ABSTRACTThe economic history of the U.S. illustrates how the role of many cities has been changed by being seaports or located on navigable rivers or lakes. Based on the widening of the Panama Canal in 2016, the West Coast ports that include the west coast seaports of California, Oregon, and Washington were expected to become less important, while the freight shares of the East Coast and Gulf ports would increase. By how much it has been not easy to measure or predict so far, but this study attempted to define some of the key parameters in the measurement. As well as several relevant background topics, both the demand- and supply-side versions of the National Interstate Economic Model, have been applied for the measurement of economic impacts. U.S. port authorities and policy makers at the local and national levels who respond and develop plans for coping with the new realities of the Panama Canal are able to understand the extent to which changes in shippers’ and land-mode transporters’ behaviors would undermine the logistics and the costs of their activities. Therefore, this study is important for a diverse spectrum of port development strategies in the U.S. to respond to the Canal expansion. 相似文献

The welfare of the marine environment of the U.S. West Coast of California, Oregon, and Washington is hindered by insufficient understanding of ecosystem dynamics and human pressures. Greater coordination, integration, and support of mutually identified research priorities across research organizations on the West Coast are necessary. This level of collaboration is essential to responding to regional ecosystem threats, such as the impacts of human occupation of coastal areas, over-harvesting of marine resources, and climate change. To address this need for collaboration and build on the accomplishments of existing research organizations, this article advocates the establishment of a West Coast regional marine research program (RMRP). 相似文献

A multinomial choice framework was used to analyze data from hypothetical storm forecast scenarios administered via mail survey to a random sample of U.S. Gulf Coast residents. Results indicate that the issuance of a mandatory evacuation notice and the presence of higher wind speeds had the largest influence on increasing the likelihood of evacuation. Age, race, disability, distance, and education were significant in explaining one's decision to wait relative to choosing to evacuate. Blacks and disabled individuals were strictly less likely to wait and more likely to make an immediate evacuation decision. Hurricane Katrina evacuees and those with an evacuation destination identified were also more likely to decide to evacuate, but were also more likely to wait before deciding. Results indicate that residents of mobile homes were more likely to either evacuate or wait before making a decision, but strictly less likely not to evacuate. Respondents very confident in being rescued were strictly more likely not to evacuate. Results indicate that not having an evacuation destination identified was the most influential factor regarding the likelihood of not knowing what choice to make. 相似文献

The welfare of the marine environment is threatened worldwide. In order to maintain ecosystem services management must shift from single sector to ecosystem approaches. To support this transition in marine management, this article reviews collaborative ecosystem-based management in the California Current Large Marine Ecosystem (CCLME), through an overview and comparison of three collaborations on the United States West Coast of California, Oregon, and Washington. The achievements of these collaborations are demonstrated. Networking and extending collaboration throughout the entire region is shown to be essential for environmental conservation and sustainable development in the CCLME. 相似文献

AbstractCatch share programs are used in fisheries management to meet goals such as species recovery, overcapacity reduction, and economic efficiency. Anticipated impacts include fleet consolidation, infrastructure reduction, and social disruption within communities. The Pacific Coast Groundfish Fishery Social Study (PCGFSS) aims to understand social changes related to the recently implemented West Coast Groundfish Trawl Catch Share Program. In this article, we use a subset of PCGFSS data to explore the ways remaining fishery participants have thus far adapted to catch shares. While some vessels have left the fishery, we found that many participants are adapting to this catch shares program despite challenges. Quota leasing strategies, fishery diversification, gear innovation, and community quota funds are some of the tools participants are using to continue operating under the catch shares program. These early challenges and adaptations to the catch share program are worthy of continued tracking, as researchers, managers, and fishing communities, would benefit by considering first-hand perspectives of the on-the-ground realities of harvesting groundfish in the rationalized fishery. 相似文献
