) in relation to the environmental variables that characterize their habitat by means of multivariate ordination. Data were derived from two multidisciplinary surveys carried out in October 2003 and April 2004 included in the ECOMARG project. The surveys were focused on the study of the physical scenario, including both geological (seabed characterization from bathymetry and backscatter data) and hydrographic features, and the different compartments of the benthic fauna (endobenthic, epibenthic, suprabenthic and demersal communities). For the present study, epibenthos and demersal species were sampled using two different gears, a 3.5 m beam trawl and a Porcupine 39/52 type baca otter trawl respectively. The total species richness combining both samplers ascended to 221, including 71 species of fishes, 65 crustaceans, 35 molluscs, 29 echinoderms, 10 cnidarians and 5 sponges.Multivariate methods were used for the study of the characteristics of communities and habitats. Hierarchical cluster analysis was applied to calculate and visualize similarities between samples in terms of species composition. To assess the amount of variation of faunal densities related to a set of eight environmental variables, a redundancy analysis (RDA) was used. The set of environmental variables used were: depth, near-bottom temperature and salinity, sedimentary typology (dry weight percentages of coarse sands, medium and fine sands, silt and organic matter) and seafloor reflectivity. Using the spatial distribution of the ranges of depth and seafloor reflectivity that characterize the habitats of the faunal assemblages we defined the spatial distribution of the different communities.The multivariate analysis of 18 beam-trawl samples and 15 otter trawl samples showed the existence of 4 main assemblages associated with the more characteristic habitats of the area. The Callogorgia–Chimaera community live mainly in the areas at the top of the Bank (425–550 m depth), where the sediment coverage is lower and there exists a high presence of rocky outcrops. The Gryphus–Galeus community were found in the areas at the top of the Bank covered by medium and fine sand sediments with low organic matter content. The Phormosoma–Trachyrincus community live on the sedimentary terraces that characterize the Bank break (550–800 m) and the Pheronema–Deania community occupy all the deeper (800–1050 m) sedimentary grounds of the inner basin. 相似文献

This article recommends the parallel but separate modeling of nature-based and people-based marine protected areas (MPA) before the design and siting stages of establishing an MPA. Separate but simultaneous modeling of ideal nature and people MPAs permits each to be maximized for its own variables and subsequently compared to identify conflicts and agreements. The case that supports this recommendation is in the Commonwealth of the Bahamas, where the study conducted 572 interviews with people from six traditional settlements in the central Exumas Islands and Cays. The research is focused on why members of these settlements differentially responded to three nearby national MPA proposals. 相似文献
