从海权意识培养看航海院校爱国主义教育

本文既从历史的视野中指出没有海权意识、没有海权战略思想的国家是无法掌握自己的命运,展现加强海权意识对于和平崛起的中国的重要性,又从中国海权现状说明加强海权意识教育是保卫中国海洋主权和发展中国海洋经济的现实需要.本文强调指出:加强海权意识教育,增强海洋观念,是航海类大学生报效祖国、弘扬爱国主义精神的重要体现,航海院校要清醒意识到加强海权意识教育是新时期不断丰富爱国主义教育内容的历史重责,海权意识教育是航海院校开展爱国主义教育的最佳途径.     

我国高等院校机房管理的探讨

高校的计算机机房是课程教学的重要实验场所,计算机机房使用和管理的好坏直接关系到相关教学的质量。因此必须重视机房管理工作,强化并完善机房的内部管理和日常管理,健全机房的相关管理制度,提高机房工作人员的专业素质和职业道德素质,加强对机房计算机病毒的防治工作,使机房管理促进教学工作。     

交通职业院校教师职业压力状况及影响因素分析

通过对广东、广西等8个省10所交通职业院校530名教师的压力状况进行抽样调查和统计分析,研究表明目前交通职业院校教师承受着来自多方面的压力;男教师压力明显高于女教师;不同年龄段教师的压力也存在显著的差异．为此,提出了一些对策与建议．

公用计算机机房的使用和管理,历来是各高等院校机房管理的难点,但通过建立、健全科学的机房管理制度,加强对机房计算机病毒的防治工作,以及促进机房工作人员不断学习和开拓创新,可以有效地加强高等院校的机房管理工作。     

An Institutional Model for Comanagement of Coastal Resources in Fiji

In light of increasingly depleted coastal resources under the current management structure, this article explores the institutional arrangements that would be necessary in Fiji to create and implement a viable comanagement regime that would devolve some of the responsibility for management to the communities. Based on the literature concerning institutions for comanagement and the present situation and the institutional management structure in Fiji, it is recommended that government act as the catalyst by putting forth an enabling policy framework for comanagement that formally recognizes customary marine tenure. Such a policy should allow communities to derive bylaws from local rules, through shared management and technical assistance at the provincial level. At this same administrative level, planning units are recommended to coordinate government management of activities in the coastal zone.     

《马克思主义哲学原理》课教学误区与对策

目前我国高等院校马克思主义哲学理论课的教学存在一定的滑坡现象，笔者对此进行了一番检讨性的思考，并指出了马克思主义哲学理论课的教学工作者和马克思主义哲学理论的宣传者，在扭转这一局面中应该做出的贡献。     

Quality of institutions and private participation in transport infrastructure investment: Evidence from developing countries

In recent decades, owing to a series of public debt crises and constraints on government expenditure, infrastructure investment has dropped significantly in both developed and developing countries. To counterbalance this trend, Public–Private Partnerships (PPPs) schemes have been increasingly adopted. In this paper, we explore the determinants of the degree of private participation in transport infrastructure projects in a large sample of developing countries. By using a large sample of transport projects included in the World Bank Private Participation in Infrastructure Projects database, we document that greater participation by private parties in PPP contracts is associated with better institutions in terms of lower corruption, civil freedom, and a better regulatory framework.     

Losing Ground: Mediterranean Shoreline Change from an Environmental Justice Perspective

The San Juan Islands National Wildlife Refuge (San Juan NWR) is comprised of 83 small islands, rocks, and reefs scattered throughout the San Juan Archipelago in the inland waters of Washington State. Current guidelines, set forth by the U.S. Fish and Wildlife Service (USFWS), advise vessels to stay 200 yards offshore from refuge sites to provide a marine buffer for birds and marine mammals who utilize the refuge (Murray, 1998). Compliance with the existing USFWS guidelines provides inherent protection to the intertidal and subtidal resources within these marine buffer zones and could arguably constitute a de facto network of marine protected areas (MPAs) in the region. This article explores how marine areas currently set aside from pbulic use and/or adjacent to upland protected areas, such as the San Juan NWR, could provide a politically feasible and cost-effective means for establishing MPAs. The idea is to build upon existing upland management by creating partnerships with other agencies and institutions in order to provide more organic management to marine areas and increase protection to the marine sources.
